한국의 다문화주의는 한국을 다문화사회로 보고 이주외국인 증가로 한국이 당하는 고통의 근원을 한국의 단일민족주의에서 찾고 있다. 그러나 한국사회는 이주외국인이 유입되는 초기 사회이며 아직 다문화사회라고 보기 어렵다. 다문화주의는 문화적 차별을 철폐하려는 국제적 노력의 이름일 뿐이며 한국의 현실을 반영하지 않는다. 한국이 외국인 유입의 증가로 당하는 고통의 주요 원천은 한국의 단일민족주의라 할 수 없으며 새로운 현상에 따라 나타나는 심리적 경제적 문제와 외국인 범죄의 증가에 따라 나타나는 혐오감이다. 불교적 다문화사회의 이상은 모든 문화를 고정된 실체로 보지 않고 개개의 문화마다 자신의 장점을 최대한 살리면서 전체가 조화를 이루는 화엄의 세계이다. 이상적 다문화사회를 건설하기 위한 다문화정책은 특정집단이 아니라 다문화의 주체인 보편적 인간을 대상으로 인간 사이의 상호존중과 삶의 질 향상을 목표로 해야 하며 외래문화만이 아니라 한국 전통문화도 함께 존중하는 정책이어야 한다. 정책의 시행도 기존의 지원 중심에서 불교적 공생과 상생의 개념을 원칙으로 해야 한다. 다문화교육의 핵심방향은 모두가 각자의 역할을 통해서 한국이라는 공동체에 함께 공헌하고 참여하는 것이 되어야 할 것이다. The Korean multiculturalism assumes Korea a multicultural society and regards the ethnic homogeneity of Korea is an important obstacle to the promotion of understanding, tolerance and friendship among the different ethnic and national groups living on its territory. It wants to develop Korea into a westernized multicultural society. But Korean society is in the early stage of immigration not a multicultural one for there is not a single national or ethnic group even if there are ethnic minority individuals in Korea. Multiculturalism in Korea doesn`t reflect reality in Korea but has become only a pretext for the abolition of discrimination in general. And the major source of the discriminative behavior to the different ethnic and racial persons in Korea is not the ethnic homogeneity of Korea but the new psychological and economic situation occurred by the mass immigration in a short period. The Buddhist ideal for the imagined multicultural society of Korea is the harmonized world among individuals and different cultures where every individual and every culture makes a most of it`s create ability and be in harmony among them like a world of the Avatamska sutra. To achieve such ideal, policy targets should not be the specific cultural group but man in general who is the principal agent of the society. And the policy should respect not only align cultures but also Korean traditional culture. The main point of the policy should shift from the existing support policy to the Buddhist symbiotic and win-win policy. The target of the multicultural policy should encourage the participation and contribution to build a happy and prosperous Korean community.
