This study developed a Safety Culture Impact Assessment Model (SCIAM) which consists of a safety culture assessment methodology and a safety culture impact quantification methodology. The SCIAM uses safety culture impact index (SCII) to monitor the status of safety culture of the NPPs periodically and it uses relative core damage frequency (RCDF) to present the impact of safety culture on the safety of the NPPs. As a result of applying SCIAM to the reference plant (Kori 3), the standard for the healthy safety culture of the reference plant is suggested. SCIAM might contribute to improve the safety of the NPPs (Nuclear Power Plants) by monitoring the status of safety culture periodically and presenting the standard of healthy safety culture.

THERP (Technique for Human Error Rate Prediction) methodology has been widely used for probabilistic safety assessments. The NUREG report involving this methodology is also called the HRA hanbook. The THERP assumes that all actions involved in implementing a task are considered as components. In this paper human error rates associated with maintenance are evaluated by the THERP methodology. A gas governor system is used as an example which is also a risky system like nuclear power plants. It is also demonstrated that this approach is flexible in that it can be applied to any operator actions related to test and maintenance.
A Study on the Tools for Accident Management
Jae Moosung 漢城大學校 1998 論文集 Vol.22 No.3
The accident management approach includes: (1) advanced evaluation of candidate strategies, (2) development of procedures to execute appropriate actions efficiently, and (3) identification and provision for materials, tools, and possible modifications to the plant system that may be needed for such execution. When assessing accident management strategies, its effectiveness, adverse effects and its feasibility, including information needs and compatibility with existing procedures, must be considered. The objective of this paper is to introduce analytical tools of decision trees and influence diagrams to assess accident management strategies as well as to manage accidents. The characteristics associated with these tools are presented. Based on decision trees and influence diagrams, the framework using these tools is applied to a simple example associated With a single decision.
위험도 정보를 이용한 Technical Specifications 개선을 위한 정량적 의사결정 방법론 연구
김범석,제무성 한국안전학회 2003 한국안전학회지 Vol.18 No.2
The utility and the nuclear research institutes in korea have conducted research for improving inefficient requirements in technical specifications using the results of probability risk assessments and informations with risk. However, the guidance for reviewing the improved technical specifications has not been developed. The objective of this study is to develop a decision-making framework for investigating and reviewing the technical documents associated with the changes of technical specifications. This study has developed a decision-making framework for reviewing the improvements of the RI-TS(Risk-Informed Technical Specifications). This work may contribute to enhancing both the safety and the efficiency of nuclear power plants by changing Technical Specifications proposed by the utility.
