        하이브리드 이산화티탄의 자기조직체 형성공법을 이용하여 제조된 하이브리드 이산화티탄의 자외선차단 상승효과

        화장료의 UV 차단과 은폐효과를 갖는 이산화티탄을 사용하여 자기조직체 형성공법을 적용한 하이브리드 이산화티탄을 제조하고 형태, 성질, 공정의 최적조건과 자외선차단 개선을 확인하였다. 하이브리드 이산화티탄은 마이크로 이산화티탄(250~300nm)의 표면에 나노 이산화티탄(20~30nm)을 자기조직체 형성공법을 이용해 결합시킨, 이산화티탄 대 이산화티탄의 결합체를 말한다. 하이브리드 이산화티탄 제조의 최적조건을 알아내기 위해 (-)을 띄는 마이크로 이산화티탄의 표면에 양이온의 링크로써 $AlCl_3$ 를 농도별로 조정하고, 그에 따른 마이크로와 나노 이산화티탄의 투입비율을 달리하여 각각의 조건에서 만들어진 시료를 광학분석, 입도분석, 전위차분석 등을 이용해 확인하고 최적의 제조 조건을 알 수 있었다. 최적의 제조 조건에서 만들어진 하이브리드 이산화티탄의 자외선차단 상승효과를 확인하기 위하여 하이브리드 이산화티탄이 첨가된 화장료와 사용된 하이브리드 이산화티탄과 같은 비율의 마이크로와 나노 이산화티탄을 첨가한 화장료의 SPF in-vitro 를 측정하였고, 15%내지 30%의 자외선차단 상승 효과를 확인하였다. The purpose of this study is to find the optimum conditions for manufacturing titanium dioxide using a hybrid self-assembly forming method, to confirm the shape, properties and synergy effect of UV protection for hybrid titanium dioxide. Hybrid titanium dioxide, manufactured by forming self-assembly of different sizes consisting of two kinds of titanium dioxides, has micro titanium dioxide (250nm~300nm) for support material, Nano titanium dioxide (20~30nm) for surface material, coating support material. Adjustment experiments of $AlCl_3$ concentration and both titanium dioxide ratio were conducted to find the optimized conditions for the surface coating of titanium dioxide striking a negative charge, a sample made of the optimized process was confirmed through an optical analysis, particle size analysis, and potentiometric analysis. The SPF in-vitro value of the cosmetics samples containing hybrid titanium dioxide showed 15~30% higher levels than the cosmetics samples containing both titanium dioxides mixture.

        국내 소재 주요 다국적 기업들의 연구개발 패턴 및 시사점: 내국인 주요 기업들과의 비교

        There may exist differences in R&D patterns between multinational enterprises and domestically owned firms located in catching-up countries. This paper examines the differences in R&D patterns between different ownership in Korea. In order to do this, the paper has conducted the in-depth interview of the major multinational and local firms. The interviewed firms has been selected mainly from the telecommunication, semiconductor and display industries. The paper reveals that multinational firms tend to focus on sales-oriented R&D while domestically owned firms are likely to cover the range of development, applied and basic research. The most outstanding difference lies in the length of R&D period. The domestic firms apparently turn out to conduct longer period R&D projects than multinational firms. In addition it is revealed that local firms need to develop their own capability, whereas foreign companies in Korea can acquire advanced technology and scientific knowledge from the R&D centers in their home countries. On the basis of the research findings, this paper discusses some implications and recommendations for Korea and other catching-up countries.

      • 연구개발성과의 질적 평가체계 구축 방안

        The performance of Korean national R&D programmes and projects has improved in terms of quantity, but the qualitative aspects and the utilization of the R&D results have not been satisfactory. For this reason, there have been attempts to promote a new R&D evaluation paradigm for nurturing creative and challenging research culture and developing high quality R&D outcomes. However, despite the needs and significance of qualitative evaluation, there are limitations such as existing practices, excessive emphasis on quantitative indices. Therefore, this research aims to suggest an approach for qualitative evaluation, measures for improving evaluation institutions and systems. To achieve the aims above, first, this report present the philosophy and a suggested approach for qualitative evaluation. Second, the current national R&D programmes and evaluation institutions have been analysed. Third, foreign cases of qualitative evaluation have been analysed and implications were drawn. Forth, this report propose a future direction for policy paradigm to accommodate qualitative evaluation of national R&D programmes and projects. Fifth, we suggest plans to improve qualitative evaluation by types of national R&D. Sixth, this report provide policy recommendations summarizing the above. The direction for policy paradigm to accommodate qualitative evaluation include ‘enhancing recognition of qualitative evaluation with a human-focus’, ‘establishing a system for qualitative evaluation on the basis of expertism and autonomy’, and ‘establishing a field-oriented system and infrastructure’. As for plans to improve qualitative evaluation by types of national R&D, this report suggest ‘qualitative evaluation based on scientific and social performance via amendment of qualitative evaluation indices reflecting the characteristics of programmes and projects’ in the case of basic research, ‘qualitative evaluation based on technological performance in the case of fundamental research, ‘qualitative evaluation focusing on economic and technological performance and follow-up evaluation’ in the case of mid to long term industrial technology research, and ‘qualitative evaluation focusing on economic and social performance’ in the case of short term industrial technology research. The conclusion part of this report, summarizing the above discussions, proposes ‘establishing dedicated organization for economic evaluation to enhance qualitative evaluation of industrial technology development’, ‘mandating ex-ante qualitative review by dedicated organization’, ‘providing field-oriented and real-time information for systemic qualitative information’, and ‘plans for qualitative evaluation of R&D outcomes’. The results and policy suggestions in this report are expected to be used as basic materials for improving qualitative evaluation in Korea.

        건설현장에서 사용된 수직보호망의 재활용 타당성 분석에 관한 연구

        폐기물 및 이의 재활용 문제는 전 세계적인 환경문제로 인식되고 있으며, 플라스틱 폐기물은 인류의 목숨을 위협하는 가장 큰 사회적 문제로 인식되고 있다. 수직보호망도 플라시틱 수지를 사용하여 제조되는 것으로서 건설현장에서는 거푸집 공법 시공시 바깥면에 설치하여 낙하물 및 먼지의 비산 등을 방지하기 위하여 수직으로 설치하는 것으로서 본 연구에서는 건설현장에서의 수직보호망의 사용실태 파악과 최근 강화되고 있는 건설현장에서의 환경관련 규정의 변화와 이에 따른 현장기술자들의 인식을 제고하기 위함을 목적으로 진행하였다. 그리고 이를 바탕으로 건설현장에서 플라스틱수지를 사용하여 제조되어 무분별하게 사용되고 있는 수직보호망의 재질에 따른 합리적이고 친환경적인 자재의 사용과 이에 따른 수직보호망의 재활용을 촉진하기 위한 방안을 제시하고자 한다. The issue of waste and its recycling is perceived as a worldwide environmental problem, and the plastic waste is perceived as the biggest social problem threatening the lives of mankind. The vertical protective net, manufactured by using the plastic resin is vertically installed on the outside in case of formwork at the construction site, in order to prevent the fallen objects and scattered dusts. The objective of this study is to understand the actual use status of vertical protective net in the construction site, to examine the changes in the environment-related regulations recently strengthened in the construction site, and also to improve the field technicians' perception of it. And based on it, this study aims to suggest the measures for using the rational and environment-friendly materials and also for promoting the recycling of vertical protective net as the vertical protective nets made of plastic resin are thoughtlessly used in the construction site.

        영여자 추출물의 주름개선 효능 연구

        This study was carried out to evaluate the anti-aging effect of bulbuil of Chinese yam (Dioscorea batatas Dence), a species in the yam family, on human fibroblast cell. Since the use of the bulbil as food source has been limited due to its toxic potentials when consumed, tons of the bulbils has been discarded as waste. Diosgenin was confirmed as a marker compound of bulbil extract by GC-MS after chemical derivatization. Inhibitory effect of bulbil extract on activity of matrix metallo proteinase-1 (MMP-1) and activating protein-1 (AP-1) induced by interferon-gamma treatment on human fibroblast cell was evaluated. Summing up the results, bulbil extract of Chinese yam could possess great potential as a novel anti-wrinkle material for cosmetic industry

        오미자의 모유두세포 증식 활성성분과 반응표면분석을 이용한 추출조건의 최적화

        본 연구에서는 오미자 열매로부터 모유두세포 증식에 활성을 나타내는 gomisin N을 정제하고 gomisin N의 함량이 높은 추출물을 얻기 위한 최적의 추출조건을 확인하였다. 추출물 및 분획물에 대하여 모유두세포증식 활성 실험을 진행한 결과, n-hexane 분획물 1 μg/mL 처리군에서 약 29%의 증식 활성을 나타내었다. n-Hexane 분획물의 활성성분을 규명하기 위하여 column chromatography를 진행하였으며 2 개의 화합물 gomisin N (1)과 schizandrin (2)를 분리 동정하였다. 분리된 화합물에 대한 모유두세포 증식 활성 실험 결과, gomisin N에서 최대 20%이상의 증식 활성을 나타내었다. 따라서 오미자 열매로부터 최대치의 gomisin N을 얻을 수 있는 최적추출조건을 반응표면분석(RSM)을 사용하여 확인하였다. 최적추출조건을 설정하기 위해 에탄올의 비율, 추출시간, 추출온도를 독립변수로 하여 실험한 결과, 0.95 이상의 결정계수와 0.05 이하의 p-value를 나타내어 모델의 적합성이 확인 되었다. Gomisin N의 최대함량을 위한 최적추출조건은 에탄올비율 83.8%, 추출온도 80 ℃, 추출시간 8.7 h으로 확인되었고, 최적추출조건에서 gomisin N의 함량은 378,300 ppm으로 예측되었다. 최적추출조건에 대한 실제 검증에서 평균 376,884 ppm으로 예측된 값과 유사한 결과를 확인 할 수 있었다. In the present study, we have refined gomisin N, which represents activity in the proliferation of dermal papilla cells (HFDPCs) from the fruit of Schisandra chinensis (S. chinensis), and have identified optimal extraction conditions for obtaining extracts with high content of gomisin N. The activity of the extracts and fractions was evaluated, and the results indicated approximately 29% proliferation activity in the group treated with 1 μg/mL of n-hexane fraction. Column chromatography was used to assess the active ingredient in the n-hexane fraction, and two compounds, namely gomisin N(1) and schisandrin(2), were isolated and identified. When the HFDPCs proliferation activity was tested for the isolated compounds, gomisin N exhibited ≥ 20% proliferation activity. Thus, via response surface methodology (RSM), the optimum extraction conditions to obtain the maximum level of gomisin N from the fruit of S. chinensis were determined, where ethanol proportion, extraction time, and extraction temperature were used as the independent variables. The results revealed coefficient of determination ≥ 0.95 and p-value ≤ 0.05, which confirmed the fit of the model. The optimum extraction conditions to achieve the maximum content of gomisin N were as follows: ethanol proportion 83.8%, extraction temperature 80 ℃, and extraction time 8.7 h. The content of gomisin N using these conditions was predicted as 378,300 ppm, and a mean value close to the predicted value (376,884 ppm) was obtained while validating the aforementioned conditions.

      • 국가연구개발사업의 공공가치 개념 도입방안

        Along with the economic and social development in Korea, the national R&D programs has focused on not only economic, industrial, and commercial values but also those for basic research, environmental technologies, and social welfare which private firms rarely carry out. Public value become increasingly an important end of innovation in USA and Europe, and also in Korea national R&D puts more emphasis on public value. From this point of view, this study aims to examine the current application of public value in national R&D plan and programs of Korea and to make policy suggestions for applying the notion of public value to Korean R&D programs properly. For this purpose, firstly, this study provides rationale for employing the notion of public value and suggest the basic directions for its application by reviewing the concept and theories. Secondly, this study examines foreign and domestic cases of public value application and draws implications. Foreign cases include the US, UK, Netherlands, Germany and Denmark. For domestic case studies this study scrutinizes the programs for broadcasting, agriculture and rural economy, and public welfare and security. Thirdly, this study carries out analyses for applying the notion of public value at the levels of (1) national R&D agenda and plan (the national basic plan for science and technology), (2) national R&D planning and evaluation process, (3) related rules and guidelines, and (4) a specific R&D program, and provide some suggestions for policy improvement. This study, especially by placing emphasis on the analyses below, raises policy issues and provides policy recommendations for the application of public value. First, at the levels of (1) national R&D agenda and plan (the national basic plan for science and technology), it focuses mainly on scientific/technological and economic performance. Therefore, the notions of public value should be reflected more in the national basic plan for science and technology which contains the highest-level plans and directions for national R&D programs. At the national R&D planning and evaluation process, the evaluation criteria in preliminary feasibility test are centered around economic, technological, and policy feasibility. Hence, the notion of public value should be more included in the evaluation criteria by reforming the process, and moreover the weighting of public value should be increased for R&D programs of public technology development where public value are emphasized. At the level of rules and guidelines, qualitative evaluation recently has been more emphasized, however, the evaluation indices for social performance which is closely related with public value are mixed with those for economic values in the evaluation criteria for the national R&D programs. Therefore, it is necessary to clarify the indices for performance evaluation criteria and to revise the indices from the viewpoints of public value in the scientific, technological, economic, social, and infra-structural performances. The results from the analysis of individual programs (such as R&D programs in the health and welfare area), performance evaluation indices have not been well developed according to different types of programs and projects at the individual programs level. For instance, the social influence of new technology developments can be different according to different sub areas such as vaccination, prescription, treatment, and rehabilitation. Therefore, different evaluation measures for different influences in terms of public values must be considered. Lastly, the authors point out that this study attempts to provide policy suggestions to solve out policy problems beyond merely summarizing literature and exploring new research issues/methods.
