Minimum Wage and Labor Mobility: An Empirical Study on Labor in California

This paper investigates the causality between minimum wages and migration in California. With California county-level data, we estimate the impact of minimum wages on the flow of migration through the expected wage channel. Our empirical results suggest that first, Asian immigrants are not sensitive to the change of minimum wages. Second, compared to Asian immigrants, Hispanic immigrants respond to minimum wages more positively. Particularly, low-income Hispanic immigrants respond most to the change of minimum wages. These results indicate that higher minimum wages may create distortions in the labor market for unskilled workers.

The purpose of this study was to develop the cost-effective and efficiency seed longevity prediction method of rice (Oryza sativa L.) germplasm for viability monitoring. To find an optimum predicting method for rice seed longevity at genebank, an accelerated ageing (AA) test, a controlled deterioration (CD) test and a dry-heat treatment (DHT) were conducted to the four groups of rice germplasm based on ecotype, such as Indica, Japonica, Javanica and Tongil type. Among the three artificial aging treatments, the dry-heat treatment of 36 hours at 90°C is suggested as a routine predictive test method of rice germplasm longevity at a genebank. The distribution of germination rate on 3,066 accessions which conserved 26.5 years at 4°C showed similar trend with the result of distribution by dry-heat treatment at 90°C on 36 hours using 106 accessions of rice selected samples which composed four ecotype groups. The results show that the dry-heat treatment affect not only predicting the rice seed longevity but also determining effective interval for monitoring germination of rice germplasm in genebanks.

In response to the increasing global competition for technological supremacy to address climate change, it is crucial to develop workforce development programs in the field of climate technology to accumulate the national technological capabilities. However, these programs are rarely monitored and evaluated, and research related to monitoring and evaluation in the field of climate technology workforce development is limited. Therefore, this study aimed to investigate the impact of workforce development programs in hydrogen energy and policy sectors on students' R&D capabilities and career aspirations in these sectors. The survey and focus group interviews with beneficiaries revealed that individual students' R&D capabilities and career confidence improved, and group-level R&D capabilities were also enhanced, and students felt greater appreciation on the significance of climate technology. The results of this study suggest that the necessary R&D capabilities to train R&D workforce in climate technology have been developed, but more measures are required to promote career development in this field. 오늘날 기후변화대응을 위한 기술패권 경쟁이 고조되는 가운데 기술 역량을 보유한 기후기술 분야 전문 인재를 양성하기 위한 사업들이 추진되고 있다. 지속가능한 인재양성 사업의 추진을 위해서는 사업 모니터링 및 성과평가가 필수적으로 병행되어야 함에도 불구하고 현재까지 기후기술 분야 인재양성 사업의 성과평가 관련 연구가 부족한 실정이다. 이에 본 연구는 기후변화대응 기술 분야 중 수소 및 정책 분야 인재양성 사업을 통해 수혜 학생들의 R&D 역량과 경력개발 의지를 향상시켰는지 분석하였다. 기후기술 인재양성 사업의 수혜 학생들을 대상으로 설문 조사와 포커스 그룹 인터뷰를 실시한 결과, 학생들 개인별로는 R&D 역량이 향상되었고, 경력개발 자신감이 높아진 것으로 보였다. 대학별로 분석한 결과 동일하게 R&D 역량이 향상되었고, 기술가치 인식이 개선된 것으로 나타났다. 본 연구결과를 통해 학생들이 기후기술 분야의 R&D 역량들은 발굴되었지만 기후기술 분야 경력개발로 이어지기 위해서는 추가 개선이 필요하다는 시사점을 제공하였다.

A simple and practical architecture for RF-powered wireless temperature sensor is presented. The tag chip receives its power supply from a RF-DC converter which recovers DC power from a small incident signal. Ambient temperature is estimated by a temperature-voltage converter, and a single-slope ADC converts the temperature-dependent voltage to digital data. This approach does not depend on the temperature dependence of oscillator frequency, thus, does not require complex post processing such as laser trimming in the practical implementation of the temperature sensor. With on chip ADC, this proposed temperature sensor has a sensitivity of 6744 ppm/oC. We investigated the operation of the wireless, remotely-power sensor tag chip using standard 0.18 pm CMOS technology.

We present the control circuit for reader to tag communication in UHF band RFID tag chip. The system clock of tag chip is generated by the internal oscillator with digital calibration to maintain stable clock signal. The control circuit designed using standard 0.35 pm CMOS process shows the correct operation of analog front-end of RFID tag chip. Together with verifying the combination of circuits of the analog front end, we present the design considerations of the comparator with internal hysteresis and the internal oscillator with calibration.
