소기업의 산업재해전담부서 조직화와 산업재해 발생율과의 관계

본 연구의 목적은 법적으로 안전관리자의 선임강제가 없는 50인 미만의 소기업 중 제조업 및 건설업의 산업재해전담부서 조직화와 산업재해발생율과의 관계를 분석해 보고자 한다. 소기업의 산업재해전담부서 유무에 따라 산업재해발생율이 어떠한 관계를 보이는지를 분석하고, 또한 산업재해전담부서의 조직화와 산업재해발생율과의 관계에 있어 조직의 안전관리풍토가 산업재해발생을 감소시키는 조절효과를 나타나는지를 검증하는데 있다. 본 연구의 실증분석을 위해 대구경북에 소재하고 있는 종업원 수가 50명 미만인 기업들을 표본 대상으로 선정하여 총 120부의 설문지를 배부하였으며, 최종 100부를 사용하여 분석한 결과, 산업재해전담부서의 존재는 산업재해 발생율에 영향을 미치는 것으로 나타났으며 기업의 안전관리 풍토는 산업재해전담부서와 산업재해 발생율간에 관계를 약화시키는 조절효과를 나타내었다. 이러한 연구결과는 산업재해발생율을 낮추기 위해서는 안전.보건관리업무를 전담하는 안전관리자, 보건관리자를 두거나 없다고 하더라도 최소한 산업재해를 전담부서를 두는 것이 필요하며 이는 산업재해전담부서가 있는 경우 산업재해예방에 더 적극적으로 참여한다고 평가할 수 있다. 또한 소기업에서 조직수준의 안전관리풍토의 정착은 자발적인 안전행동을 이끌어 산업재해발생율을 낮추는 방안이 될 수 있음을 실증연구를 통해 보여주고 있다. This study attempts to empirically prove the effect of the establishment of organizational unit for safety and health on accident rate of safety and health among small manufacturing firms. Also we try to identify any moderating role of organizational climate for safety and health in the relationship between the establishment of safety unit and accident rate of the firm. Small firm with fifty employees or less are not legally enforced to have safety and health unit established in the organization. We collected data from a convenient sample of small firms in two industry sector: manufacturing and construction firms located in Daegu-Gyeongbuk region. We distributed 120 survey questionnaires, 60 questionnaires each for manufacturing and construction firms. Valid data were collected from 50 firms each for manufacturing and construction firms. The results of analyses prove that the establishment of organizational unit for safety and health significantly correlated with decreasing the accident rate in safety and health among small firms. We also could identify the moderating role of organizational safety climate in the relationship between the organizational safety unit and accident rate in reducing the accident rate. Implications from the study indicate that accident rate could be reduced when small firms in industry of high rate of accident by establishing organizational unit for safety. It is also noted that organizational safety climate should enforced to reduce the accident rate in small firms. Limitations and future research directions were discussed.
