Torrefaction is one of the methods to increase combustion calorific value and hydrophobicity of biomass. In this study, the effects of torrefaction on devolatilization, char reactivity and biomass structure were analyzed. Empty fruit bunch (EFB) and Kenaf biomass were used as fuels to be torrefied in the N2 environment at 200, 250 and $290^{\circ}C$. Devolatilization and char kinetics were analyzed by using TGA and biomass structure was investigated through petrography image. The reactivity showed different trends depending on the torrefaction temperature and biomass structure. The herbaceous biomass, Kenaf, was shown as high reactivity and thin wall structure. On the contrary, the woody biomass, EFB, had relatively low reactivity and thick wall structure.

RBF 네트워크의 중간층은 클러스터링 하는 층으로 주어진 자료 집합을 유사한 클러스터들로 분류하는 것이다. 여기서 유사하다는 것은 입력 데이터들에 대한 특징 벡터 공간사이에서 한 클러스터내의 벡터들 간에 거리를 측정하여 정해진 반경 내에 존재하면 같은 클러스터로 분류하고 정해진 반경 내에 존재하지 않으면 다른 클러스터로 분류한다. 그러나 정해진 반경내에서 클러스터링 하는 것은 잘못된 클러스터를 선택하는 단점을 가지게 된다. 그러므로 중간층을 결정하는 것은 RBF 네트워크의 전반적인 효율성에 큰 영향을 준다. 따라서 본 논문에서는 효율적으로 중간층을 결정하기 위한 방법으로 퍼지 C-Means 클러스터링 알고리즘을 이용하고자 하였다. 그리하여 본 논문에서는 고장 전류의 특성을 해석하여 그 원인을 판단, 분류하기 위하여 전력계통의 고장 기록 장치로부터 얻어지는 선로의 전류 데이터를 FCM을 이용 분류하여 다양한 고장 모드를 판별할 수 있었다.

공공부문 효율성제고를 위한 정책과제의 일환으로 기획재정부에서 2009년 공기업의 민영화와 기관통합 등 공기업 선진화 계획이 추진되어 왔다. 이에 지방자치단체의 자율적 판단에 의해 민간위탁이 이루어지고 크게 활성화되었다. 단순히 민간위탁을 시행한다고 하여 정부의 비효율성과 재정 부담의 해결책을 달성할 수 있는 것은 아니다. 민간위탁이 소기의 목적을 달성하는지 여부는 다양한 변수의 영향을 받는 것이므로 어떤 조건 하에서 민간위탁의 성과가 높게 나타날 수 있는지에 관한 객관적이고 체계적인 논의가 요구되고 있다. 따라서 민간위탁 성과에 영향을 미치는 요인들을 계약적 요인, 재무적 요인, 관리적 요인의 변수로 선정하여 신뢰도 검증과 계층화분석(AHP)을 한 결과 첫째, 민간위탁업체 계약의 공정성과 합리성을 위해 지방자치단체 민간위탁은 경쟁유치 과정을 폭넓게 개방하여 민간 법인이나 업체들 간에 경쟁을 극대화하는 방안을 모색해야 한다. 둘째, 재정적 여건은 보육서비스의 양과 질에 긍정적인 영향을 미치는 중요한 변수이므로 수탁기관을 관리하는 입장에서는 수탁기관의 재정자립도를 높이기 위한 노력을 경주해야 한다. 셋째, 위탁감독과 관련하여 성과와 고객중심의 관리감독이 필요하다. 현재의 회계점검측면의 감독보다는 책무성을 강화하고 인센티브와 처벌규정 중심의 감독으로 전환이 바람직한 것으로 나타났다. 이를 위해 계약을 할 때 행정에 의한 조사권 등에 대해서 합의를 해 둘 필요성이 있다. As one of policy to enhance efficiency in public sector, Ministry of Strategy and Finance pushed forward public enterprise advancement plan including civilization of public enterprise and merge of organizations. In this reason, local authority self-decided delegation to the private sector was conducted and grossly vitalized. Delegation to the private sector does not simply provide solutions for inefficiency and financial burden of the government. Whether such delegation would achieve its goals depends on various variables. Thus, objective and systematic research on the conditions for successful performance of delegation to the private sector is required. This study conducted confidence verification and AHP analysis using such variables as contractual factor, financial factor and managerial factor. Followings are results of the research. First, in order for fairness and rationality of contract of delegatee company in private sector, competition for local authority’s delegation to the private sector should be broadly opened and competition between private legal entities and business holders should be maximized. Second, financial circumstance is an important variable that has positive affects on quantity and quality of education service; thus, persons who manage delegatee organizations should make efforts to enhance degree of financial independence rate of the delegatee organizations. Third, regarding supervision of delegation, management and supervision centered on achievement and customer is needed. It turned our that conversion from current supervision focusing on accounting check up to supervision based on incentive and punishment. For these, it is needed to reach an agreement on right to administrative investigation when concluding a contract.

대학생의 e-Book 이용실태의 변화에 대한 연구

이 연구에서는 2005년 실시한 전자책 수용자 조사 결과와 2010년 조사 결과를 비교분석해 전자책 이용실태의 변화를 살펴보고, 전자책 이용경험 유무가 전자책 이용행태에 어떠한 영향을 미칠 것인가를 밝혀보고자 했다. 연구결과 ‘전자책에 대한 인지정도’나 ‘전자책 이용 경험’이 2005년 조사 결과보다도 많이 낮아진 것으로 나타났다. 그리고 ‘전자책 이용 매체’, ‘이용 빈도’, ‘이용 사이트’, ‘이용장르’, ‘전자책 적정가격’ 등에 대한 응답도 지난 조사 때보다 낮거나 비슷한 경향을 보여 전자책 이용 실태가 많이 퇴보되어 있음을 볼 수 있었다. 한편 ‘전자책 이용 경험 유무’와 ‘전자책에 대한 인지정도’는 2005년 조사보다 상관계수가 통계적으로 유의미하게 증가한 것으로 나타났다. 또한 ‘종이책에 대한 호감정도’와 ‘전자책에 대한 호감정도’도 전자책을 이용한 경험이 많은 사람일수록 더 호의적인 감정을 갖고 있는 것으로 유의미하게 나타났다. 하지만 ‘전자책의 적정한 가격’에 대한 인식의 차이는 앞선 조사 결과와는 달리 전자책 이용의 경험 유무와는 유의미한 상관관계를 보이지 않았다. This study compares and analyzes the results of the e-book audience surveys conducted in 2005 and in 2010 so as to determine the current trends in the use of e-books and investigate the correlation between the experience with e-books and the use of e-books. As a result of the study, there was observed a great decline in the ‘awareness of e-books’ and ‘experience with e-books’ compared to the 2005 results. Such a decrease was also observed in the responses regarding the ‘media for use of e-books’, ‘frequency of use of e-books’, ‘web sites to get e-books’, and ‘reasonable prices of e-books’, which suggests that there has been a significant reduction in the use of e-books. With regard to the ‘experience with e-books’ and ‘awareness of e-books’, there was witnessed a statistically significant increase in correlation coefficients compared to the 2005 results. With regard to the ‘attitude towards paper books’ and ‘attitude towards e-books’, it was noticed that people with more experience with e-books have more favorable attitude towards e-books. However, the difference in the awareness of the ‘reasonable prices of e-books’, didn’t show any significant correlation with the experience with e-books.

지역축제 프로그램이 참여도 및 효율성 개선에 미치는 영향에 관한 연구

문화체육관광부 지역축제 분석 자료에 따르면 1995년 지방자치제가 실시하면서 폭발적으로 늘어나 1990년 70여개에서 2008년 926개를 정점으로 자율적으로 통폐합 및 발전을 통해 2013년 752개, 2017년 733개로 하루에 2건 이상 개최되는 것으로 나타났다. 한국교육학술정보원(KERIS) 및 학술연구정보서비스(RISS)를 통해 검색하여 지역축제에 대한 학계의 연구동향을 살펴보면 중복과 지역축제 비관련 논문을 제외하고 971개의 논문을 발견 하였다. 학술지에 게재된 971개 논문을 주제별로 살펴보면 성공요인 도출 및 문제점 파악, 경제적 파급효과 및 지역축제에 대한 목적과 기대효과 달성여부에 대한 평가연구 등의 3가지 방향으로 이루어지고 있어 대부분 주체자의 성과에 집중되어 있는 것을 알 수 있다. 그래서 본 연구에서는 소비 주체인 축제 참여자에 대하여 착안하였고, 이렇게 진행되는 지역축제의 핵심인 참여도와 효율성을 높이기 위해 성공적으로 운영되는 축제는 어떠한 차별성이 있고, 4차 산업혁명과 어떠한 연관성이 있는지에 대한 궁금증에서부터 출발하였다. 또한 이러한 4차 산업혁명의 한 축인 모바일 결제 서비스를 활용하면 지역축제의 참여도 및 효율성에 성과를 낼 수 있는지 알아보고자 한다. 본 연구는 지역축제의 유형에 대한 선행 사례연구를 통해 축제지향성, 축제 운영방식, 축제 개최목적, 축제 소재를 독립변수에 대한 하위변수로 설정하였다. 축제성과를 종속변수로하고 모바일 결제 서비스를 매개변수로 하여 모형을 설계 하였으며, 변수들 간의 상호관련성을 전체 모형의 입장에서 분석, 평가할 수 있고, 변수들 간의 구조적 관계를 밝혀주는 기법인 구조방정식 모델을 활용하여 적합성을 검정 하였다. 통계분석 결과 모바일 결제 서비스가 지역축제에 대한 참여도 및 효율성에 유의한 결과를 보여주었으나, 지역축제를 참여한 일부 인원을 대상으로 분석하였기에 일반화하기에는 다소 무리가 있다. 그러나 모바일 결제 서비스가 다소 소외될 수 있는 4차 산업혁명의 한 축으로 지역축제에 모바일 결제 및 관련 프로그램을 도입하여야 한다는 방향성을 제시 한 것에 대해 의의가 있다고 하겠다. According to the regional festival analysis data of the Ministry of Culture, Sports and Tourism, the local autonomy system was implemented in 1995, and the number of festivals increased from 70 in 1990 to 926 in 2008, 752 in 2013 and 733 in 2017 More than two cases were held. The research trends of regional festivals were searched through KERIS and RISS, and 971 papers were found except duplication and festival related papers. In the 971 papers published in the journals, there are three main directions for finding the success factors, identifying the problems, evaluating the economic ripple effects, and attaining the purpose and the expectation effect for the local festival. It can be seen that it is concentrated. In this study, we focused on the festival participant, who is the main subject of the festival. In order to raise the participation and efficiency, which is the core of the local festival, there is a difference in the festival, I started with an inquiry. In addition, we will investigate whether the mobile payment service, an axis of the 4th Industrial Revolution, can achieve the participation and efficiency of local festivals. In this study, festival orientation, festival operation method, festival purpose, and festival material were set as sub - variables for independent variables through precedent case study on the type of local festival. The model is designed with the festival performance as a dependent variable and the mobile payment service as the parameter. The structural equations model, which can analyze and evaluate the interrelationships of the variables from the standpoint of the whole model, And the suitability was verified. As a result of statistical analysis, mobile payment service showed a significant effect on participation and efficiency in local festivals, but it is rather difficult to generalize because it analyzed some people participating in local festivals. However, it is meaningful to suggest mobile payment and related programs to local festival as an axis of 4th industrial revolution that mobile payment service may be somewhat alienated.
