Although translation for Korean Studies, especially Korean literary translation, has long history and tradition, the results have not been satisfactory. This report seeks to propose future directions to improve the quality of English translations for Korean Studies. For discussion, this study analyzed the experiences of the first three years of the Korean Classics Library Project funded by the Korean Ministry of Education, Science and Technology The Korean Classics Library Project includes one hundred Korean classics selected by the Academy of Korean Studies. The introduction of this paper presents four reasons why English translations for Korean studies are in great demand, what difficulties are there in producing quality translated works, and what measures need to be taken for improvements. This paper proposes four ways to further enhance translation for Korean studies: First, translations funded by the government should put more emphasis on appreciating the translators with translation specialty in a specific academic field and allowing translators to take enough time as required for translation, and less on the management of government grants. Second, it should be better understood that it takes much time to get translated works published at internationally-renowned academic presses. Third, the funding for translation needs to be increased to help translators treated better, including higher recognition in the academia. Finally, programs should be in place to nurture professionals with expertise in academic translation.

The community compact or Huong Uoc was widely practiced since the Le dynasty in Vietnam. Houn g Uoc in Sino-Vietnamese is the same word as Xiang Yue ic Chinese or Hyan g'yag in Korean. The French colonial government in Vietnam used the tradition of the community compact to control colonial Vietnam. And since the 1990s, the co ntemporary Vietnamese government revived the tradition of the community co mpact to develop rural villages. This paper focuses on the community compact of Vietnam before French colonialism controlled Vienam. The community compact fr om the Le dynasty to the Nguyen dynasty is called the old community compact ( Huong Uoc Co). The old community compact is very precious resource for stud ying Vietnamese traditional culture and society. In this paper, the author analyze d the case of Mo Trach village in Binh Giang county, Hai Duong province in north Vietnam. The village produced many famous Confucian scholars and manda rins. Through the research on the case of Mo Trach village, the author crit icized the previous interpretations of the community compact. The previous stu dies maintained that the community compact was a tool for the dominant class to ru le the villagers. In criticizing this interpretation, the author shows that the old c ommunity compact of Mo Trach village had liberal elements of local autonomy and helped villagers cultivate the affectionate social relations(tinh cam) among themselves. Finally, the author argues that the community compact is a prototype o f the third realm in East Asian society where the government and the volunta ry associations meet together. However, since this argument is just based on a sin gle case, more research on diverse cases is definitely required to discuss the characteristics of the community compact in Vietnam.

스페인 몬드라곤 타운의 지역개발 거버넌스와 한국의 지역소멸 대책에의 시사점

This study analyzes the role of local social capital for the local governance, focusing on the case of Mondragone Town in the Basque Country, Spain. The town of Mondragon is home to the world-renowned Mondragon Cooperative Corporation(MCC). From December 2021 to December 2022 in the Basque Country, Spain, I collected data. First, I analyze the local social capital in the Deba Valley, where the MCC is situated. The valley exhibits local social capital traits through interconnectedness of the towns and a robust entrepreneurial presence, notably in Eibar and Mondragon. In Mondragon, the role of MCC is prominent. Various companies and institutions of the MCC strongly contribute to the development of local social capital. In addition, the intercorporation system of MCC fosters the local social capital in Mondragon. Ekiola, the energy cooperative, showcases an alternative facet of local social capital. Involving diverse stakeholders, it enriches local social capital. Additionally, Mondragon town features the Garraia Technology Park, stimulating entrepreneurship and business development. Rich and diverse character of the local social capital with the strong presence of entrepreneurship in Mondragon has important lessons for the local development in Korea. 본 연구는 스페인 바스크 지방의 몬드라곤 타운의 사례를 중심으로 지역개발 거버넌스의 우수 사례를 분석하고 이 사례가 한국의 지역소멸 대책에 주는 시사점을 살펴보았다. 몬드라곤 타운은 세계적으로 유명한 몬드라곤 그룹의 본사가 있고 국제경쟁력을 지닌 강소기업들이 다수 활동하는 지역이다. 이 사례를 분석하기 위해 지역사회자본의 개념을 원용했다. 특히 창업과 기업가 정신을 촉진하는 지역사회자본에 주목하였다. 2021년 12월부터 2022년 12월 까지 스페인 바스크 지방에 체류하면서 자료를 수집하였다. 몬드라곤 타운의 지역사회자본 특징을 이해하기 위해 몬드라곤 타운이 위치한 데바 계곡의 지역사회자본을 먼저 분석하였다. 데바 계곡의 타운들은 고립되어 있지 않고 상호 긴밀한 관계를 맺고 있다. 이 지역의 사회자본의 또다른 특징은 창업과 기업가 정신이 뚜렷하다는 점이다. 이 특징은 몬드라곤 타운에서 아주 분명히 드러났다. 몬드라곤 타운의 지역사회자본의 형성과 발전에는 몬드라곤 그룹이 가장 중요한 역할을 차지한다. 몬그라곤 그룹의 다양한 기업들과 기관들이 몬드라곤 타운의 지역사회자본의 특징을 규정하고 있다. 또 몬드라곤 그룹 내 기업간의 인터코퍼레이션은 결국 몬드라곤 타운 전체의 지역사회자본의 발전에 기여하고 있다. 에끼올라라는 에너지 협동조합에는 주민조합원과 함께 다양한 이해관계자가 참여하여 지역사회자본의 긍정적 측면을 잘 보여주고 있다. 몬드라곤 타운에는 지속적 창업을 위해 가라이아 테크놀로지 파크도 있다. 인구 22000명의 작은 타운이지만 세계적인 강소 기업들을 다수 보유하고 있으며 세계적 기업인 몬드라곤 그룹의 본사가 있는 몬드라곤 타운의 사례는 한국의 지역개발에 많은 시사점을 준다.
