        항공전문인력 양성을 위한 교육 시스템 개선에 관한 연구

        Recently due to shortage of pilots from aviation developed countries such as America, Japan and etc, not even regional airlines but also major airlines are facing difficulties of pilot shortage. Through statistic data, ICAO and Boeing Company are predicting that roughly 8 thousands of new pilots will be short per year. Therefore, to solve this pilot shortage, countries are searching solutions like reducing air route, and extending regular retirement. This study analyzes domestic pilot supply market and compares systems of pilot training between the domestic system and the system of America and Japan. From the comparison, the study has deducted improvements for the role of domestic certification system, ATO(Approval of Training Organizations) operation, and related organizations including the government.

        경피적 확장 기관 절개술의 중대 합병증

        Percutaneous dilatational tracheostomy (PDT) has become an increasingly popular method of establishing an airway for patients in need of chronic ventilator assistance. We report a rare case of a 42-year-old female who developed extensive subcutaneous emphysema, bilateral pneumothoraces, pneumomediastinum, and pneumoperitoneum after percutaneous dilatational tracheostomy. The patient suffered from amyotrophic lateral sclerosis, and underwent PDT after a period of mechanical ventilation. During PDT, tracheostomy tube was inserted into the paratracheal space. Follow-up chest radiography and computed tomography of chest and abdomen revealed extensive subcutaneous emphysema, bilateral pneumothoraces, pneumomediastinum, and pneumoperitoneum. The patient was treated successfully with insertion of the thoracostomy tube and conservative care.

        국내 헬리콥터 시뮬레이터 현황 및 필요성 검토

        A flight simulator is an instrument which lets pilots attain proficiency of handling various emergency situations, and the sense of flying. In this thesis, current status of domestic simulators will be stated, and after showing the problems with the present management of these simulators, comparisons of how and what kind of facilities they are managed around the globe will be made. After comparing and analyzing the difference in the way the simulators are ran, measures of improvement in domestically appropriate simulators and increase of operating facilities will be drawn.

        Implantable Cardioverter-defibrillator Utilization and Its Outcomes in Korea: Data from Korean Acute Heart Failure Registry

        Background: There are sparse data on the utilization rate of implantable cardioverter- defibrillator (ICD) and its beneficial effects in Korean patients with heart failure with reduced left ventricular ejection fraction (LVEF). Methods: Among 5,625 acute heart failure (AHF) patients from 10 tertiary university hospitals across Korea, 485 patients with reassessed LVEF ≤ 35% at least 3 months after the index admission were enrolled in this study. The ICD implantation during the follow-up was evaluated. Mortality was compared between patients with ICDs and age-, sex-, and follow-up duration matched control patients. Results: Among 485 patients potentially indicated for an ICD for primary prevention, only 56 patients (11.5%) underwent ICD implantation during the follow-up. Patients with ICD showed a significantly lower all-cause mortality compared with their matched control population: adjusted hazard ratio (HR) (95% confidence interval [CI]) = 0.39 (0.16–0.92), P = 0.032. The mortality rate was still lower in the ICD group after excluding patients with cardiac resynchronization therapy (adjusted HR [95% CI] = 0.09 [0.01–0.63], P = 0.015). According to the subgroup analysis for ischemic heart failure, there was a significantly lower all-cause mortality in the ICD group than in the no-ICD group (HR [95% CI] = 0.20 [0.06– 0.72], P = 0.013), with a borderline statistical significance (interaction P = 0.069). Conclusion: Follow-up data of this large, multicenter registry suggests a significant under- utilization of ICD in Korean heart failure patients with reduced LVEF. Survival analysis implies that previously proven survival benefit of ICD in clinical trials could be extrapolated to Korean patients.

        저고도 운용 항공기를 위한 기상정보의 필요성에 관한 연구

        According to the Ministry of Land, Infrastructure and Transport press release ('18.12.21.) The amendment of the Aviation Business Act will reduce the capital requirements for aviation leisure operators and make it easier to enter aviation leisure businesses by improving regulations on small air transportation business. In addition, as the scale of the UAV(Unmanned Aerial Vehicle) sector is expected to increase globally, the dramatic increase in low altitude operating aircraft, including this, must be taken into account. The low altitude aircraft category is divided into small airplanes, helicopters, light aircrafts and ultra-light aircrafts, and instructors include school instructor pilots and student pilots, military and national helicopter pilots, and aviation leisure operators. In case of low altitude aircraft, there are cases of canceling operations due to low visibility and low clouds, and aircraft accidents due to excessive operation and sudden weather phenomenon. Therefore, in order to prevent low-altitude aircraft accidents, a safe flight plan based on weather conditions and weather forecasts and more accurate and local weather forecasts and weather forecast data are needed to prepare for the rapidly changing weather conditions.

        It is well known that two representative method to satisfy the EURO4 emission regulation. The one is the EGR system that reduces NOx in an engine by using EGR and PM by OPF. But this system has disadvantages of fuel efficiency and requirement for larger engine cooling capacity. The other is SCR system that reduces NOx in exhaust gas by dosing reagent (urea water solution) into exhaust gas. And the SCR system needs to decrease PM by optimization of fuel combustion. The SCR system has advantages of fuel efficiency and good durability of engine. Recently as the price of oil (diesel) goes up, the commercial vehicle drivers are more concerned about the fuel economy. So the European major manufacturer of commercial vehicle adopted the SCR system because of the above mentioned advantages. And this study focused on the development of EURO4 engine and commercial vehicle equipped with SCR system.

        범죄예방 환경조성사업의 범죄감소 효과 분석 연구

        This research measured the impact of crime prevention through environmental design(CPTED) projects based on crime occurrence data by location. Also this research analyzed the crime displacement and diffusion of benefits due to the project. Five areas were selected for alayzing the CPTED projects, and statistics on crime occurrence were established for each type of administrative dong, district, and Seoul Metropolitan area. The number of crimes were analyzed using descriptive statistics, t-test, and shift-share model. According to the analysis, the CPTED project has been proven to reduce theft crimes by 10% to 60%, and it is more effective in diffusion of benefits than displacement effect of crime caused by the project.

        WTO 반덤핑협정에서의 표적덤핑과 ‘패턴’에 대한 고찰

        WTO 항소기구는 약 10년에 걸쳐 원심 및 재심에서 어떠한 비교방식으로 덤핑마진을 산정하는 경우에도 제로잉은 원칙적으로 금지된다는 WTO의 법리를 확립하였다. 이에 미국 상무부는 법령을 개정하여 WTO 분쟁해결기구의 권고를 이행하는 한편, 반덤핑협정 제2.4.2조 제2문에 규정된 표적덤핑 상황을 용이하게 적용할 수 있도록 자국 법령을 정비하였다. 미국 상무부가 표적덤핑 상황을 적극적으로 인정하여 W-T 비교방식으로 덤핑마진을 산정하며 제로잉을 하자 한국, 중국, 캐나다가 제소하였고, 패턴의 존부에 대한 판단과 제로잉의 허용 여부가 주요 쟁점으로 대두되었다. 본고는 제2.4.2조 제2문 중 제2절인 패턴절과 제3절인 설명절과 관련된 쟁점을 중심으로 분석하였다. 항소기구가 일부 쟁점에 대하여 보다 상세한 지침을 제시하였더라면 더 나았을 것이라는 다소의 아쉬움은 남지만, 항소기구는 해당 조항의 목적과 취지 및 문맥을 기반으로 하여 논리적으로 설득력이 있는 해석과 판정을 하였다. 한편 US-Differential Pricing Methodology 분쟁의 패널은 패턴절상의 ‘현저히 다른 가격’이 현저히 낮은 가격 뿐 아니라 현저히 높은 가격도 포함한다고 하며 US-Washing Machines 분쟁에서의 항소기구의 해석과 판정과 배치되는 판정을 하였다. 실제 향후 유사한 분쟁이 발생할 경우, 해당 분쟁 패널이 일부 쟁점에 대하여서라도 US-Washing Machines에서의 항소기구의 해석과 판정에 배치되는 판단을 할 가능성 역시 배제할 수 없다. 표적덤핑과 관련된 문제를 해결하는 방안으로는 WTO 회원국들이 협상을 통하여 현행 반덤핑 협정문의 모호한 규정을 명확하게 하고 개선하는 것이 가장 이상적이다. 그러나 다자무역협상의 장으로서의 WTO 기능이 현저하게 약하여진 현재의 상황에서 이는 거의 불가능하고, 항소기구가 공고한 입장을 견지함으로써 법리를 확립하는 것이 차선일 수 있겠으나, 항소기구의 기능이 사실상 정지된 지금은 이도 여의치 않다. WTO의 협상의 장으로써의 기능과 분쟁해결의 장으로써의 기능이 거의 파산 직전에 이르고, 국제교역질서가 혼돈에 빠져 다자무역체제의 위기로 불리는 시기에 이러한 문제를 어떻게 기술적제도적으로 접근하여 해결할 수 있을지 모색하여야 할 것이다. This paper examines panels" and the Appellate Body"s interpretation and findings in the US-Washing Machines case and the US-Differential Pricing Methodology case, focusing on the establishment of the ‘pattern". In these disputes, panels and the Appellate Body have interpreted differently the pattern clause and the explanation clause of the second sentence of Article 2.4.2. Despite the Appellate Body"s ruling, the establishment of pattern in targeted dumping circumstances still needs to be clarified further. At the the time when both multilateral trade negotiation and WTO dispute settlement are practically suspended, the WTO members should explore a solution for this problem,

        WTO 수산보조금 협상에 대한 고찰

        This paper deals with the DDA negotiations on fisheries subsidies where the members have tried to explore new rules to regulate fisheries subsidies. Fisheries subsidies negotiations were launched largely by the concern for the depletion of fisheries stocks. Some members, in particular, the Friends of Fish countries, claimed that overcapacity and overfishing caused by various fisheries subsides program have resulted in the depletion, and insisted that new rules has to be introduced to the WTO to address the current situation. After more than 5 years of negotiations, in November 2007, the Chairman of the Rules Negotiations Group, circulated a draft text for the fisheries subsides by summarizing all proposals submitted by then on his own perspective. The draft text was written in a form of annex to the Agreement on Subsidies and Countervailng Measures(ASCM). While the text was supposed to provide a basis for further negotiations, it bears a few problems. First, by including subsidies provided to port infrastructure and port facilities on its list of prohibited subsidies, the draft text seems to be in conflict with the ASCM on the basic concept of “subsidies.” In addition, the draft text does not provide any clear guidance on interpreting “harm(injury),” determining causal link between subsidies and harm, or the implementation of panels’ and the Appellate Body’s recommendation. Also, it is not written coherently with the ASCM as well as other WTO Agreements such as the DSU. This is not only a structural and systemic problem but also an actual problem, as there is no guarantee that the draft text could be properly implemented for the conservation of fisheries stocks even if it was adopted by consensus of the WTO members. Lastly, with these shortcomings, the draft text does not seem to meet the requirement of the Doha mandate. Although the DDA negotiations as a whole reached an impasse now, it may find a new momentum next year. Once the talks are resumed, members should try to address these problems, so that they can make progress in fisheries subsidies negotiations.
