Agro-Industry Cluster Development in Five Transition Economies

This paper is to investigate the current development status of the agro-industry sector and agro-enterprise clusters in five selected transition economies including Kazakhstan, the Kyrgyz Republic, Mongolia, Tajikistan and Uzbekistan, and to provide policy guidelines for the effective attraction of investment in the sector. After the disintegration of the Soviet Union, the countries had been converted into small, segmented market economies with limited growth potentials. They are suffering from relatively high unemployment rates, while agriculture is the industry which provides the largest employment opportunities and takes a considerable share of GDP. However, the missing of market signals has resulted in the inefficiency in the agricultural marketing and processing industry. During the economic transition, the lack of investments and serious budget constraints has negatively affected the development of agriculture and agro-industry. Although each country has adopted diverse efforts to introduce foreign investments, unsatisfactory institutional settings, the prevalence of bureaucratic corruptions, and so forth have hindered the inflow of foreign capital. Cluster-based economic development is recommended to the countries in that it will increase agricultural productivity and bring rural development.

Purpose: This study was descriptive study to analyze the health promoting behavior and the related factors of Japanese marriage-migrant women. Methods: The subjects were 191 Japanese marriage-migrant women living in the city. The correlation analysis, t-test, ANOVA and Scheffe post-hoc test, and the factors affecting healthpromoting behavior were examined. Results: In the modelⅠ, the explanatory power of the model was 12% (F=2.41, p<.002). In the model Ⅱ, influence factors of health-promoting behavior were acculturation, self-efficacy, jobs, Extended family type, social support, perceived health status, and the explanatory power of the model was increased to 37% (F=6.11, p<.001). Conclusion: In order to improve the health-promoting behavior, nursing intervention programs should be developed by incorporating the personal characteristics of perceived health status, jobs, the behavior-specific cognitions, acculturation, self-efficacy, social support, and perceived barriers.

The purpose of this study is to present the quantitative evaluations on consulting and training policies for food industry, which is a timely attempt because it has been five years since government implemented food industry policy. The Difference in Differences model approach is applied to estimate the policy effects of consulting and training on the food companies that received financial supports from the government. The results show that the consulting and training activities substantially improved food companies sales volumes. In the case of consulting policies for food processing firms, the average sales volumes of the companies which received the consulting over the last 4 years were increased by 9∼16% as compared to those that did not receive the support. Accordingly, it is suggested that policies for improving food industry infrastructure will be continuously implemented in the near future.
