얼굴의 기하학적 특징정보 기반의 얼굴 특징자 분류 및 해석 시스템

본 논문에서는 얼굴의 기하학적 특징정보를 기반으로 하여 얼굴의 특징자인 눈썹, 눈, 입, 턱선의 분류 및 해석 알고리즘을 제안하였다. 먼저, 얼굴 특징정보의 분류와 해석을 하기위한 전처리 과정으로 얼굴 특징자들의 눈, 코, 입, 눈썹, 턱선을 추출하기위해 얼굴 특징자 추출 알고리즘을 적용하여 얼굴 특징자들을 추출하게 된다. 추출한 얼굴 특징자들의 형태 정보와 모양정보 및 특징자들 간의 거리비율을 검출하여 이를 평가함수화 하고, 3가지의 눈 타입, 9가지의 입 타입, 12가지의 눈썹 타입 그리고 4가지의 턱선 타입의 분류를 하게 된다. 이렇게 분류된 얼굴 특징자들을 이용하여 얼굴을 해석하게 된다. 얼굴해석 알고리즘은 각각의 특징자들에 대한 고유의 특징자들의 내부구간의 화소분포 정보와 기울기 정보를 가지고 있다. 따라서 특징자들 간의 정보를 이용하여 얼굴을 해석할 수 있었다. This paper proposes an algorithm to classify and analyze facial features such as eyebrow, eye, mouth and chin based on the geometric features of the face. As a preprocessing process to classify and analyze the facial features, the algorithm extracts the facial features such as eyebrow, eye, nose, mouth and chin. From the extracted facial features, it detects the shape and form information and the ratio of distance between the features and formulated them to evaluation functions to classify 12 eyebrows types, 3 eyes types, 9 mouth types and 4 chine types. Using these facial features, it analyzes a face. The face analysis algorithm contains the information about pixel distribution and gradient of each feature. In other words, the algorithm analyzes a face by comparing such information about the features.

이 연구는 ‘관광진흥법’상의 규제 도입연혁을 바탕으로 관광규제 유형 분류에 따른 우리나라 규제의 특성 및 인식을분석하고, 급변하는 관광환경 변화에 대응하고 관광산업의 경쟁력을 강화하기 위한 정책 방향성을 제언하였다. 관광분야규제정책 변화는 2010년대에 가장 많았던 것으로 나타났으며, 유형 및 특성으로는 경제적 규제, 사전적 규제가 가장많이 나타난 것으로 조사되었다. 사전적 규제의 경우, 실제 허가·등록 등 관광사업 및 개발에 필요한 절차를 규율하여법률로서 절차적 공공성을 확보하려는 특성이 있는 것으로 분석되었다. 이해관계자를 대상으로 한 관광규제에 대한 인식조사 결과 긍정적인 인식보다는 부정적인 인식이 대부분을 차지하였는데 이는 대부분의 관광규제가 사전적 규제의 성격으로 이루어지는 것과 무관치 않을 것이다. 또한, 피규제자들의 의견을 반영한 규제합리화 수요 발굴 및 개선이 필요한것으로 나타났다. 우리나라는 법치 원리를 반영한 규제 운영방안을 표방하며, 규제법정주의라는 원칙 속에서 규제정책을추진하고 있다. 따라서 관광산업 규제의 정책 방향 설정시에는 규제 합리화를 위한 이해관계자의 수요 등을 반영하기위해 법 개정 등의 동반 노력이 수반되어야 할 것이다. 특히, 정부는 관광진흥 법제의 특성을 고려하여 관련 규제 인식에기반한 지원 문턱을 합리화하고, 무조건적인 규제 철폐보다는 관광사업에 대한 지원과 더불어 적절한 규제를 추진하는 정책을 통해 관광산업의 지속가능성과 건강한 산업생태계를 육성해야 할 필요성을 시사한다. This study analyzed the characteristics and perceptions of tourism regulations and suggested policy implications based on the history of introducing regulations under the Tourism Promotion Act. Findings showed the most changes in regulatory tourism policy in the 2010s, and economic and preliminary regulations were the most common in types and characteristics. In the case of preliminary regulation, there is a characteristic of securing procedural publicity as a law by regulating procedures necessary for tourism projects and development, such as actual permission and registration. As a result of the survey on regulatory perception, negative perception accounted for the majority rather than positive perception, which would be irrelevant to the fact that most tourism regulations are made like prior regulation. In addition, it was necessary to discover and improve the demand for regulatory rationalization reflecting the opinions of the regulated. Korea advocates a regulatory operation plan that reflects the rule of law and promotes regulatory policies under the principle of regulatory legalism. Therefore, when setting the policy direction of tourism industry regulation, joint efforts such as law revision should be accompanied to reflect the demand of stakeholders for regulatory rationalization. In particular, the government needs to foster a sustainable and healthy industrial ecosystem in the tourism industry by promoting appropriate regulations rather than unconditional deregulation.
포스트 코로나 시대, 국제회의산업 변화 전망과 새로운 정책방향 모색: 정책 이해관계자 의견을 중심으로

Purpose-The coronavirus disease (COVID-19) started in Wuhan, China, in December 2019 and rapidly spread across China and beyond. Most businesses are fully or partially closed following government restrictions; the COVID-19 outbreak has led to significant disruptions of the global economy and a severe crisis in the tourism industry. This study explores experts' perceptions and opinions on the shift of international conference industry during/after the COVID-19 pandemic, suggesting policy response to the convention industry. Design, data, and methodology-An expert survey was used to collect the data in September 2020. Data analysis was performed using the descriptive analysis and Analysis of Variance to identify the difference among the three groups. Result-The results showed that the form of meetings, exhibitions, and events would change from offline to online and hybrid platforms even after the end of the COVID-19. Conclusions - The policy mix should be considered to shift from the initial focus on the survival of the small/medium businesses in the short term towards a more longer-term and systematic approach, such as strengthening research and development, crisis response management, cooperative relationship between stakeholders. Future directions are discussed.

The Importance-Performance Analysis (IPA) constitutes an approach to the measurement of tourist satisfaction which allows for a functional method to find both the weak and strong points of tourism product. The purpose of this study was to identify and evaluate the attributes (e.g., natural and man-made resources, attractions, facilities, services and activities) of a potential tourist destination in Gangwon province. A self-administered questionnaire was designed to collect data from tourists at the tourism site in Donghae city, Gangwon. The questionnaire was conducted to measure the importance of certain destination attributes for tourists and also their satisfaction with the destination. The study applied the IPA which indicated that convenience facilities such as public restroom and parking lot, price and public transportation were the major factors to increase tourists’ satisfaction. From the research results, the authors discuss some useful implications.
