지역기반 사회적경제를 위한 이론적 기반의 탐색적 연구: 공동체주의(Communitarianism)사상을 중심으로

본 연구는 현재 우리사회에서 사회적 양극화와 배제의 극복을 위한 대안으로 주목받는 사회적 경제 영역에 있어서 지역사회와 공동체 가치의 중요성에 대한 이론적 기반과 근거를 탐구하고자 하였다. 자유주의에 기반한 시장자본주의와 달리 지역사회에 기반한 사회적 경제의 사상적 기반과 단초로 Sandel을 비롯해 MacIntyre, Taylor, Walzer의 현대 공동체주의자들의 이론적 논의들을 살펴보았다. 이들의 이론적 논의는 공통적으로 추상적인 자유주의 관점의 비판과 사회적 맥락에 기반한 현실적 정체성의 강조와 사회와 상호관계와 대화를 통한 구성적 공공선을 제시한다. 이를 통해 본 연구는 지역기반의 사회적 경제를 위해 다음과 같은 공동체주의 사상에 의한 함의를 도출하였다. 첫째, 지역기반 사회적 경제는 지역의 연고성과 공동체성을 토대로 활동하기 때문에 직접적으로 공동체에 있어 공공선의 내재적 실천을 영위해야 하고, 이러한 활동의 강한가치 평가가 필요하다. 둘째, 사회적 경제 관련 지원제도에 있어서 공동체의 내재적 선과 덕의 강한가치에 부합하는 제도적 설계가 중요하며 주요 행위자와 구성원의 공동체 덕성이 강조된다. 셋째, 공동체의 공공선 형성에 있어서 다양한 구성원의 민주적, 공공적 참여를 위한 적극적 파트너십과 거버넌스 협력체계가 필요하다. 넷째, 공동체의 숙의적 공공성 형성을 위해 절차적 공론장이 아닌, 실천적 추론을 통한 참여의 사회비판적 공론장의 형성이 요구된다. 마지막으로, 사회적으로 공공성을 파괴하는 가치의 지배현상을 극복하고 복합평등 실현을 위한 감시자와 훈수꾼의 역할자로서 사회적경제의 활동이 필요하다. The Purpose of this study is to inquire into theoretical foundations and basis about significance of values for the local society and communities in the field of the social economy. This study examined closely the theoretical discussion of modern Communitarians like Sandel, MaCintyre, Taylor, Walzer, from the viewpoint of the base ideas of social economy. The ideas of Communitarianism suggest us virtues of the common good on the opposite view point of the Liberalism(to be exact Rawls`` Liberal Egalitarianism) Through this analysis of Cummunitarianism, this study drew some implications for the social economy, by the idea of Communitarianism. First, The local based social economy needs to the strong-value evaluation in order to activate on the basis of the community spirit and the pull of community. Second. It is important to institutional design in accord with the strong-value of immanent goods in communities in terms of support system of the social economy. Third, It is needed to positive partnership and the cooperative system of governance for public and democratic participations by community members in terms of formation of public goods. Fourth, It is needed to formation of not procedural public sphere but the critic public sphere for formation the deliberative public sphere of communities. Finally, It is needed to activities of social economic organizations as an inspector for to realize of the complex equality and to overcome dominant phenomena of demolition of the public.

창조도시 형성 조건과 협동조합 활동의 관계연구 : 볼로냐와 퀘벡사례를 중심으로

본 연구는 창조도시의 이론적 논의에서 벗어나, 창조도시 형성을 위한 조건들과 협동조합들의 활동들 간에 영향 관계를 규명함으로써 창조도시를 추구하는 도시들에게 협동조합 활용의 시사점을 도출하였다. 우선 창조도시 이론적 논의의 종합을 통해 4가지의 형성 조건들을 도출하였다. 그리고 협동조합을 규정하는 특성과 원칙을 통해 4가지의 활동 특성들을 살펴보았다. 이를 바탕으로 이론적으로 창조도시 형성의 조건들과 협동조합들 간의 이론적 모형을 제시하고 창조도시와 협동조합의 대표적인 사례인 볼로냐, 퀘벡 지역을 분석하였다. 창조도시 형성조건 중에서 도시다양성과 구성원간 상호교류,사회혁신을 위한 다양한 파트너쉽, 지역특화산업을 통한 내발적 발전의 조건은 협동조합의 활동이 긍정적 영향을 미치는 조검들임을 알 수 있다. 연구의 분석을 통해 창조도시 형성을 위한 협동조합의 활용에 정책적 함의를 제시하면 다음과 같다. 우선 협동조합의 협력적 네트워크와 연대성 강화를 위한 다양한 지원이 필요하다. 둘째, 협동조합들에 적극적 권한위임을 통해 민관파트너쉽을 강화하여 사회혁신을 창출한다. 셋째, 지역 협동조합과 연계하여 시민들의 참여와 민주주의 활성화를 도모한다.마지막으로 지방의 금융협동조합들과 연계하여 지역기업들을 지원하도록 하며 협동조합 중심의 네트워크적 유연생산체제를 구축한다. The study finds grafting in activities of cooperatives and formation of the creative city, away from the creative city theoretical debate. First of all, this study constitutes condition for formation in the creative city through synthesis of theoretical discussions. Then, it is that draw four primary factors of cooperatives through 7 principles and normative specificity of cooperatives. And this study examines case study of the Bologna and Quebec policy of social economy and cooperatives. These outcomes suggest the concrete model contributions and role of cooperatives and derived the following implications. First, it has a affirmative influence on the social innovation to reinforce solidarity and collaborative network of the cooperatives. Second, empowerment of the local government to the cooperatives in local will grasp the needs of local society and create social innovation. Third, it is needed that the democratic activities of the cooperatives is expanded socially for formation of the creative city. Finally, it is important that the local government must make a connection to financial cooperatives and seek flexible local industry system through cooperation and solidarity with them.
