        삼나무 , 편백나무산출묘(山出苗)의 활착영향인자(Ⅰ)

        삼나무, 편백나무의 經濟林 造林에 있어서 활착율이 極히 低調한 事例가 往往 있었다. 이에 對한 영향 因子를 究明코저 一次로 1-1의 實生山出苗와 삼나무의 揷木苗를 供試材料로 하여 室外, 室內 OED green을 葉莖에 處理한 것과 無處理한 것을 午前, 午後 종일 室內에서는 4日間 乾燥處理한 後 침적처리 시험을 하였으며 아울러 함수율을 測定分析하였다. 處理된 苗木은 同一 條件의 苗床에 植栽하여 만족할만한 관리를 하였던 바 다음과 같은 結果를 얻었다. 1. 삼나무, 편백나무의 山出苗의 OED green처리는 室內와 室外間에 高度의 有意性이 있었으며 무처리의 경우 오전, 오후, 종일 間에도 高度의 유의성이 있었다. 침적처리는 유의성이 없었다. 2. 삼나무 揷木苗는 건조처리간에 고도의 유의성이 있었다. 건조시간과 침적시간과의 상호작용에 유의성이 있었다. (6時間 건조할 경우 8時間 침적하였을 때 效果가 있었다) 3. 室內에서 4日間 건조처리를 계속했을 때 2日 경과 後부터 활착율이 현저히 떨어졌다. OED green 및 침적처리는 유의성이 없었으나 무처리에 비해 좋았다. 4. 함수율은 9時부터 15時사이에 급속히 떨어졌으며 室內에 比하여 室外處理가 극히 낮았다. 5. OED green과 無處理間의 含水率은 差가 적었다.

        환경갈등을 바라보는 한국 신문사들의 시각과 정책적 함의

        This study tries to adopt the typology that can interpret relevantly the Korea’s past environmental conflicts and exerts to suggest some policy recommendations. Editorials and opinion columns within various Korean daily, regional, and economic newspapers are collected as a sample by focusing on the period from Jan. 1, 1999 to Apr. 21, 2010. The key sentences from the collected sample are selected and those selected sentences are classified into the five particular types of categories contrived by this study. This study utilizes a thematic analysis as a method of sorting out the selected sentences into one of the following five types of categories, which are the problems of 1) relation, 2) value, 3) situation/emotion, 4) structure, and 5) fact. According to the results of analysis, the newspaper editorials and opinion columns indicate that the Korea’s past environmental conflicts have been involved the most with the structural problem, but the least with the factual problem. Hence, in order to respond to the future environmental conflict of Korea, before anything else, it should be considered for Korea to ameliorate the existing laws and their related procedures. However, if referred to the rising concern on governance from the Korean society especially since 1990s, the governance that reflects effectively informal institutions, such as the Korea’s traditional customs, moral ethics, or social norms, should be considered seriously rather than improving the existing laws or initiating a new type of law. 본 연구는 과거 한국 사회에서 벌어졌던 환경갈등을 의미 있는 범주들로 구분하고 그에 대한 정책적 함의를 도출하고자 하는 일종의 시험적인 연구라 할 수 있다. 1999년 1월 이후 약 11년 간 전국종합일간지, 지역종합일간지, 경제지를 대상으로 한국의 환경갈등 또는 환경분쟁을 내용으로 다룬 사설과 오피니언 칼럼을 표본으로 추출하였다. 추출된 표본으로부터 각각의 환경갈등 핵심을 표현하는 문장들을 선별하고, 선별된 문장들은 내용분석 기법인 주제 분석을 통하여 본 연구가 채택한 1) 관계의 문제, 2) 가치의 문제, 3) 상황/정서의 문제, 4) 구조의 문제, 5) 사실의 문제라는 다섯 가지 유형의 범주로 분류하였다. 분석결과에 의하면, 한국의 신문사설과 오피니언 칼럼은 과거 한국의 환경갈등이 구조의 문제와 가장 관련성이 높다는 점을 지적하였고, 반면 사실의 문제는 가장 관련성이 낮다는 점을 지적하였다. 따라서 미래 환경갈등 해소를 위해 구조의 문제인 법과 관련 절차들에 대한 개선이 우선적으로 고려되어야 할 것으로 보인다. 그러나 1990년대부터 한국 사회가 본격적으로 관심을 기울이기 시작한 갈등해소 기제로서의 거버넌스를 고려할 때, 단순히 기존의 법을 재정비하거나 새로운 법을 만들기보다는 한국 사회의 관습, 도덕적 윤리, 사회적 규범 등을 고려하는 비공식적 측면의 제도를 충분히 반영할 수 있는 거버넌스에 대한 고민이 필요하다고 판단된다.

        흰쥐 횡격막 신경근 표본에서 전기적 신경자극의 빈도가 부분 연축억제에 미치는 효과

        Background : This study was designed to determine whether presynaptic receptor blockade could be differentiated from postsynaptic receptor blockade by examining the effect of increasing frequencies of indirect stimulation on partial twitch depression in vitro rat phrenic nerve hemidiaphragm preparations. Methods: After isolating rat phrenic nerve hemidiaphragm preparation, T200/T1 ratio (twitch height of the 200th stimuli divided by that of the 1st stimuli) at frequencies of 0.2, 0.5, 1.0, and 2.0 Hz using a drug concentration which provided approximately 20% twitch depression at 0.1 Hz was calculated. To compare T200/T1 ratios with TOF ratios, 2.0 Hz TOF response was measured immediately after 200th stimuli at either frequency of stimulation. Results : Hexamethonium caused a marked decrease in T200/T1 ratio at 0.5∼2.0 Hz of stimulation, whereas α-bungarotoxin caused no change in T200/T1 ratios at up to 2.0 Hz of stimulation. The T200/T1 ratios produced by d-tubocurarine, vecuronium, mivacurium, and rocuronium located intermediate between α-bungarotoxin and hexamethonium, however significant differences among four drugs were found at 2.0 Hz. The propensity for decrease in T200/T1 ratios at 2.0 Hz might differ from this study: hexamethonium >d-tubocurarine >rocuronium >mivacurium = vecuronium >α-bungarotoxin. T200/T1 ratios at 2.0 Hz were not different from TOF ratios. Conclusions : When the observed effects in this study were provided with result of α-bungarotoxin acting predominantly at postsynaptic receptors and hexamethonium acting predominantly at presynaptic receptors, the effects of nondepolarizing muscle relaxants at each binding site could be differentiated by examining the T200/T1 ratios at 2.0 Hz.       • 지방분권 강화를 위한 지역 간 역대 전략

        The purpose of the study is to draw out more effective ways for strengthening decentralization and present practical and comprehensive action plans based on the analysis results at this time. For this, the study carried out integration and typology of inter-regional solidarity strategies for strengthening decentralization. The findings of the research were as follows. First, on the basis of “the level of regional solidarity” and “the spatial scope of solidarity,” the inter-regional solidarity was classified into three types - regionally limited solidarity, broad solidarity, and nationwide solidarity. Second, adding new ideas to the existing inter-regional solidarity strategies, the study integrated the tactics focused on the typology. Third, from a survey, the research confirmed a consensus about the need for “the strengthening decentralization” and “the inter-regional solidarity.” Fourth, the preference analysis using AHP Method showed the most favorable approach to the regionalization was the “broad solidarity,” followed by “the nationwide solidarity” and the “regionally limited one” respectively. Fifth, for the coming up with action plans of inter-regional solidarity strategies, five basic policies were formulated: being “residents-centered, prioritization for “choice and concentration,” raising inter-connectivity, creating performances through “enactment,” and “escalation” of all types. Sixth, as practical means for the inter-regional solidarity, the review suggested some sensible measures: improving relevant rules and regulations; building up cooperation among related authorities; setting up mid- and long-term road-map toward decentralization by each local government; mounting a publicity campaign and having education on a regular basis; expanding financial support by the central and local governments; and more. In addition, the study advised some policy proposals for the reinforcement of the decentralization such as setting up an environment for mapping out and implementing the mid- and long-term road-map; increasing associated subjects’ participation in consolidating the public-private governance; promoting education and advertisement; finding out the central and local government-funded programs; and leading the improvement of related policies and laws.

      • 자치분권 강화를 위한 부산시 대응전략

        This study focuses on two primary purposes. First, we will present the direction necessary for strengthening ‘local autonomy and decentralization’ by discovering the tasks to diagnose and improve actual conditions of ‘local autonomy and decentralization’ in Busan. Second, “the master plan for local autonomy and decentralization” of President Moon's Government will be re-interpreted, and cooperative response measures of Busan Metropolitan City for effective promotion of theirs‘ among the 6 major strategies and 33 projects. To this end, the promotion trends of strengthening of ‘local autonomy and decentralization’ in the government and Busan Metropolitan Government were analyzed, and a survey was conducted on 31 experts related to ‘local autonomy and decentralization’. The main contents of survey are as follows: evaluation of each field of Busan Metropolitan City’s performance for strengthening ‘local autonomy and decentralization’, prioritization of 6 major strategies and 33 projects of “the master plan for local autonomy and decentralization, findings of counterstrategies for strengthening ‘local autonomy and decentralization’, and so on. Finally, analysis results are interpreted and the implications are presented. Next, vision system chart(proposal) has been suggested for organizing basics to strengthen ‘local autonomy and decentralization’ centered on new vision as part of the correspondence strategies for strengthening ‘local autonomy and decentralization’ of Busan Metropolitan City. In addition, 4 different strategies for responding to each field are presented. They include a strong demand for fiscal decentralization and strengthening of self-governing capacity, promotion of abiding by the principle of decentralizing first and then supplementing gradually, seeking to strengthen residents’ participation to administration and policy and administration by governance, requesting to adhere to the principle of neighborhood autonomy and subsidiarity. In particular, 8 strategies and 22 action plans were suggested in conjunction with “the master plan for local autonomy and decentralization” of government. Finally, policy proposals has been suggested in four aspects. First, Busan Metropolitan City must enhance image of a leading city of ‘local autonomy and decentralization’ through holding proclamation ceremony of vision about ‘local autonomy and decentralization’ with participation of residents. Second, Busan Metropolitan City needs to strengthen feasibility of 33 projects of “the master plan for local autonomy and decentralization by the phased and customized responses. Third, affairs of local government which can be devolved must be continuously examined and their devolution must be practiced through cooperation between the city government and the Gu&Gun governments. Fourth, another movement for constitutional amendment proceeded by a decentralized pattern must be accelerated together with residents.

        학병세대 작가 이병주를 통해 본 탈식민의 과제

        학병세대 작가 이병주는 서구적 합리주의를 전범으로 한 자유주의와 일본제국의 국가주의 사이에서 길항하며 자기의식을 형성했다고 볼 수 있다. 식민지 체험세대 지식인의 이러한 체험과 자기의식이 고스란히 스며들어 있는 작품이 바로 이병주의 소설들이다. 특히, 그의 작품들은 자유주의 지식인이 해방 전후와 현대 한국역사의 격동기를 어떻게 헤쳐 나갔는지, 그리고 어떻게 그 경험을 기억하고 서사화하는지를 탐색하기에 적절하다. 따라서 여기에서는 우선 자유주의와 국가주의의 길항관계를 염두해 두고, 식민지 체험세대 지식인 이병주가 한국 근현대사를 재현하는 양상을 탐색해 보았다. Lee Byeong-Joo, an author of the student soldier generation, appeared to form a self-awareness during the antagonism between liberalism, which modeled Western rationalism, and the nationalism of the Japanese empire. It is Lee Byeong Joo’s novels that reflected the unimpaired experience and self-awareness of an intellectual who was of the generation experiencing the colonial age. In particular, his works are appropriate for seeking out how liberal intellectuals overcame their situations around the time of the liberation period as well as the turbulent period of modern Korean history, and how they remembered and narrated such experiences.
