지방자치단체는 중앙정부로부터 위임을 받아 사회취약계층에게 일자리를 창출하는 정책을 펼치고 있다. 노인고용정책은 노인복지와 사회통합을 위한 정책과제이므로 그 추진체계의 영향에 대한 연구가 필요하다. 본 연구는 울산지역을 중심으로 추진되는 여러 고용정책 중에서 노인의 참여비율이 높은 보건복지부의 ‘노인일자리사업’ 실태를 분석하여 지역노인고용정책 추진체계의 특성을 연구하였다. 한 지역의 사례연구를 통해 중앙정부 및 지방자치단체 차원의 실태와 현상을 파악할 수 있기 때문이다. 울산지역의 노인고용정책추진체계에 대한 실태를 분석한 결과, 지역추진체계의 특성이 중앙집권적이어서 성과에 대한 주관적 효과성은 비효율적임으로 나타났다. 노인의 소득보장을 위한 지역노인 고용정책은 기본적으로 국가위임사무임으로 중앙정부가 책임져야 한다. 그러므로 첫째, 중앙정부가 기능을 중심으로 전문적이고 체계적인 거시적인 노동정책을 추진하여야 한다. 둘째, 지역사업 추진체계에서 중앙의 집행기능이 지방으로 이양되어야 할 것이다. 지방자치단체가 주체세력으로 총괄적인 노인고용정책을 추진하면 사업내용이 지역의 특성에 맞고 지역민의 수요에 부합할 수 있을 것이다. 셋째, 국가위임사무이므로 사업비용으로 지방비가 투입될 필요가 없다. 따라서 중앙정부와 지방정부의 기능배분을 명확히 하고, 국가위임사무의 비용은 중앙이 보장하는 원칙에 따르는 지방분권형 추진체계의 운영이 대안이라고 할 수 있다. 장기적으로 노인고용정책 수행의 기능과 재원에 대한 후속 연구과제가 필요하다. Local government is authorized from central government to execute policy to create jobs for needed. Through a case study of one area, we can know the general status and the phenomenon between central government and regional government. This study goes over employment policy executing system`s current status around Ulsan Metropolitan City : ``the Aged Employment Business`` of ‘the Ministry of Health and Welfare’. As a result, participant were limited to beneficial only and their (and experts) had low subjective evaluation, which is result of, again, the executive functions were concentrated to central government. Regional senior employment plan for senior`s income protection, by default, is something central government should be responsible of. First, the Ministry(the central government) has to carry professional, systemic, and national-wide employment policy. Second, corresponding executive function should be delegated to each region which will allow customization of each plan to meet their own need and their expertise. Third, regional funds should not be used because it is national business. Therefore, clear separation of the function between central government and regional government, and guaranteed central government`s funds` regional executive plan is alternative solution to current issue.

개인용 컴퓨터를 이용한 MOS 소자의 소수 캐리어 수명 측정

lag measurement 법과 transient capacitance 법을 이용하여 MOS 소자의 소수 캐리어 수명을 측정하였다. 여러 가지 MOS 시료에 대하여 lag 측정법에 의하여 얻은 재결합 수명의 값은 과도전기용량법에 의해 측정된 발생 수명의 값과 잘 일치한다. 본 실험결과 이들 수명의 값들의 25.1μsec와 24.1μsec이다. 특히 실험의 자동화를 위하여 자체 제작한 실험 system(lag measurement system과 C-V plotter)을 개인용 컴퓨터에 접속하여 전산화하였다. The minority carrier lifetime of MOS device have been measured with the lag measurement method and the transient capacitance method. The values of recombination lifetime obtained by the lag measurement method are in good agreement with those measured by the tansient capacitance method for a variety of MOS sample. From this experimental result, the values of these lifetimes are 25.1μsec and 24.1μsec. Particularly, to achieve the automatization of experiment, self-made experiment system (lag measurement system and C-V plotter) have been interfaced with a personal computer.
