행정정보공개 회피요인 분석 : 서울시 송파구 공무원을 중심으로

본 연구는 1998년부터 시행해 오고 있는 「공공기관의 정보공개에 관한 법률」에 근거한 행정정보공개제도에 대한 일선 공무원들의 인식과 행태를 분석하는데 목적을 두었다. 본 연구는 일선공무원들에게 있어서 행정정보공개 업무가 주 업무가 아닌 사후 부가되는 업무라는 점에서 무엇보다도 공무원의 의지가 중요하다는 전제에서 출발하였다. 본 연구는 공무원들의 행정정보공개제도에 대한 인식과 행태 분석결과를 토대로 행정정보공개제도의 문제점과 개선과제를 제시하였다. 본 연구의 결과는 행정정보공개청구제도의 효과성 인식, 시민의 행정정보공개 청구 건전성 인식, 행정정보공개 제도 운영 인식이 공무원의 행정정보공개 회피 행태에 통계적으로 유의미한 영향을 미치는 것을 확인할 수 있었다. 이러한 연구결과는 오늘날 행정에 대한 국민의 신뢰를 제고하는 대표적인 방안으로 시행되고 있는 행정정보공개청구제도에 대한 공무원들의 인식과 행태간의 관계성을 규명하였다는 점에서 이론적 의의가 클 것이다. 특히, 국민의 알 권리를 충족시키기 위해서는 무엇보다도 행정정보공개청구제도에 대한 공무원들의 긍정적 인식이 선행되어야 하며, 이를 토대로 한 바람직한 공무원 행태가 정착되어야 할 것이다. 또한, 본 연구를 통해서 행정정보공개청구제도의 긍정적 운영을 위해서는 공무원들의 인식개선을 위한 다양한 노력이 필요함을 알 수 있었다. 아울러, 공무원들의 행정정보공개 회피행태가 갖는 의미에 관한 논의를 전개하였다는 점에서 이론적 기여가 크다고 볼 수 있다. 공무원들의 긍정적인 행태에 연구가 집중되는 오늘날의 연구경향에서 벗어나 공무원들의 부정적인 행태에 대한 진단과 극복방안을 모색하고자 하는 이론적 논의가 확대될 것으로 기대된다. 본 연구는 행정정보공개제도에 대한 일선 공무원들의 인식과 행태를 토대로 몇 가지 제도개선을 위한 시사점들을 도출할 수 있었다. 첫째, 본 연구결과는 행정정보공개청구제도와 관련해서 공무원 개인특성에 맞는 맞춤형 교육훈련의 필요성을 제기한다. 둘째, 본 연구는 행정정보공개청구제도의 운영에 있어서 건정성 기준을 적용한 업무운영의 필요성을 제시하였다. 셋째로, 행정정보공개청구제도의 운영에 있어서 절차적 요건 및 운영상의 효율성과 공정성을 제고함으로서 행정정보공채청구제도의 활성화를 꾀할 수 있을 것으로 기대된다.
경추간공 경막외강스테로이드 주입과 요추 및 미추 경막외강 스테로이드 주입을 이용한 방산통을 동반한 요통의 치료
Background: Epidural steroid injection(ESI) was usually used as treatment for low back pain with radiculopathy. ESI was perfomed by two procedures 1) transforaminal epidural steroid injection, 2) lumbar or caudal epidural steroid injection. The authors has assessed the pain, walking, standing improvement and side effect after each procedures were perfomed. Methods: We conducted a retrospective study of 93 patient had undergone transforaminal epidural steroid injection and lumbar or caudal epidural steroid injection in 2002 and 2003. Pain, walking, standing improvement evaluated as very good, good, fair and poor. Data were collected from medical records and analysed with chi-square test. p<0.05 was considered significant. Results: Very good and good pain improvement were obtained 36.4%(n=16) and 56.8%(n=25) in Group Ⅱ(transforamnal epidural steroid injection gruop), 22.4%(n=11) and 57.1%(n=28) in Group Ⅰ(lumbar or caudal epidural steroid injection group). In Group Ⅱ, very good and good pain improvement were obtained 5.4%(n=2), 64.9%(n=24) after initially lumbar or caudal epidural steroid injection perfomed, and then 35.1%(n=13), 56.8%(n=21) were obtained after transforaminal epidural steroid injection. Very good and good walking, standing improvement were obtained 18.2%(n=8) and 59.1%(n=26) in Group Ⅱ, 12.2%(n=6) and 63.3%(n=31) in Group Ⅰ. Side effects were obtained 11.4%(n=5) in Group Ⅱ, 6.1%(n=3) in Group Ⅰ. Conclusions: There was no statiscally significant difference on pain, walking, standing improvement and side effect between Group Ⅰ and Ⅱ. But, there was statiscally significant difference on pain improvement after transforaminal epidural steroid injection were perfomed in who initially treated by lumbar or caudal epidural steroid injection in Group Ⅱ. Therefore, transforaminal epidural steroid injection is useful alternatives of lumbar or caudal epidural steroid injection for low back pain with radiculopathy.
