Provisioning service, which is one of the ecosystem service functions, means goods and services such as food and fuel that people get from ecosystem. Provisioning functions are closely related to the primary industry, a sector of economy. Excessive demand and use of human society can cause trade-offs among regulation, cultural, and supporting services. Therefore, it is important to perform evaluation ecosystem services periodically and to monitor the time series fluctuations to identify the impact of provisioning services on other ecosystem services (trade-off) and to maintain sustainable provisioning service. When it comes to the precise assessment of provisioning service, it is necessary to get the statistical data and standardize indicators and methods. In this study, indicators and methods, which are applicable to the spatial level of national-local-protected areas, were derived through literature analysis and expert survey. The result of this study implies that provisioning services measurement by spatial level improve the efficiency of the establishment of environmental conservation plans by whose purpose.
BCl<sub>3</sub> 평판형 유도결합 플라즈마를 이용한 GaAs 건식식각

We studied BCl$_3$ dry etching of GaAs in a planar inductively coupled plasma system. The investigated process parameters were planar ICP source power, chamber pressure, RIE chuck power and gas flow rate. The ICP source power was varied from 0 to 500 W. Chamber pressure, RIE chuck power and gas flow rate were controlled from 5 to 15 mTorr, 0 to 150 W and 10 to 40 sccm, respectively. We found that a process condition at 20 sccm $BCl_3$ 300 W ICP, 100 W RIE and 7.5 mTorr chamber pressure gave an excellent etch result. The etched GaAs feature depicted extremely smooth surface (RMS roughness < 1 nm), vertical sidewall, relatively fast etch rate (> $3000\AA$/min) and good selectivity to a photoresist (> 3 : 1). XPS study indicated a very clean surface of the material after dry etching of GaAs. We also noticed that our planar ICP source was successfully ignited both with and without RIE chuck power, which was generally not the case with a typical cylindrical ICP source, where assistance of RIE chuck power was required for turning on a plasma and maintaining it. It demonstrated that the planar ICP source could be a very versatile tool for advanced dry etching of damage-sensitive compound semiconductors.
소유역(小流域)에서 토양(土壤) 유실(流失) 및 물 유출양상(流出樣相)

Soil loss and runoff were investigated in a small watershed located in Sangeo-ri, Yeoju-eup, Yeoju-gun, Kyonggi-do. The watershed with the area of 35 ha consists of forest, grassland, uplands and mulberry. V-notch type water tank. flow-meter, automatic water sampler and rain gauge were installed at the main outlet stream. Out of $1.037.9Mg\;35ha^{-1}$ of total annual rainfall. 17.9% was lost via run-off. The total amount of soil eroded was $152.2Mg\;35ha^{-1}$, of which $78.6Mg\;35ha^{-1}$ was suspended load and $73.6Mg\;35ha^{-1}$ ha was sediment load. The soil losses under different land uses were $16.02Mg\;ha^{-1}$ for upland annual Crops. $2.69Mg\;ha^{-1}$ for mulberry field, $0.58Mg\;ha^{-1}$ for grassland and $0.55Mg\;ha^{-1}$ for forest. The predicted soil loss by Universal Soil Loss Equation was approximately 20% underestimated in forest, grassland and uplands, and 32% underestimated in mulberry field. 여주군 여주읍 상거리 내의 임지, 초지, 밭으로 구성되어 있는 소규모 농업유역에서 (35ha) 유출 및 퇴사 탱크를 시설하고 $90^{\circ}V$노치를 설치하여 토양 유실 및 물 수지(收支)를 측정한 결과는 다음과 같다. 유역내 토양 유실량은 $152.2Mg\;35ha^{-1}$으로 유사량은 $78.6Mg\;35ha^{-1}$, 퇴사량 $73.6Mg\;35ha^{-1}$이였다. 유역내 물 유출량은 $65,018Mg\;35ha^{-1}$로 강우량 1,037.9 mm의 17.9 %가 유출되었다 토지 이용별 토양 유실량은 밭 $16.02Mg\;ha^{-1}$, 상전 $2.69Mg\;ha^{-1}$, 초지 $0.58Mg\;ha^{-1}$, 임지 $0.55Mg\;ha^{-1}$ 유실되었다. 토양유실 예측공식에 의한 토양 유실량의 예측치는 실측치보다 임지, 초지 및 밭은 약 20 %정도 과소 추정, 상전은 32% 정도 과소 추정되었다.

제주도 성산읍에 위치한 신양리 해안사구를 대상으로 퇴적환경을 분석하고 사구의 형성연대를 제시하였다. 이를 위해, 사구마루에 자동기상관측기기를 설치하여 지난 2년간 풍향과 풍속을 관측하고, 퇴적물에 대한 입도분포특성, 유기물함량, 탄산칼슘함량을 분석하였다. 연구지역의 하부층은 왕모래와 잔자갈 함량이 높고 탄산염광물의 비율이 낮았으나, 상부의 해안사구층은 탄산염광물의 비율이 높고 대부분 조립사로 분류 되었다. 자동기상관측자료는 이러한 모래 입자들이 주로 북동풍 또는 동풍에 의해 운반되었을 가능성을 높게 시사한다. 퇴적층에 협재된 유기물에 대하여 방사성탄소연대를 측정한 결과, 사구퇴적물이 쌓인 시기는 지난 3천년 이후로 추정된다. We analyze the sedimentary environment and suggest the age of the coastal dunes in Shinyangri, Seongsan-eup, Jeju Island. The wind data have been collected from the automatic weather station installed at the dune crest for two years, and the analyses of the grain size, organic materials and calcium carbonates were carried out from the samples in the study area. The dune is mainly composed of coarse and carbonate-rich sands, while the lower part of the dune contains much granules and pebbles. It is likely that these sands were transported by the strong wind from the northeast or the east. We conclude that the studied coastal dune has been developed since 3 ka, based on the radiocarbon dating of organic materials.

이 논문은 교육 관련 헌법 조항들의 개헌 논의를 다시 활성화시키는 계기가 되기를 기대하며, 현행 제9차 개정 헌법상 교육 조항들에 대한 구체적인 개헌안을 도출하여 제시함을 목적으로 한다. 이를 위해 현재까지 개헌 논의의 경과에 대한 분석과 교육헌법의 개헌안 도출 원칙을 찾았으며, 교육법 학자들을 대상으로 실시한 델파이 조사 결과 및 기존 개헌안들을 법리적으로 분석하면서 구체적인 개헌안을 도출하였다. 연구 결과를 요약하면, 기존 헌법과의 동일성 유지, 적극적 변화 도모 경계, 국민 기본권과 민주주의 보장 강화 방향 준수, 완전한 국민적 공감대 형성 과제로 제한, 과도한 명문화 경계를 교육헌법 개헌 원칙으로 제시하였다. 그리고 학습의 자유 규정 추가, 무상의 범위와 내용의 법률유보 조항 추가, 지방교육자치제도 보장의 명문화, 교육제도 법률주의 규정 조항의 표현 수정, 대학의 자율성을 대학의 자치로 하여 학문과 예술의 자유조항으로 이관 등을 핵심으로 하는 헌법 제31조와 제22조 개정안을 제시하였다. The purpose of this paper is to propose for revision of the Constitution of the Republic of Korea on education-related constitutional provisions(hereafter ‘education constitution’). A proposal focus on internal system, content, expression and so on. In order to achieve this goal, first of all, we look at the current discussions on propose for revision on education-related constitutional provisions. In addition, based on the Delphi survey conducted to understand the degree of convergence of educational law scholars' demands for constitutional revision, a concrete revision proposal is proposed through a legal theory review. As a result of our research, we present the principle of constitutional revision on education including to (ⅰ) maintain the same constitution as the existing Constitution, (ⅱ) prohibit active change, (ⅲ) abiding by the direction of strengthening the people's basic rights and democracy, (ⅳ) limitation to the task of full national consensus, and prohibit excessive legislation. And we propose concrete proposals for revision of article 31 and article 22 of the Constitution: (ⅰ) adding the right to learn, (ⅱ) adding a provision that National Assembly should provide by Act the scope and content of free compulsory education, (ⅲ) adding constitutional guarantee of local education self-governing system, (ⅳ) revising a expression relating to legal reservation of constitutional rights formation(Ausgestaltungsvorbehalte der Grundrecht), (ⅴ) moving the clause relating to autonomy of university from article 31 to article 22 of the Constitution.
