선진국의 요금규제는 이미 자유화 내지 신축적인 규제로 탈바꿈한 지 오래다. 그리고 이러한 추세는 접속료 규제에까지 파급되어 현재 다양한 형태의 신축적 규제가 시행 또는 검토되고 있다. 대부분의 해외 전문가들은 앞으로 접속료가 원가주의의 직접 규제에서부터 신축적 규제를 통해 효율적 접속료로 이행될 것으로 전망하고 있다.
중형트럭에서 발생하는 배출가스 중 미량유해물질 발생 특성 연구

In Korea, Medium-duty trucks are classified into GVW (Gross Vehicle Weight) 3.5~10tons. MDTs are mostly used for logistics or delivery between regions. There have been studied on diesel fuel vehicles for SUVs(Sports Utility Vehicle) or light-duty trucks. But MDTs have been not studied. Therefore, this study have been used MDTs for characteristic exhaust emission. Test was carried out using the certification test mode (NEDC, New European Driving cycle) and the NIER mode in chassis dynamometer of the MDTs. And emission gas was analyzed for PN (Particulate Number), PN size distribution and aldehydes, VOCs (Volatile Organic Compounds), PAHs (Polycyclic Aromatic Hydrocarbons). This paper concluded that EURO-IV trucks produced more MSATs than EURO V trucks. Depending on the engine temperature, more MSATs were generated in cold temperature than in the hot start operation. However, the driving speed, the opposite results was obtained.

기존 통신사업자의 요금에 대해 적용되고 있는 가격상한제는 기업에게 비용극소화라는 강한 인센티브를 제공하기는 하지만, 램지요금이나 원가주의 요금과 괴리를 보이고 있다. 그런데 Laffont-Tirole은 '정확히' 예측된 거래량을 각 서비스의 가중치로 하고, 접속과 모든 서비스를 포함시키는 글로벌 가격상한제(GPC) 규제를 제안하였다. 이런 L-T 방식의 GPC는 램지요금을 사업자 차원에서 실현시키게 한다는 점에서 관심을 모았는데, 이는 고정비용에 대한 회수를 각 서비스 요금별로 최적화하기 때문인 것이다. 그러나, 규제를 모든 서비스로 확대하는 이런 규제방식은 규제완화의 정책방향과는 상충적이다. 이곳에서는, L-T방식의 GPC 특성에 대해 가격상한 `수준'에 초점을 맞춰 새롭게 분석함으로써, GPC를 통하여 램지 방식이든 원가주의 방식이든 그 적용이 가능하게 됨을 보이고 있다. 또한 원가주의로 규제할 경우, L-T방식의 (글로벌) 가격상한제는 접속을 포함한 모든 서비스를 규제 대상으로 할 필요가 없게 된다.. 즉, 규제대상이 되는 일부 서비스들의 총 비용과 고정비용을 구분해 낼 수 있기만 하면, 이들의 개별 원가구조를 파악할 필요 없이 (글로벌)가격상한으로 이들 서비스와 접속료를 손쉽게 원가주의로 규제할 수 있게 된다. 즉, 장기증분비용 방식에서와 같이 접속료를 직접 산정할 필요 없이 바스켓 서비스의 총비용만으로도 각 서비스를 원가주의로 규제할 수 있다는 것이다. Price-cap regulation was invented to introduce strong incentives for cost minimization by making regulated prices independent of the costs of the incumbent firm. Laffont and Tirole have proposed a strong case for global price caps(GPC). They consider all the final and interconnection services in one single price cap formula, using the correctly predicted output levels as optimal weights. One of the interesting characteristics of the global price cap is that it would implement Ramsey pricing in a decentralized fashion, which guarantees the retrieval of the regulated firm's fixed and variable costs. However, in practice, the inclusion of all the final and interconnection services in the basket would conflict with the ongoing deregulation policy. In this paper, the L-T type GPC is analysed focusing on the level of price cap and shows that the GPC could be used as a cost-based pricing rule as well as Ramsey pricing. Especially, in the case of cost-based pricing, it is unnecessary to include all the services in the basket. Instead, as long as sub-total cost or sub-variable cost structures could be separately identifiable, only the inclusion of those services would be enough. That is, needless to know individual costs of final and interconnection services, the services prices and interconnection charge could be regulated on the bases of costs, such as the firm's variable cost, long-run increment cost, or sub-total cost.

Objectives. Mesenchymal stem cells (MSCs) play an important role in the development and growth of tumor cells. However,the effect of human MSCs on the growth of human tumors is not well understood. The purpose of this study is to confirm the growth effect of palatine tonsil-derived MSCs (TD-MSCs) on head and neck squamous cell carcinoma (HNSCC) cell lines and to elucidate the mechanism of their action. Methods. TD-MSCs were isolated from patient with chronic tonsillitis and tonsillar hypertrophy. Two human HNSCC cell lines (PNUH-12 and SNU-899) were studied and cocultured with isolated palatine tonsil-derived MSC. The growth inhibitory effect of MSCs on HNSCC cell lines was tested through methylthiazolyldiphenyl-tetrazolium (MTT) assay. The apoptosis induction effect of MSCs on cell lines was assessed with flow cytometry and reverse transcriptase (RT)-PCR. Results. Palatine tonsil-derived MSCs exhibited a growth inhibitory effect on both cell lines. Cell cycle analysis showed an accumulation of tumor cells predominantly in G0/G1 phase with an increase in concentration of TD-MSCs, which was confirmed by increased mRNA expression of cell cycle negative regulator p21. Apoptosis of tumor cells increased significantly as concentration of cocultured TD-MSCs increased. Additionally, mRNA expression of caspase 3 was upregulated with increased concentration of TD-MSCs. Conclusion. TD-MSCs have a potential growth inhibitory effect on HNSCC cell lines in vitro by inducing apoptotic cell death and G1 phase arrest of cell lines.
