As the concern on the view's right and the needs to protect it legally increased, it is urgently needed to expand the established scope of it to the one including sky and make the judgement more quantitative and objective. This leads to a demand for more detail and objective standard for the endurance limit, adjusting established requisites for protecting view and theories on the endurance limit. The decision by Supreme Court in the Deokso Hyundai Apartment case impose some possibility of the approval for new sky view's right. The decision in the Oryun Villas case expands the scope of the protected right. It is recommend to introduce the sky view's right, a new concept for view and to perform in-depth study on it, considering various factors including the objectification of view's rate, the degree of mental and psychological damage due to pressure and loss of sense of openness, change in the value of real estate according the difference in sky view, detail endurance limit. 조망권에 대한 관심이 늘어가고 그 법익을 보호할 필요성이 커짐에 따라 종래의 조망권의 개념을 '천공조망'으로 확대하여 보다 정량화하고 객관화할 필요성이 대두되고 있다. 이에 따라 기존의 조망의 보호요건 및 수인한도론을 수정하여 좀 더 구체적이고 객관적인 수인한도기준을 마련할 필요성이 있다. 덕소 현대아파트사건에서 대법원 판결이 새로운 천공조망권 인정 여부에 대한 가능성을 열어 두고 있다. 오륜빌라 사건의 판결에서는 조망권의 보호범위가 확대되고 있다. 앞으로 조망권이라는 새로운 조망개념을 도입하여야 하고 조망률의 객관화, 압박감 내지는 개방감 상실로 인한 정신적, 심리적 피해의 정도, 천공조망의 차이에 따른 부동산가치변화, 구체적인 수인한도기준 등을 고려한 조망권에 관한 심도 깊은 논의가 필요하다.
전기저장장치의 제어전원용 포트 서지보호장치의 설계 및 구현에 관한 연구

Recently, installation of renewable energies and ESS(energy storage system) has been increased to solve energy depletion and crisis of climate change. Especially, the importance of ESS is emerging as its multiple functions such as frequency regulation, power quality improvement, demand management, stabilization of renewable energy, and so on. However, the frequency of lightning strike is increasing due to rapid climate change, and then lightning surge is induced through power line, control cables and communication line and finally it leads to malfunction and damage of control power devices in ESS. Therefore, this paper proposes a design method of a 2-port surge protection device to protect the control power supply of ESS from lightning surges. And also, this paper implements a surge protection device based on the proposed method. In other words, a 2-port surge protection device is designed and implemented based on the concept of LPZ(lightning protection zone) which is defined by the international standards “IEC 62305-3” and “IEC 62305-4,” in order to protect ESS from the LEMP(lightning electromagnetic pulse) through a power line. In addition, from the test results with combination and impulse wave according to “KS C IEC 61643-11,” it is confirmed that the proposed method is useful to keep residual voltage within 1.5[kV] of surge withstanding value.
역사경관 왜소화방지를 위한 건축물 높이제한에 관한 연구

This paper intends to make suggestions for proper criteria of building heights to be in harmony with cultural properties and has sub-goals as follows. - to prove the difference in cognized dwarfness degree according to each building height level. - to propose the difference in cognized dwarfness degree according to the distance between cultural properties and view point. The results of this study can be summarized as follows. First, the difference is proved to exist in cognized dwarfness degree according to each building height level as a result of ANOVA. Second, the difference seems to be in cognized dwarfness degree according to the distance between cultural properties and view point, and especially buildin height level is 15m or 18m. Finally, the proper criteria of building heights to be in harmony with cultural properties is 12m.
