교육연수과정의 품질관리를 위한 수요자 만족도 평가 개선 방안

최근 교육연수의 질적 제고를 위해 다양한 논의들이 제기되고 있다. 특히 현직 교원들의 전문성 신장에 큰 영향을 끼친다는 점에서, 교육연수의 질은 그만큼 중요한 의미를 가지고 있다. 수요자의 만족을 제고하려는 노력은 교육연수 전반적인 질 관리에 있어서 중요하기 때문에, 연수 성과관리를 위한 질 관리에 있어서 연수 참여자인 교육수요자에 대한 만족도 제고 노력은 중요한 전제가 된다. 이에 본 연구는 연수사업품질 제고를 위한 업무 프로세스 개선 연구의 일환으로 연수 업무 프로세스 전반에 대한 개선과 연수 품질을 향상시킬 수 있는 다양한 방안 중 하나인 수요자 만족도 평가 문항을 개선하기 위한 방안을 모색하는데 목적이 있다. 연수의 질적 제고를 위한 수요자만족 평가문항의 개선을 위해서는 먼저 구성원들로 하여금 연수 품질 제고를 위한 공감대가 형성되어야 하며, 수요자 관점에서 지속적으로 연수 품질을 제고하도록 노력해야 한다. 또한 연수 품질을 위해서는 구성원들의 자발적 참여와 헌신이 필요하며, 지속적으로 연수 품질 제고를 위한 평가 문항을 개발해야 한다. 그리고 수요자의 만족을 제고하는 다양한 노력을 통하여 수요자만족도 평가에 대한 전문성을 제고해야 한다. 이제 교육경쟁력 강화를 위해 교육연수 운영 및 프로그램에 대한 질 제고는 필수적이며, 질 제고는 수요자만족도 평가부터 시작되어야 할 것이다. Recently, issues surrounding the improvement of quality of educational training for teachers have been raised. Expressly, from a professional point of view, the quality of educational training is very important. Because the efforts of improving consumer satisfaction is important to the quality management for the whole educational training, consumer satisfaction evaluation is an important prerequisite in quality management of educational training. To improve consumer satisfaction evaluations on the quality of educational training, first there needs to be a recognition that there is a need to enhance the quality of educational training and that there should be a continuous endeavor to enhance the quality of educational training based on the consumer’s point of view. Second, there needs to be a total participation and devotion to the quality of educational training and continual develop of evaluation of items to enhance the quality of educational training. Finally, through various endeavors to enhancing the quality of educational training a specialized evaluation for consumer satisfaction needs to be developed. The essence of a successful training program is quality management which begins with consumer satisfaction.

Background: Churg-Strauss syndrome is a rare systemic disorder characterized by bronchial asthma, hypereosinophilia and systemic vasculitis. The prevalence and severity of renal involvement in patients with Churg-Strauss syndrome is not well known. We report a rare case of a patient with Churg- Strauss syndrome accompanied by acute renal failure. Case History: A 52-year-old woman with skin rash and generalized edema was admitted to our hospital via the emergency room. She had a 7-year history of bronchial asthma and allergic rhinitis. Laboratory evaluation showed marked eosinophilia, elevated creatinine, and heavy proteinuria. She was positive for anti-neutrophil cytoplasmic antibody. Computed tomography of chest and paranasal sinuses revealed pulmonary infiltration and pansinusitis. Peripheral neuropathy was confirmed and small vasculitis was noted in a skin biopsy specimen. Results: She was diagnosed with Churg-Strauss syndrome and showed rapidly progressive renal insufficiency despite systemic corticosteroid administration. Oilguria was aggravated, and hemodialysis was thereafter started. Despite 2 weeks of continuous hemodialysis, her renal function was not improved. Conclusion: We report a rare case of Churg-Strauss syndrome associated with acute renal failure. A long-term follow- up is needed in Churg-Strauss syndrome patients.

본 연구는 교육연수사업 평가에서의 성과지표를 개발하고, 교원연수사업의 질을 제고할 수 있는 방향과 실제적 방안을 제시하는데 목적을 두었다. 이에 따라 본 연구에서는 연수사업 성과 평가 및 성과 관리, 지표개발과 관련된 문헌들을 분석하고, 기존에 개발된 성과평가의 접근 모형들을 검토하였다. 그리고 국내 기관의 성과평가 지표 사례들을 수집· 분석하여 성과지표 개발에 대한 시사점을 도출하였다. 구체적으로 성과평가 및 관리, 지표개발과 관련된 이론과 사례들을 광범위하게 검토하고, 현황과 문제점, 시사점 등을 파악하여, 이를 토대로 교육연수사업 성과 지표를 개발하고, 이러한 과정에서 도출된 내용들을 토대로 단순히 지표의 개발이나 활용부문을 넘어 교육연수사업과 교원연수사업 성과평가가 보다 교육적으로 개선될 수 있는 큰 틀에서의 질 제고 방안과 발전방향을 제시하고자 하였다. This study is to develop the indicators and to suggest practical improvement plan of teacher’s training business. For this purpose, outcome assessment, outcome management and various documents related to indicator development were analyzed and reviewed the approaching models of existing studies. Also, assessment indicators of local organizations were collected and implications to develop the indicators were deduced after the analysis. In other words, broad review was conducted on the theories and cases concerning outcome assessment and management as well as indicator development and current situations, problems and implications were also acknowledged. Indicators of teacher’s training business were developed based on the result from above and discussed the improvement plans. The improvement plans can be summarized as below. Firstly, assessment and manual need to be established to diversify training programs. Secondly, assessment indicators need to be developed based on the characteristics and suitability of the programs. Thirdly, sufficient budget and qualified people need to be secured. Fourthly, more clear assessment standards and indicators need to be selected and constant development and supplementation need to be followed. Lastly, strategies and assessment to improve general quality of teacher’s training business need to be set up and self assessment of the members need to be strengthened.
소규모학교와 지역사회 융합방안의 해외사례 분석과 시사점

The purpose of the study is to collect and analyze cases in the United States and Japan on the convergence of small schools and local communities, and to obtain implications for Korea In order to achieve the purpose, the relationship and convergence between small schools and local communities, and the cases of the United States and Japan were collected and analyzed. The results are as follows. First, in the case of the United States, the local manpower pool was actively used and parents’ school education support was also active. In particular, by encouraging students to actively and voluntarily participate in the school education program, parents made efforts to support their children’s education to induce the participation of local residents. Second, in the case of Japan, projects were implemented to support the regeneration of small schools within the local community and to create a village school after the consolidation and abolition of small schools. Third, as ways for convergence between small schools and local communities, a win-win principle and strategy between small schools and village education communities were adopted, and as a community hub, it is necessary to play an important role in terms of educational administration, curriculum operation and student support, and the local community. The establishment of cooperative governance between education administration and general administration, and mutual understanding and communication and consensus formation among local community residents, parents as well as students, education authority, local governments, and school teachers are important for successful convergence of small schools and local communities.
