커뮤니티디자인관점에서의 경춘선 폐선지역 활성화를 위한 공간디자인 및 디자인메니지먼트 방안 연구

본 연구는 서울시의 경춘선 폐선부지에 대한 공원조성 기본계획 추진에 있어 지금껏 나타나고 있고 또 예견되는 문제점들을 도출하고 이에 대한 개선방안을 마련하여 성공적인 공간 디자인과 사후 운영이 될 수 있도록 시작되었다. 나아가 비단 본 사업뿐 아니라 아직 구상단계에 있는 ‘경의선’의 경우와 서울시와 여타의 공공기관에서 추진하려 할 크고 작은 공공분야의 사업에 있어서도 두루 적용과 응용이 될 수 있는 시책자료로서 활용될 수 있도록 하는데 연구의 목적이 있다. 이러한 본 연구의 목적을 네 가지로 정리하면 다음과 같다. 첫째, 서울시에서 추진하고 있는 “경춘선 폐선부지 공원조성 기본계획” 추진에 있어 문제점을 도출하고 개선방안을 제시한다. 둘째, 공원조성은 폐선부지 뿐 아니라 연접하고 있는 구역까지 포함한 전체 지역의 활성화를 촉진 할 수 있는 계획으로 추진되어야 하며, 이를 위해커뮤니티디자인 (Community design)의 관점에서 분석하고 방안을 제시한다. 셋째, 이러한 지역의 공간 구성은 지역이 갖고 있는 유ㆍ무형의 자원과 요소들까지 포함하여 디자인(Design)되어야 하고 이에 대한 분석과 방향을 제시한다. 넷째, 공원조성 후의 향후 운영과 관리방안인 디자인매니지먼트(Design management)모델을 제시 한다. This study deals with space design for area of GyeongChun Rail Line which will stop running after 2012 and its later design management. Main purpose of this paper is to suggest a model for Seoul City's park construction & management plan on GyeongChun Rail Line Area. Investigator focused on tangible external design like visuals, natural & social environment, as well as intangible emotional internal design that lies beneath. This paper shows suggestions on derived problems in design perspective. Also, it tries to dedicate to Seoul city’s afterward management plan by suggesting design management which will be made after space design. The categorized suggestions are as follows. First, researcher looked into Korea Railroad’s plan on GyeongChun Rail Line. ‘GyeongChun Rail Line’ is a railway that operates between Cheongnyangni Station in eastern Seoul and ChoonCheon Station, GangWon Province. It is 87.3km single-track railroad that carries luggage and passengers. However, due to double line tracking construction in some parts of the line, area from SeongBuk Station, Nowon, Seoul to GalMae Station, Guri, GyeongGi-Do will be stopped. Therefore, the area - 6.3km within Seoul district - will remain empty. Seoul city decided to renovate this area as “S-Line Park” Second is about Seoul city's space management plan on the area. The plan tells "It is going to make isolated green field in the area Green-Way which will link Mt.SuRak, JoongRang Stream, Han River and some other places. Also, as a core project to establish a park in Northeastern Seoul, “It plans to build Green City by connecting east-to-west green bridge(Green Seoul) and to make the area as core belt for community's art and culture improvement(Culture Street) and to revitalize the area as Festival Place. As a result, Seoul city expects to earn elevated brand image and regional economic prosperity. Third, researcher looked into Nowon-gu's basic plan on the area. Especially, researcher himself was participated in setting up this design plan. He found out ordinary park is not enough for community improvement so he urged to establish Nowon’s own design plan and put it into scholastic research. Fourth, researcher thought about concept, viewpoint and approach to community design. Fifth, Seoul city’s and Nowon-gu’s design scheme gave the researcher thoughts about basic concept of GyeongChun Rail Line in design perspective before its specific design to be made. Sixth, investigator proposed a model with 10 core objectives of space design combining design management and showed the model’s practical applications. Seventh, this paper studied about design management plan after GyeongChun Line’s design work. For this, researcher drew defects from Seoul City’s and Nowon-gu's plans on the area and suggested revised models. Eighth, categorical concrete strategic models were proposed to realize design managements mentioned above.
