        This thesis makes a comparative study of Seoul National University and other national universities in order to improve efficiently the organization of collage offices of national universities in the aspect of operational plan. The reason why this thesis attempts to study a comparative administration is that it can look for an affirmative element to develop rational and more efficient educational administration through mutually examining where the colleges of national universities are placed and giving self-diagnosis of finding their merits and demerits. There are 125 national-public higher institutions in one space in one period in all over the country and there are 158 colleges in the relative important 19 national universities among them. As having a grasp of the actual conditions of these colleges, we can find the problems as follows: 1) Seoul National University is a national university to seek after truth as other universities do and its internal system is also not different from them. Neverthless, the problem is whether it is suitable that Seoul National University is governed by the special establish ordinance of it and other universities are governed by the establish ordinance of them, and the legal base of college offices of national university is not definite. 2) Because the number of lecture are assigned more to the professors of national universities who are appointed to posts than to the professors of Seoul National University who are appointed to posts and so it imposes more educational burden on the professors of national universities who are appointed of posts, it is difficult for them to concentrate their whole attention on their give positions which are assigned. 3) Because national universities are short of the absolute number of members in comparison with their offices, their offices are scatterd and confused, and they have many management staffs in comparison with the staff, the efficiency of business is lowered and the morale of the staff is depressed. 4) The practical use of its facilities and space is unsuitable. 5) The waste of budget is caused by the excessive expenditure of assigned persons' cost of activities. Therefore, the solutions of these problems runs as follows: 1) The establish ordinance of Seoul National University and that of national university must be synthesized. 2) The legal base to change the office of college administration into that of administrative room in the synthesized establish ordinance must be provided; the one-supplementary member of deans and the one administrative section chief must be placed under deans; there must be a system to maintain democratic mood that the heads of the departments, deans, dean's assistants and administrative section chief take part in deciding intentions; and so the administrative roon Bust do duty as a window for civil petitions of professors' classes, learning and studying support and the administrative support of students' school affairs. 3) The number of responsible lectures of dean's assistants must be reduced and mediates to four hours as deans do for concentrating then on their positions which are assigned. 4) The number of members must be increased according to the office quantity and the economical and social treatment mist be improved. For the staff's acting to the best of their specialty, who take part in administration, in climate of university which the high level of autonomy can be enjoyed, upgrading the quality of them and the work ability is no less connected directly with it than the exploitation of professor resources. 5) In the aspect of use of setups and space, the offices and the attached rooms must be improved: that is, one dean's room and one dean's assistant room must be set up each and the rest must be used in the other way. 6) The main cause of the cost of activity of assigned persons can be solved, if dean's assistants are reduced and mediated to one. Because the organization of office of the other national universities excepted from the subject of this study is similarly governed like this research on actual state of this thesis, it is expected that their organization of office will be governed more efficiently and rationally if this thesis is consulted and put to practical use.
