밀양시 DRT 이용자 분석 및 데이터 디지털화의 필요성

인구의 이동이 도시로 집중됨에 따라 지방에는 인구감소가 진행 중이다. 이로 인해 대중교통의 수요가 감소하고 있다. 교통 취약 지역을 위해 정부에서는 수요응답형 대중교통체계DRT)를 도입하고 있다. DRT(수요응답형 대중교통체계; Demand Responsive Transit)는 사용자의 수요에 따라 운행 구간, 횟수, 시간 등을 탄력적으로 운행하는 교통수단이다. 현재 기초 데이터가 부족하므로 과학적이고 체계적인 접근 방식이 필요함에 따라 교통카드 사용 도모가 필요하다. 본 연구에서는 연구 모형을 바탕으로 밀양시 ‘아리랑버스’를 운행하는 삼랑진읍의 버스 지불 수단에 대해 조사하였고, 교통카드 이용 의사를 파악해 보았다. 이후 교통카드를 배부하였고 또한 아리랑버스 이용률 증대를 위하여 홍보도 진행하였다. 이 연구는 차후 DRT를 교통소외지역에 도입할 때 중요한 데이터 기반이 될 수 있음을 기대한다.

중앙정부 공무원과 지방자치단체 공무원들을 대상으로 한 1999년 「정부간 관계」에 대한 인식조사는 다음과 같은 내용을 포함하고 있다. 1. 정부간 관계에 관한 전반적 인식 (1) 정부간 관계에 관한 전반적 인식 - 중앙-광역, 중앙-기초, 광역-기초자치단체간의 관계 - 중앙-지방자치단체간의 관계 형성의 중요 분야 및 영향요인 (2) 정부간 관계에 참여자간의 접촉 및 인식 - 국가공무원과 지방공무원의 상대방에 대한 인식 - 정부간 관계 참여자간의 접촉 - 정부간 관계 참여자간의 접촉 이유 (3) 중앙, 광역, 기초자치단체간의 관계 - 중앙정부와 지방자치단체간의 관계 - 중앙정부와 기초자치단체간의 관계 - `중앙-광역`과 `광역-기초`자치단체간의 관계 2. 정부간의 기능적 관계 (1) 사무배분 및 구분 관련 사항 - 중앙과 지방자치단체간의 사무배분 정도 - 중앙과 지방자치단체간의 사무구분 (2) 중앙기능 지방이양 관련 사항 - 중앙정부의 지방자치단체에 재한 권한 이양 -이양된 사무의 처리 소감 및 사후 관리 3. 정부간의 기능적 관계 (1) 중앙정부와 지방자치단체간의 재정적 관계 - 중앙정부와 지방자치단체간의 전반적 재정 관계 - 지반자치단체의 재정적 어려움과 개선방안 (2) 지방재정조정제도 관련 사항 - 지방재정조정제도에 대한 전반적 인식 - 중앙정부와 지방자치단체간 재정적 관계의 실태와 역학관계 - 정부간 재정적 관계상의 지방자치단체의 행태 및 태도 4. 정부간의 인적 관계 - 기초자치단체장의 부단체장 임명에 관한 의견 - 중앙과 광역자치단체가 인사교류의 축소 경향 - 광역과 기초자치단체간 인사교류의 축소 경향 - 지방자치단체간의 국가공무원 배치에 관한 의견 5. 정부간의 통제적 관계 - 중앙정부의 지방자치단체에 대한 통제 현황 - 광역자치단체의 기초자치단체에 대한 행정적 통제 현황 이러한 내용의 설문 결과를 종합적으로 정리하면, 지방자치제 실시로 중앙정부 공무원이나 광역 및 기초자치단체 공무원들 모두가 정부간의 `협조적 관계`를 형성하려는 의무감과 의지를 갖고 있기는 하나, 실제 업무를 수행하는 데에 있어서는 심각한 수준은 아니지만 아직도 여전히 상호간에 `대립적`이고 `적대적` 인식이 지배적이라는 결론에 이르게 된다. 즉, 중앙정부 공무원이나 지방자치단체 공무원 모두가 상대방을 국가 전체를 운영해 나가는 동반자, 지원자, 협조자라고 인식하기 보다는 서로를 경계하고, 서로에게 불만을 토로하며, 서로에게 잘못의 책임을 전가하는 듯한 `갈등적` 분위기가 `협조적` 분위기 보다 강하다는 것이 1999년 현대의 우리 나라 `정부간 관계`에 대한 종합적 결론이 될 수 있겠다. The purpose of this study is to produce tire raw data to figure out the present situation of the Intergovernmental Relations (IGR) in Korea by surveying the central and local officials` perceptions. This survey research is the 2nd sequal to the first 1996 survey research, and will be continued with the time interval of 2-3 years. In this survey research, the Intergovernmental Relations are divided into four sections- functional relations, financial relations, personnel relations and control relations. More specifically, this survey research includes the following contents` (1) General Matters on the Intergovernmental Relations; - Comprehensive perceptions on intergovernmental relations; - Contacts and mutual perceptions among intergovernmental participants; - Dynamics among central, metro and local governments; (2) Matters related to Intergovernmental Functional Relations; - Devolutions and divisions of intergovernmental functions; - Matters related to devolutions of functions; (3) Matters related to Intergovernmental Financial Relations; - Comprehensive perceptions on intergovernmental financial relations; - Matters related to coordinating system for balancing local finances; (4) Matters related to Intergovernmental Personnel Relations; - Matters related to intergovernmental personnel exchanges; - Matters related to national officials in local governments; (5) Matters related Intergovernmental Control Relations; - Matters related to administrative controls on local governments; - Matters related to administrative controls among metro and local governments. Based on the analysis of the survey results, this study reaches the comprehensive conclusion that the(1999) present situation of Intergovernmental Relations(IGR) in Korea can be described as `conflicting`, rather than cooperative`, but moving toward `cooperative relations.

We surveyed the habitat use and food materials of the endangered Swan Goose (Anser cygnoides) during the wintering period at the Seocheon tidal flat. The bird wintered about six months from October 2014 to early April 2015 at the flat. They showed a remarkable change in choosing their feeding habitat and prey. They stayed entirely at sedge grass patches on Songrim tidal flat during the early wintering period (October), while after November they gradually moved to Janggu bay and used rice paddy fields as well as sedge patches on the tidal flats as their feeding site. The dietary analysis showed the sedge grass (Bolboschoenus sp., Cyperaceae) was the main dietary source during the entire wintering period. Interestingly, the proportion of Cyperaceae on feces decreased slightly over wintering time, while the proportion of Fabaceae increased relatively since November. These results suggest that the Swan Geese switched their habitat and food sources in response to the change of food availability. The Seocheon tidal flat area is the important wintering site for Swan Geese and sedge grass patches in the area need to be managed as the main feeding area for the wintering Swan Geese.

The plugging rate of reheater tubes of Wolsung unit 1 nuclear power plant has been increased by corrosion and erosion since 1990. As the dimensions of the new first stage reheater bundle tubes which were supplied by Hanjung company to replace were different from old one, numerical calculations are carried out for flow and heat transfer in the reheater bundle tubes of the N.P.P. Numerical calculations consists of thermal performance, drain line pressure drop, flow change by pressure drop of line, stress analysis of finned tubes and analysis of flow induced vibration. Computational analysis using heat transfer research institute program is adopted to verify the results of the numerical calculations. It contains the evalution of performance in the system with view to location of the new reheater bundle and it shows the differences between the numerical calculation results and heat transfer research institute program output.

A Study of Feeding Methods in Five Species of Herons and Egrets in Korea

Feding methods of five species of herons and egrets were studied in an agricultural landscapein Asan city, Chungcheongnam-do, Korea in 2006. Grey herons primarily hunted while standing, whereas great egrets fed while walking slowly. Two smaller species, little and cattle egrets, were active foragers, feeding both while walking quickly and walking slowly. Little egrets were the only species using the foot stirring method. The medium-sized heron, intermediate egrets, foraged mainly while walking slowly or leaning. For grey herons, great egrets and little egrets, the frequency of use of different feeding methods was different between habitats: these species used the leaning method more frequently in rice fields than in reservoirs and ditches. Also, most herons (all species other than great egrets) showed seasonal changes in their feeding methods that are related to changes in habitat condition.
