지속가능발전목표(SDGs) 13~17 목표에 근거한 지속가능발전교육 프로그램 개발 및 적용

이 연구는 지속가능발전목표와 연계한 지속가능발전교육의 학교교육 현장 적용 및 확산을 목적으로 지속가능발전교육 선도 프로그램을 개발하여 프로그램의 효과성을 분석한 연구이다. 이 연구를 통해 국내외 지속가능발전교육 관련 선행연구 및 교육과정을 분석하여 지속가능발전목표 13~17 목표와 관련한 주제로 가치관, 태도, 기술을 습득하고 문제해결능력을 키워줄 수 있는 지속가능발전교육 프로그램을 초등학교 5~6학년, 중학교, 고등학교를 대상으로 하여 각각 5개씩 총 15개의 프로그램을 개발하여, 전문가 검토를 통해 수정·보완하였다. 개발된 프로그램에 대한 효과성을 분석하기 위해 초등학교·중학교·고등학교 학생 105명을 연구대상으로 선정하였으며, 사전·사후 단일집단 실험설계 방법으로 5개 주제를 가지고 8주 동안 10차시 수업을 적용하였다. 핵심역량, 지속가능발전교육 기본 영역, 지속가능발전목표 13~17 목표로 구성된 설문지를 분석한 결과, 학생들의 지속가능발전교육에 대한 기본적인 이해도와 환경·경제·사회적 영역에 대한 역량이 향상되었고 지속가능발전목표s 13~17 목표 관련 태도 변화에 있어 통계적으로 유의미한 결과가 나왔다. 그리고 학생들의 면담을 통해 분석한 결과, 학생들은 수업에 만족하면서, 다양한 활동을 통해 지속가능발전목표에 대한 이해를 하였다고 의견을 제시하였다. 따라서 이 연구를 통해 개발한 프로그램은 교과 및 창의적 체험활동 등 정규교육과정 적용의 효율성과 효과성이 높아 학교 현장 지속가능발전교육 확산에 기여할 수 있을 것으로 판단된다. 또한, 이 연구를 기초로 각 지역과 학교, 학생의 특성에 적합한 맞춤형 지속가능발전목표 연계 지속가능발전교육 프로그램들이 17개의 지속가능발전목표별로 다양하고 연계성 있게 지속적으로 개발되어 학교 교육 현장에서 지속가능발전교육가 착근될 수 있도록 후속연구가 진행되어야 할 것이다. The purpose of this study was to analyze the improvement of competency and ESD effectiveness by developing a program for systematic implementation of ESD connected with the sustainable development goals(SDGs) that were raised following the millennium development goals(MDGs). To this end, based on previous research and curriculum analysis of domestic and overseas sustainable development education, 12 topics were extracted from the SDGs 13~17 goals and developed a total of 15 programs. In order to verify the effectiveness of the revised program through expert review, 105 elementary and junior high school students were applied for 8 weeks with 8th classes with 4 subjects by applying a pre- and post-test single group experimental design according to the school level. As a result of applying the questionnaire consisting of core competency, SD general area, social area, environmental area, economic area, SDGs 13~17, students' basic understanding of education for sustainable development and competency in the environmental, economic, and social areas improved, and statistically significant results were found in the change in attitudes related to the SDGs 13~17 Goals. Therefore, it seems that the program developed in this study can be used in curriculum linkage and creative experiential activities for the spread of ESD in the school field. Based on this research, further study should be carried out to develop the programs related to 17 SDGs that are appropriate for the student level considering the school classes and the grade group so that the education for sustainable development should be spread in the school education field.

제2차 국민여가활성화 기본계획 수립을 위한 여가교육정책에 관한 소고

본 연구의 목적은 국민들의 여가활성화를 위해 여가교육정책을 제언함으로써 여가활성화 기본계획의 정책 방향 및 분야를 설정하는데 있다. 국민의 행복과 삶의 질 향상을 위해 긍정적인 여가경험은 필수적이며, 국민의 여가활성화를 위한 국가차원의 여가활성화 기본 계획 수립은 매우 필요하다. 이는 향후 여가수요 증대 및 여가중심 패러다임의 변화에 대응하기 위해 국민여가활성화 방향을 설정하고 정책과제를 발굴함과 동시에 추진 로드맵을 구성하는데 도움이 될 수 있다. 이를 위해 ‘국민여가활성화 기본법’과 ‘1차 국민여가활성화 기본계획’을 바탕으로 여가교육 관련 선행연구를 통해 자료를 수집하고 분석하였으며, 이를 바탕으로 여가교육정책을 제언하였다. 제안된 여가교육정책 분야는 다음과 같다. 첫째, 공교육 내 여가교육정책, 둘째, 4차산업과 여가교육정책, 셋째, 직장인 여가향유정책, 넷째, 생애주기에 따른 여가문화정책, 다섯째, 학교 밖 문화예술정책 등이다. This study aims to set the policy direction and areas of leisure invigoration master plan by suggesting the leisure education policy for people’s leisure invigoration. Positive leisure experience is essential for improvement of people’s happiness and quality of life, and the establishment of people’s leisure invigoration master plan at national level is greatly required. This study can help to set a people’s leisure invigoration direction, discover policy tasks, and organize the promotion roadmap. To this end, data was collected and analyzed through leisure education-related previous studies, based on the Basic People’s Leisure Invigoration Act and the First People’s Leisure Invigoration Master Plan. On the basis of this, the leisure education policy was suggested. The suggested leisure education policy areas are as follows: first, leisure education policy within public education; second, the fourth industry and leisure education policy; third, working people’s leisure enjoyment policy; fourth, leisure culture policy depending on life cycle; fifth, out-of-school culture arts policy.
