Recently, it is insisted that social education is the fundamental and strategic method of national development, especially in underdeveloped countries. However, it may say that the sytematic studies on its theories and practices in Korea have not been proceeded up to the present by the various reasons. Accordingly, this paper intended to define the modern concept of social education on the base of its philosopny and terminology. The results of this study are as follows. (1) Social education must be concieved as the education of Out-of-scnool youth and adults. (2) Social education must be related to social progress and reform. (3) Social education is the continuity, expansion, and development of school education. (4) Social education include the total program of life. (5) Social education means a organized action procoss to change the behavior pattern. In conclusion, modern social education is not simply literacy education, it is rather a dynamic and comprehensive educational process in which the people of community define their common and individual needs ; make better adjustment to the various situations ; solve their problems and eventually realize their community development.
