국가균형발전정책이 구체적으로 추진된 건 참여정부 시절부터. 참여정부는 이를 뒷받침하기 위해 국가균형발전특별회계를 만들어 재정적인 지원을 제공하였다. 이 같은 정책은 이명박 정부에이어서 박근혜 정부까지 계속 유지되고 있는데,그 목적과 전략, 성격은 조금씩 변화하고 있다.박근혜 정부 지역발전 정책의 특징을 살펴보는 한편, 앞으로 지역발전특별회계가 해결해야 할 과제들을 살펴본다.

The purpose of this study was to evaluate the relationships between the mixing ratio and water vapor sorption property of charcoal-based loess composites for furniture & building materials with environmental friendly. Charcoal-based loess composite can be easily made by blending method with water. But the composites had much brittle fracture pattern with the increase of charcoal content. That is due to the lack of loess that takes linkage role of composites. In water vapor sorption properties, adsorption ability of charcoal was about six times higher than that of loess. Therefore, vapor sorption ability was maximum at the mixture ratio of charcoal 80% and loess 20%. It is considered that wood charcoal based inorganic composite materials can be used for various purposes as a building interior & exterior and furniture members.

This research was carried out to examine the FIR (far-infrared rays) emissivity and emission power of five types of flooring board by the mixing ratio of charcoal and loess, and the physical property of five types of injected flooring board by the amount of mixture. Type D was appeared the most high value of FIR emissivity and emission power. But there was a little difference among the five types of flooring board values. In physical properties, control type flooring board and injected flooring board showed a similar tendency. Among the domestic trees, all of hard wood seems to be used to surface wood for strong hardness flooring board. But a coniferous tree was not.
공침법에 의해 제조된 Magnetic Iron Oxide (MIO)를 이용한 수중 인 흡착 특성

This study was carried out for characterization of MIO synthesized in our laboratory by co-precipitation method and applied isotherm and kinetic models for adsorption properties. XRD analysis were conducted to find crystal structure of synthesized MIO. Further SEM and XPS analysis was performed before and after phosphate adsorption, and BET analysis for surface characterization. Phosphate stock solution was prepared by KH2PO4 for characterization of phosphate adsorption, and batch experiment was conducted using 50 ml conical tube. Langmuir and Freundlich models were applied based on adsorption equilibrium test of MIO by initial phosphate solution. Pseudo first order and pseudo second order models were applied for interpretation of kinetic model by temperature. Surface area and pore size of MIO were found 89.6 m2/g and 16 nm respectively. And, the determination coefficient (R2) value of Langmuir model was 0.9779, which was comparatively higher than that of Freundlich isotherm model 0.9340.
