지방자치화시대에 지역경제의 중요성은 날로 더해가고 있다. 참여정부가 들어서면서 지역균형발전이 중요한 정책과제가 되는 등 지역발전을 위한 패러다임이 크게 변하고 있다. 최근 들어 각 지역들의 자립적인 지역경제 추구를 위한 그들의 자기실현과 독자적인 책임 등이 계속 증대하였다. 이를 위해 모든 지역들은 현재의 지역경제 현황과 발전추세 그리고 그들의 발전잠재력을 정확하게 인지하여야 할 필요가 있다. 발전잠재력을 결정하는 요인 중 하나인 사회간접자본은 국가 경제발전의 중요한 밑받침이며, 지역의 균형개발을 위한 중요한 정책수단이다. 이와 같이 사회간접자본 투자는 국가정책의 목표인 지역균형발전을 이룩하기 위해서 매우 중요하다. 더욱이 사회간접자본은 국가 및 지역 발전잠재력에 직접적으로 영향을 미칠 뿐 아니라 국가 및 지역 발전잠재력을 결정하는 다른 결정요인들에도 영향을 미친다. 이러한 점에서 지역의 주민 뿐 아니라 경제구조 등에 커다란 영향을 미치고 있는 지방공기업도 사회간접자본들과 마찬가지로 지역 그리고 국가 발전잠재력을 결정하는 결정요인이 된다. 따라서 지방공기업이 지니고 있는 문제점들을 극복하고 더욱 바람직하게 발전하는 것은 곧 바로 그 지역의 발전을 더 나아가 국가의 발전을 이루는 길이라고 할 수 있겠다. The regional economy is getting more important in local government era. The subject about balanced development becomes important policy task in Participatory Government. The paradigm for Regional Development has been changing a lot. Recently self-realization and their won responsibility is growing continuously for self-reliant regional economy. In order to that, all local governments need to recognize current economic condition, developmental tendency and development potentiality. SOC(Social Overhead Capital), which is the main point for development potentiality, is a basic foundation to develop national economy and important policy measure for balanced development. So, investment for SOC is very important for balanced development which is an aim of national policy. Moreover, SOC directly affects national and local development potentiality. In addition, indirectly affect other decision point for national and local development potentiality. So, local public corporations, affect economic structure, as well as, residents are determining factor to decide national development potentiality, such as SOC. Therefore, what is overcome problems of local public corporations and develops desirably is way to develop for local government. even, nation.

독일에서 지방공기업은 번창하는 지방사회주의의 대명사로 통했다. 그 이유는 지방공기업 운영이 지방정치의 민주화와 의도적인 지방경제 확립의 가능성에 보다 많은 기여를 할 것이라는 평가를 받았기 때문이다. 독일의 지방자치는 19세기 초기까지만 해도 크게 발전하지 못했으나, 1871년 독일의 통일과 함께 본격적으로 진전된 고도산업화와 그리고 도시화과정에서 일대 변혁을 맞게 되었다. 도시로 이주하는 대량인구의 증대되는 욕구와 수요를 충족시키기 위해서는 지금까지의 정책수단으로써는 도저히 불가능했기에, 여기에 맞추어 지방자치단체의 과업이 강제적으로 증가되지 않을 수 없었다. 이와 같이 독일에서는 19세기의 산업화와 도시화과정은 상호 영향력을 주고받으면서 이루어졌다. 독일에 있어서의 공기업화과정은 일반적으로 6단계에 의하여 이루어졌다. 지방화가 진행되면서 독일의 지방공기업이 수행한 역할을 중심으로 살펴보면 그 특징은 지역발전을 위한 물적 기반 조성, 선별적 지방공기업정책, 주민들을 위한 지방공기업, 합리적인 가격정책과 적절한 환경변화 적응 등을 들 수 있다. 우리나라에서도 각 지방자치단체들이 지역마케팅 등 최근 들어 주로 활용하고 있는 정책적 전략이 내생적 성장전략이라는 점은 자치단체들의 독자적인 책임이 더욱 커지고 있다는 점이다. 이 때 각 지방자치단체들이 관여하고 있는 지방공기업의 역할 또한 더욱 중요해지고 있다.

The fiction Wan Mu Chun(literally means “ten thousand saplings shoot up”) is about the livelihood of Macao firecracker workers in the late 1950s. It touches upon some real incidents including the establishment of welfare association, the rally of workers and also their struggle for rights and interests. However, this non-fiction does not receive much attention after its publication. This article discusses the protagonists, narrator and narratee, reported speech, and narrative time in this work from the perspective of narration so as to understand the narrative skills and the self-consciousness of the narrator. ≪萬木春≫這部小說描寫二十世紀五十年代末期澳門炮竹工人的生活,故事中提及的成立福利會、團結工人、爭取權益等等,此中有人,但該小說出版後似乎也沒受到多大的重視。本文從敘事的角度,嘗試討論小說中的主角、敘述者和敘述接收者、轉述語、敘述時間等問題,藉此瞭解小說的敘事技巧和敘述者的主體意識。

There are no less than ten different versions of Mr Louis Cha Leung-yung’s biography. However, very few of them touched upon or gave a detailed account of his activities at his late teens, the time when he graduated from Quzhou High School and then entered the Central Political Institute. A revised edition of Fu Guoyong’s The Biography of Jin Yong came out in 2013, with reference to Cheng Zhengjia’s memoirs, supplemented some details about the activities of Louis Cha. To add further information, this article uses two newly discovered archives, i.e. a student registration form and a letter from Louis Cha to the Ministry of Education. In the past, there have been different accounts of Louis Cha’s birth date. These two archives show that Louis Cha was 19 years old in September 1942. Moreover, his adventure, activities and educational aspirations during that difficult period are also revealed. In order to provide a clearer understanding of Louis Cha’s experience at that time, the examinations he took and his subsequent study life, references are made to two pieces of articles written by two fellow students of his time. Some information from dated newspapers are also retrieved to clarify the admission offers made to him by different tertiary institutions.

전통놀이를 이용한 반편견교육과정 개발에 관한 연구 : 탈을 중심으로 Focus on 'tal'

본 연구는 전통놀이를 통한 반편견교육과정의 개발에 관한 일 연구로써, '탈'을 이용한 교육프로그램의 통합적 운영의 실제에 관한 모형을 제시하는데 목적이 있다. 반편견교육과정의 현장 적용 확대를 위하여, 우리전통문화와 외국의 문화를 다문화적 차원에서 접근하려는 시도를 하였으며 '탈'을 중심으로한 통합적 연간 교육과정을 제시하였다. 또한 실제 교육과정의 운영을 위한 거미줄 모형(조직망)에 포함될 수 있는 음률활동, 미술활동, 언어활동, 수학활동, 과학활동, 사회활동을 함께 제시하였다. 이러한 반편견교육과정의 개발에 대한 연구는 미래 세계화, 다문화 시대에 발 맞추어 유아교육의 새로운 동향으로서, 이론적 기초와 실제적인 프로그램의 모델을 제시해 줄 수 있을 것으로 기대된다.

2차 공기 주입방식에 따른 스토커형 소각로의 연소특성에 관한 수치해석적 연구

A three dimensional numerical analysis has been conducted for a stoker type incinerator which has the capacity of 1.5 ton/hr. The objective of the present study is to predict the effects of swirl induced by secondary air and to find an optimal operating condition of the incinerator. In this study, combustion characteristics such as distributions of temperature, velocity and concentration of each species have been examined with various injection types of secondary air and with different flow rates of secondary air in the incinerator. It is found that the secondary air injection on the combustion process makes the path of fluid particle longer in the combustor and enhances the mixing between air and combustion gas by arousing a swirl. Therefore, the injection type of secondary air can be an important key in the design process of incinerator.
