기초지방의회의 의정활동이 지역민 만족도에 미치는 영향요인에 관한 연구

1949년 7월 4일에 처음으로 실시된 지방자치제도는 많은 발전을 거듭하여 지역문제 해결, 지역발전을 위한 많은 기여를 하였다. 지역의 문제를 주민 스스로 해결하고자 하는 지역민의 관심과 참여의식이 많이 제고되었으며. 지역공무원들 또한 봉사마인드, 지역민 우선의 의식이 획기적으로 개선되었다. 하지만 이러한 성과에도 불구하고 지방자치로 인한 님비, 핌피, 외유성 해외시찰, 호화청사 건립, 업적중심의 과도한 사업 등 예산낭비 등의 문제점도 나타나고 있다. 특히, 이러한 문제제기에 대해 지방의회가 견제기관으로서의 역할을 감당하지 못한다는 비판이 강하게 제기되고 있다. 이러한 배경 하에 본 연구는 기초지방의회의 의정활동 중 지역민의 만족도에 미치는 영향요인(개인적 요인, 정치적 요인 제도적 요인, 주민참여 요인)을 중심으로 한 FGI분석을 통하여, 기초지방의회가 주어진 역할을 성실히 수행하고 주민 만족도를 향상시키기 위한 방안에 대하여 제시하였다. Local Autonomy had contributed much for the welfare increase of the local residents and regional development. However, despite of the external environment, the integrity of a local council is low because of a inappropriate overseas trip and subsidiary duty, bribery, excessive compensation. In addition, legislative activities are not enough compared to the excessive salaries and it is recognized that the local council considers only its self-interest as a political group. In particular, there are many opinions that a local council should be abolished because of the issue of the local councilors`s eligibility and work of duplication with regional local council. In line with this perspective, this paper is study on influence factors of local residents satisfaction on the activities of basic local council. In order to this study purpose, factors contributing to the satisfaction of local residents are classified into four cases such as individual factors, political factors, institutional factors, residents participation factors. These factors are reviewed through focus group interview(FGI) with basic local councilors, civil servants, NGOs, professors, etc.
