1907년 9월 1일~11월 15일 열린 경성박람회는 일제가 추진한 경제·문화 방면 침략 정책의 하나로, 한·일간 산업발달의 우열을 한국인들에게 보여주려는 의도를 담고 있었다. 일본은 1852년 개항 이후 해외에서 열린 박람회에 참가하는 한편 국내에서도 많은 박람회를 개최하여 근대화 정책에 활용했는데, 이를 한국에서도 재현한 것이었다. 1906년 이전까지 일본이 한국에서 막강한 군사력을 과시했다면, 1907년 이후에는 발달된 산업력을 선전하여 ‘병탄’의 수순을 밟으려 했다. 한국 최초의 박람회는 1906년 부산에서 열린 한일상품박람회였으나, 통감부가 기획하고 농공상부가 추진한 경성박람회는 수도에서 열린 대규모 박람회라는 점에서 특기할 만하다. 박람회의 조직에는 통감부 총무장관과 한성부윤 등 한국과 일본의 관리와 유지가 다수 참여했고, 정부가 적극 후원했다. 외형은 ‘관민합동’을 표방했으나, 실제는 관제행사였던 것이다. 경성박람회는 1907년 5월 계획되었으나 이 해 7월 발생한 헤이그밀사사건과 고종의 퇴위, 정미조약과 의병봉기 등으로 잠시 추진이 중단되기도 했다. 하지만 일제는 결국 처음 예정대로 9월 개최를 강행했는데, 이는 박람회 개최가 그들의 한국 침략의 당위성을 홍보하는 데 유용하다고 판단했기 때문일 것이다. 이에 농상공부에서는 전국에 훈령을 내려 출품을 독려했고, 79,100여 점이 수집되었는데 그 중 94%가 일본인이 출품한 것이었다. 따라서 일제는 일본의 상품을 전시함으로써 일본의 발달상을 홍보하는 효과를 얻을 수 있었다. 더불어 전국적 의병봉기로 동요하는 민심을 수습하려는 의도도 있었을 것이다. 박람회장에서는 대회기간 동안 다채로운 행사가 펼쳐졌고, 장안의 화제를 일으키며 20여 만명의 관람객을 동원했다. 한편 경성박람회에 대해 당시 대표적 신문이었던 『대한매일신보』와 『황성신문』의 논조가 서로 달랐다는 점도 주목된다. 『대한매일신보』의 기사는 경성박람회에 대해 비판적으나 『황성신문』의 기사는 호의적이었다. 이는 서울의 상류층·식자층 중 상당수가 문명개화론에 입각하여 경성박람회를 긍정적으로 평가했을 것임을 짐작케 한다. 이같은 점에서 볼 때, 1905년 을사조약과 1907년 정미조약을 통해 일제의 한국침략 의도가 분명해진 시점에 열렸음에도 일제의 경성박람회 개최는 어느 정도 소기의 성과를 거두었다고 하겠다. Held from September 1 to November 15, 1907, the Gyeongseong Exposition was part of the economic and cultural policies implemented by the Japanese ruling the nation and was intended to demonstrate the superiority of Japanese industrial growth to Korean people. Japan had participated in many overseas expositions since opening its ports to foreign countries in 1852 and, at the same time, held many domestic expositions as part of its modernization policy. And the Gyeongseong Exposition was its effort of the same nature made in Korea. Korea's very first exposition was the Korea-Japan Products Exposition held in Busan in 1906. Planned by the Residency-General and promoted by the Ministry of Agriculture, Industry, and Commerce, the Gyeongseong Exposition deserves special attention in that it was a large-scale exposition held in the capital. A number of Korean and Japanese officials and supporters including the minister of government administration at the Residency-General, and the mayor of Hanseong participated in the organization of the exposition, which also received active support from the government. Although it was an exposition of "joint efforts between the government and people" on the outside, it was actually a government-led event. Being planned in May of 1907, the Exposition was temporarily suspended due to the Hague Secret Emissary Affair in July of the same year, the abdication of King Gojong, and army raised in the cause of justice around the nation. But the Japanese rulers enforced its planned opening in September, judging that its opening would be useful for promoting the justness of its invasion into Korea. The Ministry of Agriculture, Industry, and Commerce thus issued an official order to encourage submissions of works around the nation. Total 79,100 items were collected, and 94% of them were submitted by Japanese people. As a result, the Japanese were able to promote the advanced development of Japan and further appease the disturbances among Korean people after the army was raised in the cause of justice by exhibiting Japanese products. A wide range of events were held on the venue during the exposition, which became an issue in the capital and attracted 200,000 visitors. It is also worth noticing that the tones of argument about the exposition were different between Daehan Maeil Sinbo and Hwangsung Sinmoon, the two major daily newspapers those days. While the former was critical about the exposition, the latter was favorable to it, which suggests that there was a clear differentiation among Korean press regarding Japan since 1907. The Gyeongseong Exposition was held when it became relatively clear that Japan had intentions to invade Korea after the Eulsa Treaty of 1905 and the Jeongmi Treaty of 1907, and it still achieved what it intended at least to some degree.
