        This study intended to develop an urban planning model, including planning objectives, planning domains, strategies by planning domains, and planning factors in accordance with strategies, for integrated response to climate change. The expert delphi survey method was employed to verify these components of the planning model, which was performed three times for about 60 days by 30 experts majoring urban planning, environmental planning, climate change, and so on. Mitigation, adaptation, and ecological cultivation were basic directions to build carbon neutral city. The planning categories included carbon-reduction, carbon-sequestration, control of urban heat island(UHI), water management, operations and management system, and the ecological cultivation activities. And the planning domains were composed of energy, industry and resources, urban spatial structure, architecture, urban forest and agriculture, reducing the heat and air quality control, flood and water quantity management, water quality control, governance and community, mitigation-adaptation program, eco-industrial cluster development program, education and public relations(PR), and the vitalization of carbon-neutral eco-community. Also, this study developed the strategies and planning factors in accordance with the planning categories and domains.

      • 저탄소 녹색성장 기본법과 지방자치단체의 대응-충청북도를 중심으로-

        본 연구의 목적은 2010년 제정된 저탄소 녹색성장 기본법의 분석을 통해 지방자치단체의 대응방안을 제시하는데 있다. 첫째로 저탄소 녹색성장 기본법의 구조와 내용, 문제점 등을 분석하였다. 이를 통해 저탄소 녹색성장 기본법은 중앙정부 및 광역지자체를 중심으로 작성된 법이라는 것을 알 수 있었다. 지방자치단체의 원활한 녹색성장을 위해서는 첫째 지방도시의 지역적 환경을 고려한 녹색성장 계획을 세워야 하며, 둘째로는 지역적 특색을 고려한 녹색성장계획을 만들어야 한다. 마지막으로 지방자치단체와 지역주민들은 녹색성장에 대한 교육 및 홍보 그리고 무엇보다 자발적인 참여가 필요하다. This study intended to suggest a respond for a local government through analyzing the Low-Carbon Green Growth Act, 2010. To reach the goal, we analyzed a structure and problem about the Low-Carbon Green Growth. So we found a problem that this law consider only about the central government and metropolitan council. Then we found a response solution which is below. First, a local government have to establish a suitable green growth reflecting a local environment. Second, a local government should make a green growth plan to take into consideration a local characteristic. Finally, a local government and local resident are needed a educating, promoting and voluntary participation about a green growth.

        기술논문 : 생태적 농촌어메니티 기반 주민주도형 농촌마을종합계획 -보은군 회인면 부수권역 ‘하얀민들레 생태마을’을 중심으로-

        This study has intended to devise a comprehensive rural planning, driven by residents based on ecological rural amenity paradigm for Busu area, Boeun-gun, South Korea. To reach the goal, this study has performed the following processes. First, we have analyzed the elements of threat, opportunity, weakness, and strength in both inside and outside village through `SWOT` analysis. Second, through strategic analysis and consultation, we have proposed developmental directions of Busu area. Third, based on an ecological rural amenity planning system composed of ecological economy system, ecological environment system, ecological history-culture system, ecological image system, and ecological society system, we have suggested research projects of each system. Fourth, we selected projects through a general meeting with all stakeholders. Fifth, the selected projects were applied to Busu area by village residents and experts. Finally, the projects, which were appraised and revised by experts, residents, and governmental officers, were composed of ecological scenic agriculture center, resident`s site for city dweller, energy independent village, eco-road, eco-pond, ecological park and parking lot, restoration of traditional culture, zone of ecological scenic agriculture, eco-tunnel, eco-fence, landmark, corporate identity, community center, forum and seminar, and education for residents` empowerment.

      • 헝가리 계몽주의-개혁시대의 문학

        헝가리 계몽주의-개혁시대의 문학은 전 국민을 결집시키는 거대한 목표를 가지고 있었다. 조국의 독립과 발전이라는 목적을 이루어 내기 위해, 이 시기 문학가들은 문학이 어떠한 방법과 방향을 지녀야 할지를 고민하였다 일차적으로 계몽주의 문학은 민중의 계몽을 위해 교육적 기능을 담당하였다. 더 나아가 개혁시대의 문학은 현실 사회의 개혁에 이바지하는 모델 제시를 주안점으로 하였다. 계몽주의 시대부터 문학을 비롯한 다른 문화 영역에서도 민중을 계몽시키기 위한 여러 가지 노력이 선보인다. 이 시기 가장 중요한 문화운동은 언어개혁 운동이었으며, 카진치 페렌츠를 중심으로 하여 10년 간의 논쟁이 이어진다. 이 과정에서 모국어와 조국에 대한 사랑과 관심이 확대된 것은 자명한 일이다. 마침내 신어 운동가가 승리하면서, 헝가리 어는 광범위한 어휘확대와 언어 규칙의 정리가 이루어지게 된다. 개혁 시대는 정치 변화를 통해 직접적으로 현실을 개혁하려는 의지가 발원된 시기이다. 이 시기 문학은 과거의 사건을 소재로 하여, 외세를 몰아내고 독립을 쟁취하려는 의지를 보여준다. 헝가리 민족극으로 인정받는 반크장군 을 쓴 커토너 요젭이나 현재 애국가로 불리는 가 이 시대에 태어났다. 이 작품들은 모두 독립을 간절히 염원하고, 헝가리의 새로운 미래가 다가오기를 간구하는 내용을 지닌다.헝가리 계몽주의-개혁시대의 문학은 전 민중의 의지를 결집하여 조국의 독립과 발전을 이루려고 투쟁한 시기이다. 이 시대의 문학은 이후 1867년 헝가리가 부분적인 주권을 갖는 오스트리아-헝가리 이중제국이 성립되도록 초석을 놓았다. 또 헝가리가 근대로 진입하여 봉건사회에서 탈피하여 시민국가로 이행하도록 교량이 되었다. The Hungarian literature of enlightenment-Reform age had a goal of Hungarian People to join the independence of their mother country and development. The literary men in this period were in agony with the way of methods and the directions of the literature. Primarily, the literature had a role to enlighten the ignorant people in the street. And the very important role of the literature in the age of enlightenment was to reform the realities of life and society. The reform movement of the Hungarian language as the most important cultural one in the period. Kazinczy Ferenc kept standing in the movement. It was really natural that Hungarian people became proud of their language and their mother country. Finally, new reformists took this advantage to arrange and reform the rule of the language and to enrich the vocabularies. The reform period is the beginning of literature, taking its rise from reforming and innovating the society and real life through the change of the politics. So the themes of the literature were centered on the historical event to show the fellow Hungarians to drive out the foreign powers and finally to get the independence. The masterpieces of the period was Bank capital , which were distinguished Hungarian national drama and the , now the Hungarian national anthem. These have contents to desire and wish the independence of their mother country and the new future. The literature of this period was a foundation stone to dual monarchy of Austria and Hungary, and had contributed that Hungary became a modern country, breaking from the old feudal society.

        임의의 적층미세구조를 가지는 판 구조물의 고유진동수 위상최적화에 관한 연구

        The aim of this research is to construct eigenfrequency optimization codes for plates with Arbitrary Rank Microstructures. From among noise factors, resonance sound is main reason for floor's solid noise. But, Resonance-elusion design codes are not fixed so far. Besides, The prediction of composite material's capability and an resonance elusion by controlling natural frequency of plate depend on designer's experiences. In this paper, First, using computer program with arbitrary rank microstructure, variation on composite material properties is studied, and then natural frequency control is performed by plate topology optimization method. The results of this study are as followed. 1) Programs that calculate material properties along it's microstructure composition and control natural frequency on composite material plate are coded by Homogenization and Topology Optimization method. and it is examined by example problem. 2) Equivalent material properties, calculated by program, are examined for natural frequency. In this paper, Suggested programs are coded using MatlabTM, Feapmax and Feap Library with Homogenization and Topology Optimization method. and Adequacy of them is reviewed by performing the maximization or minimization of natural frequency for plates with isotropic or anisotropic materials. Since the programs has been designed for widely use. If the mechanism between composite material and other structural member is identified, extension application may be possible in field of structure maintenance, reinforcement etc. through application of composite material.
