조직 내 정치와 갈등이 조직공정성에 미치는 영향에 관한 연구

본 연구는 조직 내 정치와 갈등이 조직공정성에 어떠한 영향을 주는지, 구조방정식모형을 적용하여 그 인과관계 및 세부적 효과분석을 목적으로 하고 있다. 조직 내 정치와 갈등은 비공식적 조직행태 변수로 모든 공공조직에 존재하는 현상임에도 불구하고, 최근까지도 행정학 분야에서 그 연구가 미진한 상황이다. 연구결과 조직 내 정치는 직접적으로, 간접적으로 조직공정성 전 하위 요인에 부정적 영향을 주고 있었다. 관계갈등은 분배공정성과 상호작용공정성에 직접적인 부정적 영향을 주고 있었고, 업무갈등은 관계갈등을 매개로 하여 간접적인 부정적 영향을 분배공정성에 주고 있었다. 본 연구의 분석결과는 조직공정성이 조직 내 정치와 갈등에 의하여 훼손될 수 있다는 것을 의미한다. 나아가 공공조직의 설립목적은 물론, 공공성을 훼손할 수 있는 비공식적 조직행태 현상인 공공조직 내의 조직 내 정치와 갈등에 관한 연구의 확대가 요망된다 할 수 있다.

Modulation and demodualtion circuits of chaos frequency shift keying have been implemented using chua's circuits. The modulatin circuit, which is designed ot perform the frequency-doubling by coupled synchronization wihtout changing the intrinsic characteristics of its two chaos signals generated, modulates the digital input signals. The demodulation circuit detects the digital input signals form carrier by drive synchronization. these circuits, which are simplest until now and have no restriction to their digital input amplitudes, perform the aimed functions.

장애예술단체 활성화 정책의 방향 모색: 영국의 정책 및 현장 사례를 중심으로

Along with the increased interest in Disability arts in the international field of cultural policy, the importance of disability arts policy in Korean cultural policy has recently been emerging conspicuously. The direct evidence is the enactment of the <Act on Supporting the Cultural and Artistic Activities of the Artist with a Disability> in 2020. As a result, one may see a dramatic shift from relatively small interest to active engagement in both ‘artist with a disability’ and ‘disability arts organization.’ This shift is more visible in the academic research as well as governmental plans than any other areas. However, there is not enough data or cases with which Korean policy makers and researchers can refer to in order to make suitable and feasible policies for the artists or arts organizations with disability. The purpose of this study is to explore the directions and ways of the activation policy for Korean disability arts organizations, by paying attention to the British cases that has led global trends in terms of not only arts policy but also disability arts policy. In doing so, the researchers examined the historical development of British disability arts policy and then analyzed the representative cases of its current version. The researchers also explored the cases of 16 disability arts organizations that were chosen and funded by Arts Council England as ‘National Portfolio Organisations 2015-2018.’ In order to understand the leading organizations in British disability arts ecology, their key features and major programmes were scrutinized. By synthesizing the findings from case studies on both the policies and fields of British Disability arts, the researchers sought to suggest how to build up the activation policy for Korean disability arts organizations. 최근 문화정책에서 장애예술에 대한 관심이 국제적으로 상승하는 것에 발맞추어 국내에서도 <장애예술인 문화예술 활동 지원에 관한 법률>이 제정되는 등 장애예술 정책의 비중이 크게 확대되고 있다. 이로 인해 정부의 법정 계획이나 학계의 연구에서도 기존의 상대적 무관심을 넘어서 ‘장애예술인’과 ‘장애예술단체’의 활동을 직접적으로 진흥하기 위한 움직임이 나타나고 있다. 하지만 아직 초기 단계인 만큼 장애예술의 고유한 활성화 정책 구상을 위해 참고할 만한 연구가 충분치 않은 상황이다. 이러한 문제의식을 바탕으로, 본고는 이차대전 이후 국제무대에서 예술정책을 주도해왔으며, ‘2012 런던올림픽’ 이후로 장애예술 정책을 선도해 온 영국의 사례를 통해서, 향후 장애예술 정책의 핵심 의제로 부상할 것이 분명한 ‘장애예술단체 활성화 정책’의 좌표를 탐색하려는 목적을 갖는다. 이를 위해 영국 장애예술 정책의 역사적 흐름을 세 단계로 구분하여 살펴보고, 최근 장애예술 진흥 정책의 핵심 내용을 분석하였다. 다음으로는 이러한 정책 토양 위에서 성장하여 현재 영국을 대표하고 있는 16개 장애예술 단체들을 대상으로 기관별 주요 특징과 핵심적인 창작 및 운영 프로그램들을 세부적으로 살펴보았다. 이상의 분석 결과를 종합하여 영국의 장애예술 정책 사례와 현장 사례가 향후 우리나라 장애예술단체의 활성화 정책 수립에 기여할 수 있는 지점들에 대한 시사점을 도출하였다.

‘예술의 산업화’ 지원정책을 위한 비즈니스 모델 연구-예술 스타트업의 사례를 중심으로

Responding to the historical change toward diversification and industrialization of the arts sector, many experts have required for preparing more active policy, more holistic policy and policy to encourage new experiments and improve environment for the creation, distribution and enjoyment of the arts. In this context, Ministry of Culture, Tourism and Sports has endeavored to establish concrete plans to nurture and promote industrialization of the arts since 2016. Against this backdrop, defining the agenda of ‘industrialization of the arts’ as ‘introduction of industrial supportive methods’ rather than ‘commercialization of the arts’, the research seeks to find lessons about supporting the industrialization of the arts by doing case studies of notable arts start-ups. Lulu.com, Open Gallery, Wantreez Music, Threadless are chosen to be studied, by noting the balance between arts genres or types of business model. As a result, the research finds that general business models can be applied to the arts sector, that one of the distinctive missions of the arts industrialization policy is to help 'arts enterprises' construct business models for general consumers beyond arts audiences, and that industrialization of the arts sector needs to be promoted in considering the differences of the types of business model and thus to develop various niche markets and contribute the expansion of arts eco-system. 예술을 둘러싼 시대적 변화에 발맞추어 보다 능동적이고 적극적인 정책, 융복합 트렌드에 부합하는 통합적인 정책, 새로운 창작과 유통 및 향유 환경에 부합하는 정책 등에 대한 요구가 지속적으로 제기되어왔다. 이러한 흐름 속에서 문화체육관광부는 2016년부터 예술의 산업화를 본격적으로 지원하기 위한 정책 방안을 마련하고 향후 관련 사업을 확장할 계획을 수립하였다. 본 연구는 ‘예술의 산업화’라는 새로운 정책 아젠다를 ‘예술의 상업화’가 아니라 ‘예술에 대한 산업적 지원방식의 도입’으로 이해하면서, 예술의 산업화 지원정책을 위해 예술 스타트업의 ‘비즈니스 모델’에 대한 사례연구를 실행하였다. 문학, 시각예술, 공연예술이라는 장르적 구분과 국내외의 사례간 균형, 비즈니스 모델의 진원지에 대한 구분 등을 기준으로 룰루닷컴, 오픈갤러리, 원트리즈뮤직, 쓰레드리스의 사례를 분석하였으며, 이를 통해 예술의 산업화 과정에도 일반적인 비즈니스 모델의 전략이 공통적으로 적용될 수 있다는 점, 예술의 산업화 지원정책은 기존의 예술 지원정책과 달리 예술애호가 시장이 아닌 일반 소비자 시장을 겨냥하는 비즈니스 모델 구축을 지원해야한다는 점, 예술 생태계의 발전을 위한 틈새시장 개척을 위해 비즈니스 모델 유형별로 차별적인 지원방식이 마련되어야 한다는 점을 확인할 수 있었다.

조직 내 정치와 갈등이 갈등관리유형에 미치는 영향에 관한 연구

본 연구는 대내외적으로 성과관리의 압박을 받고 있는 공공기관에 있어서, 조직 내의 정치적 행위와 갈등, 그리고 이와 같은 갈등의 관리에 관하여 복합적으로 분석을 시도하여, 공공기관 갈등관리에 관한 연구의 확대를 도모하고, 조직학적 관점에서 그 동안 각각 별개의 주제로 연구되어 온 조직 내 정치와 갈등(관계갈등, 직무갈등), 갈등관리유형(경쟁, 협력, 타협, 회피, 순응)의 연구를 통합적으로 시도함으로써, 향후 해당 분야 연구의 외연을 확대하는 것을 목적으로 하고 있다. 분석 결과, 조직 내 정치는 갈등관리 유형 중 비효과적 유형인 경쟁과 회피에 정(+)의 영향을 주고 있었으며, 협력과 타협에는 부(-)의 영향을 주고 있었다. 관계갈등의 경우 협력과 타협, 순응에 부(-)의 영향을, 회피에 정(+)의 영향을 주는 것으로 분석되었다. 직무갈등은 협력과 타협에 정(+)의 영향을, 회피에 부(-)의 영향을 주는 것으로 나타났다. 따라서 조직 내에 정치적 행위와 감정적 갈등의 수준이 높은 경우, 갈등 상황에 대한 대응에 있어서도 경쟁이나 회피와 같은 비효과적 관리 유형의 채택 가능성이 높게 나타났으며, 조직과정의 제도화 수준을 높여 조직관리에 관한 조직 구성원의 수용성을 높이고, 공정한 조직과정 구축을 통한 직무만족, 조직시민행동 등 긍정적 행태적 요인들을 이끌어 내야 할 것이다.

문화예술교육 국제교류 정책의 현황 분석 및방향 모색: 한국문화예술교육진흥원의 정책 사업을 중심으로

Since the enactment of ‘Arts & Culture Education Law’ and the establishment of ‘Korea Arts & Culture Education Service’ in 2005, Korea has achieved remarkable development of the arts & culture education in terms of both size and scope. On the starting line of a new decade, the international level of the arts and culture education has been emerging as a matter of deep interest due to the internal factor such as accumulated capacity in Korean arts & culture education sector, as well as external forces such as rapid growth of cultural ODA policy. Against the background, this article seeks to analyze a variety of policy projects implemented to facilitate international exchange of the arts and culture education by Korea Arts & Culture Service, and then to explore alternative directions of the policy. In doing so, the researcher divided a dozen policy projects into four categories(inbound project, outbound project, network/collaboration project, knowledge and information infrastructure project), and examined in detail each and every category to reveal its performances and limitations. As a result, this research was able to suggest five directions for improving international exchange policy of Korean arts and culture education: clear positioning and perception sharing, demand-based policy making, project operation through cooperative governance, system innovation for enhancing the effectiveness of policy projects, and process innovation for raising the efficiency of policy projects. Given the absence of the research on international exchange policy of the arts & culture education in Korea, a comprehensive as well as concrete analysis of the current conditions and alternative directions of the policy can furnish something of interest and entry point to Korean cultural policy researchers. 2005년 ‘문화예술교육지원법’의 제정과 ‘한국문화예술교육진흥원’의 설립 이후 십여년의 세월동안 우리나라 문화예술교육은 그 규모와 범위 면에서 괄목할만한 성장을이루어왔다. 새로운 십년을 향해 발을 내딛는 시점에서 ‘문화 ODA의 확대’와 같은외적 요인은 물론이고 ‘국내 문화예술교육 역량 강화’와 같은 내적 요인으로 인해문화예술교육의 국제적 층위에 관한 관심이 새롭게 부상하고 있다. 이러한 배경에서 본 연구는 한국문화예술교육진흥원이 지금까지 진행해온 다양한국제교류 사업들을 대상으로 주요한 성과 및 한계를 체계적으로 분석하고 이에 근거하여 문화예술교육 국제교류 정책의 새로운 방향을 모색하려는 목적을 갖는다. 이를 위해 십여 개에 달하는 정책 사업들을 그 특질에 따라 인바운드 사업, 아웃바운드 사업, 네트워크/협력 사업, 지식정보 구축 사업의 네 유형으로 구분하여 살펴보고, 각 유형별로 주요한 성과를 계승하는 동시에 현재까지 파악된 문제점을 극복하기 위한 정책방안을 구체적으로 탐색하였다. 연구 결과, 문화예술교육 국제교류사업이 지향해야할 새로운 정책방향으로 명확한 포지셔닝과 인식 공감, 수요기반의적실성 있는 정책수립, 협력적 거버넌스 중심 사업추진, 사업 효과성 제고를 위한시스템 혁신, 사업 효율성 제고를 위한 시스템 혁신이라는 과제를 도출하였다. 현재까지 문화예술교육 국제교류 정책을 직접적으로 다루는 연구가 부족했기 때문에, 해당 정책의 현황과 성과에 대한 포괄적인 분석 및 실질적인 전략목표와 세부과제를 도출하는 데 초점을 맞춘 본 연구를 통해 향후 문화예술교육 국제교류 정책에 관한 다양한 논의들이 촉발될 수 있기를 기대한다.
