This study addresses the pressing need for local governments to consider the introduction of ESG bonds. With the enactment of the 'Carbon Neutrality Basic Law' in September 2021, the central role of local governments in transitioning to a low-carbon economy has been underscored. However, these governments encounter challenges in fully engaging due to constraints in authority, budget, manpower, and access to information. As ESG principles gain prominence in financial and capital markets, it becomes imperative to rejuvenate discussions and adopt tangible steps, such as the issuance of ESG municipal bonds. Without such proactive measures, local governments might struggle to finance their transition to a low-carbon economy in the future. This research evaluates the green bond issuance practices of the UK central government and the Canadian province of Ontario, utilizing them as leading examples, and derives insights and policy suggestions based on their experiences.

The seasonal variations in the contents of ginseng components were analyzed with the samples harvested from April to October. The contents of soluble components such as sugars, amino acids, terpenoid and total methanol extract, increased gradually from April to July and remained almost constant from July to October. Therefore the quality of ginseng harvested at July will not be expected to be significantly different with that of October.

The absorption and excretion of panax saponin A were studied. Panax saponin A was absorbed easily in the gastro-intestinal tract and was also readily excreted through the renal and bile routes in rabbits. A part of the saponin absorbed seems to be metabolized and the probable metabolite was detected in the urine, blood and bile juice.
정부역량이 삶의 질에 미치는 영향: 정부성과의 매개효과를 중심으로

본 연구는 그동안 개념상으로만 논의되어 왔던 정부역량을 조작화하여 타당성을 검증한 지표체계를 구성하였다. 구성된 지표체계를 통해 77개국의 정부역량을 측정해 독립변수로 활용하였으며 각국의 삶의 질 수준을 종속변수로 설정하였다. 또한 두 변수 간 인과관계를 더욱 명확하게 설명하기 위해 복지, 경제, 환경, 정보화 분야의 정부성과를 매개변수로 포함하는 인과모형을 수립하였다. 분석 결과 정부역량이 직접적으로 시민들의 삶의 질 증진으로 이어질 뿐만 아니라 정부성과를 매개하여 정(+)의 영향력을 미치는 것으로 나타났다. 이 같은 분석을 통해 본 연구는 소득불평등 개선, 경제성장, 환경개선, 전자정부의 발전 등의 측면에서 시민들의 필요를 충족하는 정부성과가 중요한 매개 요인이며, 이를 향상시킬 수 있는 정부역량의 강화가 시민들의 삶의 질 향상에 핵심적인 요인임을 강조한다.
인삼의 항산화 활성성분에 관한 연구 ( Ⅴ ) Maltol 과 Phenolic acid 류의 항산화 활성의 메카니즘

The effects of maltol and phenolic acids on lipid peroxidation of liver homogenate were studied. Gallic acid and protocatechuic acid showed more potent inhibitory effect on lipid peroxidation on in vitro system than maltol and other phenolic acids tested. However, when they were administered orally maltol was more effective than gallic acid. Acceleration of the lipid peroxidation by ferric ion was completely suppressed when the liver homogenate was treated by ferric ion in the presence of two moles of maltol. The molar ratio of maltol to ferric ion in the chelate was determined as being two to one by the dilution and continuous variation method. Based on the results, we are proposing one plausible mechainism for the antioxidant activity of maltol that maltol will deprive ferric ion by forming chelate from the initiating complex of microsomal NADPH dependent peroxide generating system.

Using ³H-ginsenosides Rbl, Re, and Rgl, gastrointestinal absorption, organ distribution, excretion, protein binding, and subcellular distribution of them were studied. The results are summarized as following; 1) The absorptions of ³H-ginsenosides in the gastro-intestinal tract of mice showed individual variation between 10-5096. Higher dosage of ³H-ginsenosides above the pharmacological dosage seems to reduce the absorption rate. 2) After oral administration, all ³H-ginsenosides were markedly decomposed in GI tract, but major component excreted through urine was found to be the intact ginsenosides. The total amount of excreted radioactivity during 26 h was only 1-2% of the administered dose. 3) Although the absorption rates are markedly affected by the change in the dosage, the retention in tissue seems to give roughly a constant value around 2.2 × 10-6 molar concentration as the ginsenosides Rx bases in lung. 4) ³H-ginsenosides were distributed mainly in lung, kidney, and liver but only a trace amount in brain. 5) In subcellular distribution experiments, ³H-ginsenosides Rbt was not found in the mitochondrial fraction. 6) On the equilibrium dialysis experiments, ³H-ginsenosides Rb₁ showed a strong binding affinity with the high molecular membrane fractions of organ homogenates and with serum proteins, but ³H-ginsenosides Re and Rg₁ showed very weak binding to the same fractions.
