The purpose of this paper is how to set rational role of private health insurance system in Korea. The present national health insurance system(NHI) has some in covering people's need of medical care services. Moreover, the health insurance industry monopolized by NHI led to the unbalanced supply of medical resources and made social costs. Supplementary private health insurance can be a solution of problems in the NHI System. First, private health insurance will be activated more efficiently than NHI. Second, it will provide various packages of insurance service which individuals want based on quality-premium relations. Third, the private sector will improve the health industry to be more sufficient and will reduce health care cost with the higher satisfaction. The basic change of health insurance system suggested by this paper are as follows. First, the health insurance system should be changed to a diversified and multi-pillar system including private health insurance. Second, the private health insurance should cover the coinsurance fee as a supplementary to NHI. Third, the increase of medical costs would be controlled by private health insurance. Fourth, private health insurance would activate and diversify medical care needs. Fifth, intensification of guarantee should follow by reverse selection of private health insurance and decrease of insurance premium.

Since the National Health Insurance Act was enacted at the year of 2000, remibursement system for medical care fee has been RBRVS(resource_based relative value scale). Various researches have been conducted by health insurance body and by association of medical care institutions. The purpose of this study in to find out reasonable research approach through analyzing research methods which has conducted. In order to attain the purpose this study collected 12 research reports and analyzed those research method. Major results of this study are so follows. Researches conducted by health insurance body usually used national economy indices and/or SGR(sustainable growth rate) method, while researches conducted by association of medical care institutious usually used cost-finding method and/or break-even point basis of revenue and expense. And almost researches have some weak points in pursuing mutual agreement. On the basis of research result, this study would suggest that more accurate resonable approaches and in depth study to search better methodology are required.

The purpose of this Study was to find out the pattern, problems and improving measures of the age limit system of hospitals in Korea. Research data were collected with a structured questionnaire asking about the status of hospitals and their age limit system, which was surveyed by self-answering method of the personnel departments's staff in hospitals. Among 1,049 hospitals as of 2004, 125 hospitals' data were analyzed to find out the ratio of hospitals with age limit system and 113 hospitals' data were analyzed to find out the variables correlation. Statistical methods such as frequency, proportion, t-test, F-test, x^(2)-test and simple regression were used. The major findings of this research are as follows; First, the proportion of hospitals operating age limit system is 89.5%. The proportion of tertiary hospitals and corporative hospitals is significantly higher than other hospitals (p<0.05). Second, The popular type of the system is unity system while multi-limit type according to job family or positional rank is adopted more by bigger size hospitals (p<0.05). Third, personnel department staffs perception about the necessity and the problems of the age limit system are significantly different by the types of hospitals. Honorary retirement, re-employment and salary peak system are perceived as more effective way to improve the age limit system. Conclusively this study would recommend that all the hospitals, especially private hospitals are required to adopt the age limit system and that re-employment system and salary peak system is useful way to make up for the system.
