The purpose of this study is to review the key issues of district boundary surveying and to suggest the improving plans for it. The key issues of district boundary surveying are as follows: (i) District boundary surveying is a part of cadastral confirmation surveying, (ii) is equal to cadastral resurvey project’s district, (iii) is able to maintain the uniformity in the process of assessing survey results. As results, we judged that the first and the second issue are misinterpretation of the doctrine including the standard or methods of district boundary surveying. But at the third issue, we still cannot be certain whether it is possible or not because multiple cadastral survey performers are involved. In this study, we suggest that 「cadastral confirmation surveying regulation」 should be revised. And also, the government has to (i) establish the standard regarding assessing surveying results within graphical area and (ii) support civil employees who oversee the evaluation with appropriate resources. 본 연구는 현행 지구계측량 관련 주요 쟁점으로서 (i) 그것이 지적확정측량의 일부분이라는 견해, (ii) 지적재조사사업 지구계측량과 동일하다는 견해, (iii) 측량성과 결정과정에서 통일성 유지가 가능하다는 견해에 대한 법리 검토를 수행한 후, 그에 관한 법․제도적 개선방안을 제시하고자 하였다. 검토결과, 지적확정측량의 일부분이라는 견해와 지적재조사사업 지구계측량과 동일하다는 견해는 지구계측량의 기준 및 방법 등에 관한 법리의 오해라고 판단하였다. 또한, 지구계측량 성과결정과정에서 통일성 유지가 가능하다는 견해에 대해서는 아직까지 시기상조인 상태인 점을 인정하되, 그에 관한 심도 있는 논의의 필요성을 제시하였다. 이와 같은 연구결과를 토대로, 지구계측량을 둘러싼 법ㆍ제도적 개선방안으로서 현행 「지적확정측량규정」의 용어 정의에 대한 개정(안)을 제시하였고, 도해지역에서의 지적측량성과결정에 관한 공통된 기준을 마련할 것과 성과검사를 담당하는 지적직공무원의 인력, 장비 및 기술력 등이 보충되어야 할 것을 제시하였다.
Citicoline Protects Against Cognitive Impairment in a Rat Model of Chronic Cerebral Hypoperfusion

Background and PurposeaaCerebral white matter (WM) lesions are frequently observed in human cerebrovascular diseases, and are believed to be responsible for cognitive impairment. Various neuroprotective agents can suppress this type of WM or neuronal damage. In this study, we investigated whether citicoline, a drug used to treat acute ischemic stroke, can attenuate WM lesions and cognitive decline caused by chronic hypoperfusion in the rat. MethodsaaAnimals were divided into immediate- and delayed-treatment groups. Those in the immediate-treatment group received a sham operation, citicoline (500 mg/kg/day), or phosphate buffered saline (PBS) treatment. Citicoline or PBS was administered intraperitoneally for 21 days after occluding the bilateral common carotid arteries. Rats in the delayed-treatment group were intraperitoneally administered with either 500 mg/kg/day citicoline or PBS for 21 days beginning on the 8th day after the operation. From the 17th day of administration, the rats were placed in an eight-arm radial maze to examine their cognitive abilities. After completing the administration, tissues were isolated for Klüver-Barrera and the terminal deoxynucleotidyl transferase biotin-dUTP nick end labelling (TUNEL) staining. ResultsaaIn the immediate-treatment group, cognitive functions were preserved in the citicolinetreated group, and WM damage and TUNEL-positive cells differed significantly between the citicoline- and PBS-treated animals. In the delayed-treatment group, there was no decrease in WM damage and TUNEL-positive cells, but cognitive improvement was evident for citicoline treatment relative to PBS treatment. ConclusionsaaThese results show that citicoline can prevent WM damage and aid cognitive improvement, even after a certain extent of disease progression. Citicoline might be useful in patients with acute ischemic stroke as well as in chronic stroke accompanied with cognitive impairment.
Ramsey Effect of Coherent Population Trapping in Anti-relaxation-coated Rb Vapor Cells

We examine experimentally and theoretically the Ramsey effects on the coherent population trapping (CPT) resonance in a paraffin-coated Rb vapor cell. The observed CPT spectrum in the Hanle configuration of the 5S1/2(F = 2)-5P1/2(F = 1) transition of 87Rb atoms consists of a narrow structure with a spectral width of 0.10 mG due to the wall-induced Ramsey effect and a broad structure with a spectral width of 23 mG due to the transit effect. Considering the velocity distribution of atoms and the number of wall-atom collisions, we numerically calculated the transmittance of the laser beam as a function of the longitudinal magnetic field. The experimental results of the CPT Ramsey interference were in good agreement with the theoretical results, and the dependences of the CPT Ramsey effects on the atom-laser interaction time were investigated in detail.
