정책 네트워크 내 조직 간 관계발전의 선행요인 탐색: 미국 로스앤젤리스 지역사회 컨소시엄을 중심으로

정책 네트워크는 관련이해당사자 및 지역사회 조직 간의 협력적 거버넌스 체계이며, 이 네트워크 내에서의 협력관계는 각 조직의 전략적 선택에 의해서 자발적으로 이루어진다. 하지만, 이들 조직들이 어떠한 조건 하에서 어떠한 요인에 의해 서로 협력관계를 맺는지에 대해서는 많이 알려지지 않고 있다. 본 연구에서는 네트워크 내 조직간 양자관계(dyads)에 대한 소시오메트리 데이터를 수집하여, 행위자의 속성, 대상자의 속성, 관계의 속성 세 가지의 선행요인이 어떻게 이들 간의 관계의 발전정도에 영향을 미치는지를 수집하였다. 자료 분석 결과, 협력을 중시하는 행위자 조직이, 자신들에게 있어 전략적으로 중요한 조직과 선별적으로, 상호신뢰를 바탕으로, 깊이있게 협력하는 것으로 나타났다. Interorganizational network is an important vehicle for policy implementation and public service production and delivery. Hence, public managers need to help build cohesive collaborative relationships among community organizations. However, how individual organizations in the networks build a collaborative relationship with others is less known than it necessary. This study examined the factors of the process by which organizations develop their collaboration with other organizations participating in the network, using a sociometric data obtained from a group of public, non-profit, and for-profit organizations based in the South Los Angeles. The results reveal that the actor with a strong interest in collaboration selectively collaborates with those organizations that have strategic importance to them, to the extent that they have trust with each other.

Marine environment law to prohibit the ocean dumping of sewage sludge and livestock wastewater was conducted owing to increasing social awareness of the environmental protection. This legislation has banned the ocean dumping of waste, including all kind of food wastewater and strengthened the acceptable threshold of wastewater contaminants for companies with purifying water discharge facilities. This requires a higher cost for treatment of wastewater to wastewater discharge companies and demands its own treatment plant. In this study,, it has developed a low-cost equipment for filtering sludge in the sewage water by modifying the structure of drum screen and adopting the vibrational elimination method. Using this equipment, the procedure and cost for purification and subsequent retreatment of highly concentrated wastewater can be significantly reduced.

During photolithography process of semiconductor fabrication, photodecomposable quencher (PDQ) in chemically amplified photoresist neutralizes acid generated by secondary electron upon photo irradiation. Through this acid-base reaction, PDQ facilitates pattern quality improvement on semiconductor. In our previous study, we developed a multiscale model for 2 components system consisting of photoresist and photoacid generator. Herein, we proposed a newly developed 3 components system including PDQ to identify the effect of PDQ. The multiscale model based on density functional theory, molecular dynamics, and continuum dynamics reflects the chemical reaction including acid generation/diffusion, deprotection, quenching. By using this model, we compared pattern morphology between the two systems and confirmed effect of PDQ.

사진적 행위와 응시 -마이클 스노우의 <사진적 자화상>을 중심으로-

본 연구는 마이클 스노우(Michael Snow)의 작품 <사진적 자화상 Authoriza-tion>(1969)을 자크 라캉(Jacques Lacan)의 응시 개념을 바탕으로 분석했다. 사진은 그 이미지를 존재하게 하는 행위 자체이다. 따라서 그것의 밖에서는 그이미지를 생각할 수 없다. 그 행위는 이미지를 만들기 위한 촬영의 움직임뿐만아니라, 이미지를 받아들이고 응시하는 행위까지도 포함한다. 그렇기 때문에 사진은 실행중인 이미지이다. <사진적 자화상 Authorization>(1969)은 무엇이 재현되고, 어떻게 생산되고, 어떻게 지각되는 지에 대한 물음을 사진 그 자체의 행위로 보여준다. 이러한 사진적 행위에서 라캉의 무의식의 욕망적 관계로서의 응시이론이 어떻게 논의되고 적용되는지 살펴보았다. <사진적 자화상>의 거울 장치를 응시로서의 거울 기능으로 고찰하였다. <사진적 자화상>은 거울을 통해 보고 보여지는 관계 속에서 존재한다. 이미지와 지시대상 그리고 이미지와 작동자와의 관계를 포함하는 ‘이미지-생산순간’에서는 거울 장치와 그것을 마주 보고 있는 주체 사이에서 드러나는 응시에 중점을 두었다. 거울과 마주한 주체는 반복되는 촬영과정에서 계속해서 다른 나로 바뀌어 돌아오게 되며, 나를 불완전한 주체로서 욕망하게 한다. 이 분열지점에서 욕망하는 주체는 결핍으로서의 대상a와 연관된다. 그리고 이 지점에서 응시가 나타난다. 여기서 응시는 스스로를 감추면서 드러내는 욕망의 결핍이다. 이미지와 관람자와의 관계로 얘기할 수 있는 ‘이미지-수신순간’에서는 의태의 얼룩 기능 그리고 스크린 기능을 중점으로 응시의 특성을 다루었다. 의태활동은 모방과는 차이가 있고, 이것은 응시와 시선의 차이와 관계한다. 모방이 주체의 눈의기능을 통한 시선에 의한 것이라면, 응시는 주체가 자신을 드러내면서 감추는 위장술에 의한 것이다. 그리고 스크린은 주체의 삭제되어버린 이미지를 드러나게해주는 것으로 이해할 수 있다. 스크린은 내가 보는 응시가 아니라 타자의 응시가 드러나는 곳이다. 거울 앞에 선 관람자는 스스로 거울의 얼룩이 되어 그 작품속을 채워 넣는다. 대상a를 보고자 하는 욕망으로서의 주체는 눈속임에 사로잡히기도 하고, 그 너머에 있는 응시와 유희하기도 한다. 이러한 ‘이미지-행위’는 응시와 같이 움직이는 것을 볼 수 있다. 지시대상이 발산하는 환영적 이미지에서 응시가 출현하고, 이 응시는 푼크툼이 방출하는 환유적 힘과 함께 움직이며 지시대상 너머에서 욕망을 불러일으킨다. 곧 사진적 행위는 주체의 채울 수 없는 욕망을 그리고 결핍을 보고자 하는 욕망을 허락하는 것이다. 본 연구는 마이클 스노우의 작품<사진적 자화상>의 분석을 통해 사진적 행위에서 드러나는 주체와의 욕망적 관계를 응시로 규명하고, 또한 사진예술이 확실성에 대해 유동적인이라는 것을 규명하는 데 의의를 가진다. This study analyzed <Authorization>(1969) by Michael Snow based on the concept of gaze by Jacques Lacan. Photograph is an act itself that makes the image exist, so that the image cannot be considered outside of it. The act includes not only the movement of photographing to create the image, but also the act of accepting the image and gazing it. Therefore, photograph is an image executing. <Authorization>(1969) shows questions about what is reproduced, how it is produced, and how it is recognized, with an act of photograph itself. It reviewed how the gaze theory by Lacan as a relation of unconscious desires is discussed and applied in such photographic acts. The mirror apparatus of <Authorization> was considered as functions of mirror for gaze. <Authorization> exists in the relation of seeing and being seen through the mirror. Regarding the ``image-production moment`` including the relations between image and pointed object, and image and operator, the gaze between the mirror apparatus and the entity facing with it was focused on. The entity facing with the mirror continuously changes him/herself through the repetitive photographing process while desiring him/herself as an incomplete entity. The entity desiring in this division point is related to an object as deficiency. Here, the gaze is the deficiency of desire shown while hiding oneself. Regarding the ``image-reception moment`` that could be called the relation between image and audience, the characteristics of gaze were handled by focusing on the stain and screen functions of imitation. The imitation activity is different from copy, which is related to differences between gaze and sight. While imitation is based on sight of the entity``s eyes, the gaze is based on the entity``s camouflage showing and hiding him/herself. The screen can be understood as something showing the deleted image of the entity. Screen is not my gaze, but a place showing other``s gaze. Audience in front of the mirror becomes a stain on the mirror, and then fills the work. Sometimes, the entity as a desire to see the object a is fascinated by tricks or plays with the gaze beyond it. Such ``image-act`` can see something moving just like gaze. The gaze appears in the illusionary image released from the pointed object, and this gaze arouses desires beyond the pointed object by moving together with the metonymic power released from punctum. In other words, the photographic act allows the entity``s insatiable desire to see the deficiency. The significance of this study is to examine the relation of desire with the entity shown in the photographic act, and also to reveal that photography is fluid with certainty, through the analysis on <Authorization> by Michael Snow.

본 연구는 통계적 기법을 이용하여 2001년 이후 발주된 최저가낙찰제도 대상 조달청 시설 공사의 전체 투찰률과 공사 종류, 기업 규모, 투찰 금액, 공종별 투찰률 등을 분석함으로써 건설업체의 투찰 행태와 최저가낙찰제도의 문제점을 고찰하였다. 최저가낙찰제 하에서 건설공사의 투찰률이 하락하고, 투찰 행태가 저가와 고가의 유형으로 양극화되면서 최저가낙찰제도 시장이 건설업체들의 투찰 전략에 따라 왜곡될 가능성이 높은 것으로 분석되었다. 또한, 최저가낙찰제도의 문제점을 보완하기 위해 도입된 저가심의제도가 제대로 작동하지 못함에 따라 제도 개선이 필요한 것으로 나타났다. 따라서 보다 더 효과적으로 저가 투찰을 방지하기 위해서는 입찰자가 스스로 공사 물량과 단기를 산출하는 순수 내역입찰제도를 도입하는 것이 필요한 것으로 판단된다. This study analyzed bidding data for construction projects ordered by the Public Procurement Service under the lowest bidding system since 2001 by using statistical technique in terms of construction types, company sizes, bidding prices. This study brings out construction company's bidding practices and problems caused by the current lowest bidding system and suggests the way to mitigate the problems and to improve the lowest bidding system. The analysis shows the problem of winning a bid in abnormally low price under the lowest bidding system, feared at the start, was realized. As bidding practice has polarized with low and high price, the analysis shows that the lowest bid system's market has a high possibility to be distorted by construction companies' bid strategies. To complement the lowest bidding system's problem, the analysis shows that introduction of the bidding system using particulars where bidders. estimate construction quantities and unit prices by themselves is needed.

[기술논문] 원심력을 이용한 플라스틱 분쇄물의 연속형 탈수장치 개발

Dehydrating is a crucial part in the plastic recycling process. Without a proper dehydrating, the recycled product with a high qualty cannot be produced. The study developed the continuous-type dehydrator using centrifugal force to improve the dehydrating performance an recycling capacity. It proposed the structure to perform continuous feeding and dehydrating of crushed plastic waste concurrently. The structure was designed equipped with revolving drum, feed screw, insert screw, differential speed regulator, etc and determined the optimal process parameters through the several test to achieve the desirable results. Field tests using the prototypes verified that the developed dehydrator has efficient and excellent performance.
