        중·소규모 건설현장의 재해율 감소를 위한 위험성평가 방안

        Government needs a risk assessment method that is effective in preventing accidents as a part of the three principal projects of the government for protecting the people's lives for establishing preventative measures to prevent accidents in the construction sites, which accounted for more than half of all accidental mortality accidents, and promote the safety-oriented culture for making fundamental changes. Accidents at the medium and small sized construction sites accounted for 88.9% of the total construction accidents. The data indicates that improper management and lack of advanced safety measures due to the absence of a safety supervisor are the biggest problems. It is believed that active measures to evaluate and prevent risks at construction sites are necessary for preventing accidents in the medium and small sized construction sites. The objectives of this study is to identify the key risk items of common accident causes and propose a practical, preemptive, and improved risk assessment method by evaluating the problems in the safety management of construction sites for reducing the accident rate in the medium and small sized construction sites. 정부의 국민생명 지키기 3대 프로젝트의 일환으로 전체 사고성 사망사고의 절반이상을 차지하는 건설현장에서의 재해예방을 위한 감소대책과 근본적인 변화를 위한 안전 중시 문화 확산을 위해 사전예방의 실효성 있는 위험성 평가 방안이 필요한 실정이다. 건설재해 중 중 소규모 현장의 재해는 전체 건설 재해의 88.9%를 차지하고 있으며 이는 안전관리감독자의 부재로 인한 관리소홀과 사전 안전조치 미흡이 가장 큰 문제점이라 볼 수 있다. 이에 대한 중 소규모 건설현장의 재해예방을 위해서는 현장의 위험성을 평가하고 예방할 수 있는 적극적인 방안이 무엇보다도 필요하다고 생각된다. 이와 같은 관점에서 본 연구는 건설재해의 발생빈도가 높은 중 소규모건설현장의 재해율 저감을 위해 건설현장 안전관리 문제점을 도출 분석하여 재해다발요인의 중점 위험항목과 선제적이고 실천 가능한 위험성 평가 방안을 제시하는데 목적이 있다.

        중·소규모 건설현장 중점 안전관리 항목에 관한 연구

        As the quality of life has been improving, people are getting higher interest and higher expectation for safety. However, the accident rate at the construction site is still high. Therefore, it is urgent to secure the safety at the construction work. Due to the nature of the construction industry, construction sites are directly exposed to the external environment. The possibility of accident occurrence is increased due to various factors such as the always variable processes, the diversity of manpower input, the increase in vulnerable class, and the danger of construction equipment..Particularly, the disasters occurring at the small- or medium-sized construction sites (budget ≤ 12 billion KRW) account for 88.9% of the total disasters at construction sites (73.4% for casualty). It was due to the lack of management caused by the absence of supervisors and insufficient safety measures. Moreover, it is difficult for the small- or medium-sized construction sites to apply basic safety measures such as safety education and safety facility installation by themselves in order to prevent disasters because they don't have sufficient safety organizations. It is because they have relatively less safety personnel and poorer technology system than large-sized construction sites. Therefore, in order to reduce accidents in construction, it is necessary to prevent accidents at the small- and medium-sized construction sites. From this point of view, the objectives of this study were to identify the key risk items causing accidents frequently by analyzing the accidents at construction sites and identifying problems associated with safety management, and to secure the safety at the small- and medium-sized construction sites.

        범죄가 주택가격에 미치는 영향에 관한 연구

        본 연구는 범죄와 주택가격 과의 관계를 좀더 자세히 분석하기 위해 범죄를 대검찰청 통계분류에 따라 강력범죄와 재산범죄, 나머지형법범죄를 기타범죄로 설정하되 강력범죄는 살인, 강간, 강도, 방화, 폭력을 따로 구분하여 분석하였으며, 주택가격자료를 전국이 아닌 서울의 각 구별 자료를 이용하였다. 헤도닉 가격함수(Hedonic Pricing model)를 이용하여 분석한 결과는 범죄변수가 재산범죄와 강도, 기타범죄를 제외하고는 매매가격과 전세가격에 정(+)의 관계를 가지는 것으로 나타났다. 강력범죄는 매매가격과 전세가격에 대해 부(-)의 관계를 가지는 것으로 나타났으며, 강간은 부(-)의 영향을 가지는 것으로 나타났으나 일부는 유의하지 않은 것으로 나타났으며 주택가격와 전세가격에 가장 작은 영향을 미치는 것으로 나타났다. 이는 강간범죄특성상 수치심과 모욕감을 느낀 피해자들이 신고하기를 꺼려하고 밖으로 누설되지 않게 조심히 이루어지기 때문에 가격에 있어 큰 영향을 미치지 않는 것으로 분석된다. 주택의 특성에 대해서는 대형아파트가 소형아파트보다 범죄에 대한 영향이 작은 것으로 나타났는데 이는 대형아파트가 소형에 비해 범죄예방시스템이 더 잘 갖춰져 있기 때문인 것으로 생각된다. This study examines the crime data that was classified as violent crime, property crime and rest crimes. Also, we segregate housing prices in terms of regional units to find the relationship among crime variables, housing price and housing variables. The empirical results employing hedonic price model finds positive correlation between crime variables and housing·chonsei-rent except property crime and rest crime. Violent crime has negative correlation between housing and chonsei price. Sexual assaults has negative effects (but some measures are not significant) and has the smallest effect to housing and chonsei-rent because sexual crimes may cause shame and mind report to the police. Regarding housing characteristics, larger housing size is less influneced by the crime variable. We argue that the security has more assured because large housing complex has merit composing complex unit security system.

        Evaluating the efficiency of an immunochromatographic test strip in detecting Mycobacterium bovis infection in Korean cattle

        The aim of the present study was to evaluate the use of an immunochromatographic test (ICT) strip using recombinant MPB70 (rMPB70) protein as a complementary tool for the diagnosis of naturally occurring tuberculosis in cattle. The study was performed on 249 cattle from populations known to be free from Mycobacterium bovis (M. bovis) and 119 cattle with M. bovis infection, confirmed postmortem. Compared to reference standards (culture isolation and/or visible lesion), the sensitivity of ICT was 94.12% (95% CI: 89.89∼98.35%) while the specificity was 96.80% (95% CI; 94.62∼96.82%). The findings indicate that the ICT strip is efficient for diagnosing bovine tuberculosis in cattle from Korea.

        소규모 건축공사 중점안전관리항목에 관한 연구

        Almost accidents in construction sites are occurred by unsafe work conditions and failure making safe environment. As recent construction projects become more complex, various and diversified, So the potential of construction-related accidents is increased as well. Comparing the frequency construction-related accidents in large-sized construction sites, small-sized construction sites are more vulnerable because of lack of workforce and less effective technology system. Furthermore, the absence of safety committee, poor financial condition leads to lack of safety education, installation of safety facilities, and provision or individual protective equipment, which indicates difficulties handling even basic safety management. Therefore, in order to lower the hazard rate at small-Sized construction sites, it is necessary to proceed with more structural and thorough actions for preventing accidents. In other words, it is necessary to analyze the causes of the accidents at small-sized construction sites, set criteria for safety management, and suggest safety management items according to 1work classification by evaluating the relative importance of the items.
