The Rearch of the Young-su(迎隨) In oriental medicine Acupuncture treatment is one of the most valuable therapy. Through the acupuncture humen have been healed many diseaes with his own natural therapic power, without medicine or surgery ect. But there have not formed a clear definition on the supplement & eradication(補瀉). I recognised the difference between the original meaning of Young-su(迎隨) mentioned in 《Whang-Je-Nae-Kyung(黃帝內經)》 and Young-su-Bo-Sa(迎隨補瀉) that are recently used. The results were summerized as follow; 1. In the 《Whang-Je-Nae-Gyung》, when they give medical treatment, they have totally used all methods of the supplement & eradication(補瀉). Therefore as now divided into respiration, speed, rotation and close-open supplement & eradication(補瀉) have many problomes. And Young-su(迎隨) did not mean the treatment of supplement and eradication which go with or against the flowing of channel energy(經氣). Young-su(迎隨) is not a simple technique of treatment, but is the totall principle of the supplement and eradication. 2. The direction of channel energy(經氣) connected with the O-su point(五輸穴) is from extremities to the trunk of body, therefore the direction of supplement is to the trunk of body and the direction of eradication is to extermities. 3. In the case of using the treatment which go with or against the flowing of channel energy(經氣), in oder to avoid the confusion of term, it must be defined another term. 4. It is necessary that we must define the procedure of supplement & eradication, and the objective indication that ascertain whether the doctor's purposes are really abtained.

1996년 12월 산업안전보건법에서 처음으로 “명예산업안전감독관”제도를 도입 시행하였다. 이 제도는「산업안전보건법」제61조의2에 따라 산업재해 예방 및 산업안전을 위해 개별 사업장 단위로 감독관을 위촉하는 제도이며, 개별 사업장 단위별로 근로자의 생명과 재산을 보호하고 쾌적한 작업환경에서 작업할 권리 및 유해・위험요소로부터 보호 받을 권리 등에 대한 활동이 무엇보다 중요하다는 점에서 출발하였다고 볼 수 있다. 또한 정부의 감독적 기능하에서 수동적인 자세의 안전보건관리 활동보다 자신의 문제를 스스로 해결하는 능동적인 자세로의 전환이 요구된다는 점 등에서 그 필요성이 더욱 높아지고 있다. 이러한 산업재해예방활동이 정부와 사업주의 의지나 노력만으로는 한계가 있다고 판단이 되어 근로자들의 적극적인 참여를 유도하기 위하여 도입된 것이다. 각 사업장 내의 근로자 중에서 명예산업안전감독관을 위촉하여 위험요소 발견시 신속히 사업주나 노동관서에 신고하게 함으로써 위험요인을 사전에 제거하고, 노·사·정 합동으로 산업재해를 예방하고자 시행하였다. 그러나 이 제도가 도입된지 23년이 지났지만 이 제도가 큰 실효성을 거두지 못한 채 현재에 이르게 되었다. 실제 명예산업안전감독관 제도는 노·사간 자율안전관리를 추구하지만 요식적인 행위로 끝나고 있는 것이 현실이다. 본 연구에서는 이러한 형식적・요식적인 행위를 개선하기 위한 명예산업안전감독관 제도적 강화 필요성을 정책적·법적으로 연구하여 제도상의 문제점을 도출하고 개선방안을 모색하고자 한다.

Recently, a novel stress sensor, which utilizes the elasto-magnetic (EM) effect of ferromagnetic materials, has been developed to measure stress in steel cables and wires. In this study, the effectiveness of this EM based stress sensors for monitoring of the cable tension force of a real scale cable-stayed bridge was investigated. Two EM stress sensors were installed on two selected multi-strand cables in Hwa-Myung Bridge, Busan, South Korea. Conventional lift-off test was conducted to obtain reference cable tension forces of two test cables. The reference forces were used to calibrate and validate cable tension force measurements from the EM sensors. Tension force variations of two test cables during the second tensioning work on Hwa-Myung Bridge were monitored using the EM sensors. Numerical simulations were conducted to compare and verify the monitoring results. Based on the results, the effectiveness of EM sensors for accurate field monitoring of the cable tension force of cable-stayed bridge is discussed.

To promote the participation and support of workers in the industrial safety prevention acticities, the Honorary Industral Safety Inspector System was introduced by an instruction of the Ministry of Labor in July, 1995, and was newly inserted in article 61.2(the Honorary Industrial Safety Inspector System) when amending the Industrial Safety and Health Act in December, 1996. Based on the research analysis, the suggestions can be summarized as the following four items. First, regulate the election methods of the workers' representative in the case of labor union without the majority of the labors. Second, prohibit the Honorary Industrial Safety Inspector from participating as the employer member in the Industrial Safety and Health Committee. Fourth, promote the better understanding of the employer and specify the disadvantage ban provision(Article 61.2(2) Industrial Safety and Health Act) on the Honorary Industrial Safety Inspector activities. Fifth, develop and apply an Honorary Industrial Safety Inspector System models that correspond to the characteristics for each industry category. The research result points out that we have to consider the following countermeasures; First, the government should make up the support system by a law dealing with proper compensation and professional education for the supervisor, and tax reduction for companies. Second, the companies should make an effort firming up the safety consciousness of top management, and strengthening the employees' concern about safety through continuous safety education and campaign by a labor union, and promoting the supervisor's pride through recognition from top management and other emplowees.
