As many other developing. countries are confronted with various constraints when each develops their own science and technology, Korea had faced the same problems in the early stage; the lack of the accumulation of. advanced technologies, the lack of manpower for research, the small amount of the investment, and the public .acceptance on the development of the science and technology. However, as each country develops their own NSI differently(Niosi et a1., 1993; Nelson,1993), with different resources and context, Koreas science and technology policy has made the unique developmental path. for building up KNSI, It is very difficult to evaluate the performance on the path science and technology policy: it seems to be nearly impossible. Because it encompasses eva1uation of KNSI, such as how much science and technology knowledge . was accumulated and how much this knowledge transferred to technological capability of firms. However, it is, unfortunately, not 않sy to measure16) them, a1though being some concrete evidences17) there.From the perspective of quantitative evaluation, the fact that related science and technology policy has been successful, can not be. denied. The national R&D investment of Korea increased from US$ 5 million in 1962 to US$}.6 billion in 1993. Through the Korean economy recorded one of the .. worlds fastest growth rates, R&D expenditure. rose faster than GNP, increasing its share of GNP(R&DjGNP) from below 0.20% to 2.33% during the same period (KITA, 1995 p36). A drastic increase was seen in the late 1970s and 1980s, reflecting the shifts of government policy from the promotion of the light/mature .industries to that of heavy technology based industrious and from the assimilation of production technology to a strong have for technological innovation(Kim, 1993).the private sector, in particular, has drastically increased R&D investment, recording remarkable achievements since 1980, and more than 1,500 firms have their own R&D laboratories. The growth rate of the funds from the government is lower than the private one. Accordingly, the proportion between private and publicin investing R&D expenditure has changed from 90 : 10 in 1966 to 17 : 83 in 1993.on the other hand, in terms of number of scientist and engineers, as of 1993, the total number of qualified scientists. and engineers in Korea stood at 98,764, representing 22.4 persons per10,000 population, and research expenditure which a researcher has is 77.1 thousand US$. They are relatively high compared to those of other developing countries, however, these figlπes show that Korea is stil1 short of high一caliber manpower and the research expenditure, for example, compared to those of Japan; 541,139, representing 43.4 persons per 10,α)() population ih 1993, and 194.6 thousand US$ in 1992, respectively.However, in terms of qualitative evaluation the performance of the policy can be hard1y judged. Nevertheless, it would dare to assess as so far so g∞d. Because some studies recognized the Korean industrialization 잃 successful ori.e, which would be impossible without such KNSI. However, indeed, KNSI has still a 1015 of problems to be solved forthe better performed NSI toward the 21st century, and these would be important implications for the other developing coootries which do not get into similar stage of KNSI yet.As revealed from the above discussion section, the first is about the set up process of the production fooction : the government put more emphasis on the new establishments of component elements in the production function than on the balance between the creation of component elements and the link among them. In other words, since the middle of the 1960s Korean government has created various component elements in related to production function. In particular, some elements for national R&D capacities such as government supported research institutes were established in 1970s, which were for shaping the main part of the public sector in the system. 정부가 국가연구개발사업이나 조세 금융제도를 통해 R&D에 대한 보조금을 지급할 때 그 자금의 효과를 극대화하여야 함은 재론의 여지가 없다. 따라서 자금지원의 효과에 영향을 주는 변수들이 있다면 이들을 미리 고려하여 지원하는 것이 바람직할 것이다. 이들 영향요인들 중, 본 연구에서는 정부가 연구자로 하여금 연구사업을 위탁함에 있어 발생할 수 있는 도덕적 해이(Mor al Ha zard) 문제를 Principal- Agent Problem의 관점에서 주관연구기관과 연구자의 인센티브 구조를 분석하였다. 정부의 연구개발사업을 기업, 대학, 출연연구소 등 연구기관이 수행할 때 연구자와의 이른바 Principal- Agent Problem이 존재하는 문제이다. 이를 정부와 주관연구기관, 그리고 주관연구기관과 연구자의 관계를 분석해 보았을 때 현행 체제하에서 주관연구기관은 사업수행 성과에 따른 충분한 보상을 받을 수 있어 도덕적 해이 문제는 발생하지 않으나 주관기관과 연구자 사이에는 인센티브 구조가 바람직하게 설정되어 있다고 볼 수 없다. 즉 연구자의 입장에서 당해 사업이 성공하든 실패하든 자신의 수익에 크게 영향을 미치지 않을 때 연구과제의 성실한 수행이 보장되지 않을 수 있다는 것이다. 이러한 문제의 출발은 연구자의 성실도를 제 3의 관찰자가 객관적으로 측정할 수 없다는 것이며 과제의 성격에 따라 연구자의 사려 깊은 헌신적 노력을 요구하는 것이 허다하기 때문이다. 따라서 정책적 대안으로 제 1단계의 Principal- Agent 관계 뿐 아니라 제 2단계 즉 주관연구기관과 연구자 관계에서의 인센티브 구조도 정책적으로 간여하는 것이 성공확율을 제고하는 방안이 될 수 있다는 것이다. 연구결과물의 산업재산권을 연구자와 연구기관이 공유한다거나 또는 전적으로 연구자의 몫으로 전환하는 방안과, 연구자의 로얄티 지분을 현재보다 높게 책정하도록 하는 것을 제시하였다. 아울러 성공확율이 낮고 기대수익이 큰 혁신적 과제일수록 정부의 주관 하에 있는 정부출연연구소를 활용하는 것이 도덕적 해이 문제를 해소할 수 있는 방안이 됨을 보였다.정부연구개발투자의 종합계획 수립 및 평가시스템 구축 연구 1
