해방을 전후한 강원도 동해안 지역의 공산주의 -동해안 속초·양양을 중심으로-

The eastern coast of Gangwon-do has been actively engaged in communist activities through farmers' associations since the Japanese colonial period. The communist movement in this area had two main routes. The communist movement in this area had two main routes. He, choi eu, is the most likely person to return from a proletarian activist in Japan. Another radio route was through the coastal port city. During the Japanese colonial period, factory workers and dock workers gathered as port cities such as Vladivostok, Hamkyungdo Chungjin, Heungnam and Wonsan developed. In addition, the northern line of the East Sea was opened in September 1929 from Anbyeon to Goseong, and on December 1, 1937, it was opened from Anbyeon to Yangyang. Due to the development of the sea route and railway, local residents such as Sokcho and Yangyang in Gangwon Province also flocked to port cities where there were many jobs. Moples (International Revolutionary Movement Victims Relief Association: 1927-1929) centered on Lee Dong-hwi spread to port cities, and it seems to have spread naturally to Sokcho Yangyang area in Gangwon-do. In particular, the farmers' unions in Yangyang, Gangwon Province were rapidly classed and revolutionary reddish; with the liberation, this area was placed under the rule of the Soviet army and communism was settled naturally. Under artificial rule, specific socialist institutions were established, including free confiscation, land reform of free distribution, and equality of education; the area suffered severe trials during the Korean War.After the war, the area was incorporated into South Korea, and the title of Suhwel District was caught. 강원도 동해안 지역은 일제시대부터 농민조합을 통해 공산주의 활동이 활발하게 전개되었다. 이 지역의 공산주의 운동은 크게 두 가지 경로 있었다. 하나가 일본 유학생이 공산주의자가 되어 전파한 경우이다. 일본 유학과정에서 무산자활동을 하다 돌아온 최의같은 인물이다. 또 하나의 전파경로는 해안 항구도시를 통해 이루어졌다. 일제시기 블라디보스톡, 함경도 청진, 흥남, 원산 등 항구도시가 발달하면서 공장노동자와 부두노동자들이 모여들었다. 또한 동해북부선은 안변에서 고성까지 잇는 철도가 1929년 9월에 개통 되었고, 1937년 12월 1일에는 안변에서 양양까지 개통되었다. 뱃길과 철도의 발달로 인근 강원도 속초, 양양 등의 지역 주민들도 일자리가 많았던 항구도시로 몰려들었다. 이동휘를 중심으로 한 모플(국제혁명운동희생자구원회: 1927~1929년)이 항구도시에 전파되면서 자연스럽게 강원도 속초 양양지역까지 퍼진 것으로 보인다. 특히 강원도 양양의 농민조합은 급속도로 계급화되었으며, 혁명적 적색화되었다. 해방이 되면서 이 지역은 소련군정의 통치하에 놓였고 자연스럽게 공산주의가 정착되었다. 인공통치하에서는 무상몰수, 무상분배의 토지개혁, 교육의 평등 등 구체적인 사회주의 제도가 정착되었다. 이 지역은 6.25전쟁 동안 혹독한 시련을 겪었다. 전후 이 지역은 남한에 편입되면서 수복지구라는 낮선 타이틀이 걸려버렸다.

The Effects of State Smart Growth Management and Local Contexts on Local Open Space Preservation

This study explores the effects of state smart growth management and local contextual factors—in particular, aspects of hierarchical governance and the political market framework—on local open space preservation. It takes into account state intervention in local affairs, including state requirements for local planning practices in general and for open space preservation in particular. It also tests local contextual factors such as political and informal institutions,interest groups, and community and physical characteristics, using hierarchical linear modeling. The findings suggest that counties are more likely to preserve open space when the state government strongly intervenes in local planning practices. The county manager form of government and high population density are negatively associated with open space preservation, while high demands for growth control and the presence of active environmental interest groups are positively associated with it.

Isolation of γ-Aminobutyric Acid Producing Lactobacillus brevis T118 from Sun-Tae Jeotgal and Its Glutamate Decarboxylase Gene Cloning

A γ-aminobutyric acid (GABA) producing microorganism was isolated from Sun-Tae Jeotgal, a Korean traditional fermented seafood. Two thousand presumptive lactic acid bacteria (LAB) isolates were screened for GABA production by thin layer chromatography. One isolate, T118, produced GABA profusely, and identified as Lactobacillus brevis. Growth of Lb. brevis T118 was examined during 120 h cultivation in MRS broth under different conditions. Lb. brevis T118 grew well at 30-37℃, initial pH of 4-7, and up to 5% NaCl (w/v). A gene, gadB, encoding glutamate decarboxylase (GAD) was cloned by PCR. gadC encoding a glutamate/GABA antiporter was cloned and gadC located immediately upstream of gadB, indicating gadCB operon structure. The operon structure was confirmed by reverse transcription (RT)-PCR. gadB was overexpressed in Escherichia coli BL21 (DE3) and recombinant GAD was purified. The size of recombinant GAD was 54.4 kDa by SDS-PAGE, which matched well with the calculated size from the nucleotide sequence.

Background : It is well known that non-rapid eye movement(NREM) sleep activates the occurrence of interictal epileptiform discharges(IED) in many epileptic syndromes. We performed this study to assess the effect of NREM sleep on IED in epileptic patients with organic brain lesions. Materials and Methods : We analyzed awake and sleep electroencephalopathy(EEG) recorded simultaneously after partial sleep deprivation in 50 patients. We calculated the awake and sleep spike index (ASI and SSI, spikes/epoch), and the percentage increase of ASI and SSI during sleep. Results : In the 50 patients, the lEDs were recorded exclusively during the awake state in 1 (2%) patient, and during the sleep state in 13(26%) patients. The SSI was higher in 44 (88%) patients, and the ASI was higher in 5 (10%) patients. The mean ASI and the SSI in patients with organic brain lesions were 0.058±0.121 and 0.148±0.187, and it was 0.081±0.150 and 0.174±0.226 in patients without organic brain lesions. There were significant increases in the spike index (P<0.05) during NREM sleep in both groups (n=36), but no significant difference in the percent increase of spike index (P>0.05). Conclusion : The IEDs were activated significantly during NREM sleep both in patients with and without organic brain lesions, but there were no differences in the degree of activation in both groups. The activating effect of NREM sleep was not correlated with clinical factors such as, frequent nocturnal seizures, frequent generalized tonic clonic seizures, type of epilepsy and taking anticonvulsants. We conclude that the routine EEG used to evaluate epileptiform discharges in epileptic patients should include sleep recordings after partial sleep deprivation.

Cefepime-induced neurotoxicity

Cefepime, a widely used fourth-generation cephalosporin, has been reported to cause neurotoxicity because it crosses the blood-brain barrier. Although cefepime-induced neurotoxicity (CIN) occurs in patients with renal dysfunction administered a high dosage, CIN has also been reported in patients with normal renal function administered the appropriate dosage. CIN is characterized by toxic encephalopathy and electroencephalography abnormalities, such as triphasic wave, currently renamed as generalized periodic discharge (GPD) with triphasic morphology, and nonconvulsive status epilepticus (NCSE). Toxic encephalopathy appears 2 to 6 days after cefepime administration and disappears 3 days after discontinuation of cefepime. Electroencephalography abnormalities in most reported cases are GPD with triphasic morphology rather than NCSE. CIN is reversible in most cases if early detection and discontinuation of cefepime is possible, which is the only definitive treatment; however, anticonvulsant therapy is unnecessary except for patients with convulsive seizures or definite NCSE. Emergent hemodialysis may also be helpful in life-threatening situations.

Continued existence of hotel enterprise is decided by a substantial menu development which is able to correspond to customers true desire flexibly in food and beverage field and offering high quality in food services and strategy program to cope with customer through for new customer satisfaction in service under unlimited competition in the rapidly changing global times, the 21th century. Therefore, the important point of view of this study is focused on the management depression in F&B which hotels in Kyong-Ju must solve in priority and diagnosis of the problem in strategic plan(program) to correspond to customer efficiently. It also lies the important meaning on the point making alternative plan in F&B and menu parts. Then, the result making a study of solving basic problem with F&B part of deluxe hotels in Kyong-ju are as followings. The first, as for importance and relationship between factor selecting hotel restaurant and factor having effect on selection of menus and foods, first of all, It feels keenly necessity of securing a wide variety of subsidiary facilities and developing menus based on value of customer service and serving distinct foods. The second, as for importance and relationship between operation standard of the factors that have effect for customer to select hotel restaurant and customer satisfaction, not only we must pay attention to the fact that customer wants to visit more the restaurant which has the good food services facilities and provides convenient places to access than others, but also we must meet the factor first of all. The third, as for importance and relationship between offer standard of the factors that have effect for customer to select hotel restaurant and customer satisfaction through that, it must be preceded to develop menus to coincide with various customers' desires and serve foods to have distinct taste and character. The fourth, the result to examine closely the difference between customer satisfaction and a group of factor that is extracted among factors to have effect for customer to select menus and foods is saying that it must be stressed to offer of standardized service with distinct foods which are based on qualitative improvement in service ability of employees.

This article examines the political context surrounding Cheonggyecheon and attempts to reveal the environmental issues that are strongly demanded by society today and in the future. Historically, the creation and management of Cheonggyecheon was the goal of women's politics. All kings of Joseon have managed Cheonggyecheon to protect their people from natural disasters such as floods. Among these princes, this article focused on the three kings Taejong, Sejong, and Yeongjo. The control projects of these kings can be viewed as creating a series of governance structures called ‘natural disasters-humans-gaecheon flooding-bureaucratic organizations’. In the era of Sejong, the ethics of right and wrong for the environment were being created due to the debate between humans, pollution of streams, and streams. In the era of King Yeongjo, the environmental concept of human-environment-disease-government record management was being created. However, during the Japanese colonial period, the Japanese government-general prepares three proposals when asked to reorganize the colonial Joseon society. The first was cover, second, the Cheonggyecheon elevated railroad, and third, the construction of a canal using the Han River. The Japanese chose to cover the Cheonggyecheon stream, but used it as a symbol of modernization. The Park Chung-hee government showed his political leadership by completing the Cheonggaecheon Covering Project. The Lee Myung-bak administration had many environmental and cultural ethics to consider while promoting the Cheonggyecheon restoration project, but it was reduced to a political project for the great power. From the Japanese colonial rule to the Lee Myung-bak administration, the administration of Cheonggyecheon was reduced to a political project of the government. 이 글은 청계천(淸溪川)을 둘러싼 정치적 맥락을 살피고 현재와 미래 사회에서 강력하게 요구하고 있는 환경윤리를 드러내고자 하였다. 역사적으로 청계천의 조성과 관리는 위민정치가 목적이었다. 조선의 모든 군왕들은 홍수 등과 같은 자연재해로부터 백성을 보호하기 위해 청계천을 관리해왔다. 이 글에서는 이들 군왕들 가운데 태종, 세종, 영조 세 군왕을 중심으로 살펴보았다. 이들 군왕들의 치수사업 분석을 통해 ‘자연재해-인간-개천치수-관료기구’라는 일련의 통치구조를 만들어 볼 수 있다. 세종시대에는 인간-개천의 오염-청개천(淸開川, 개천의 물을 맑게 해야 한다)의 논쟁으로 환경에 대한 옳고 그름의 윤리가 만들어지고 있었다. 영조시대에는 인간-환경-질병-정부기록관리의 환경개념이 만들어지고 있었다. 그러나 일제강점기 총독부는 식민지 조선사회의 개수를 요구받으면서 세 가지 안을 준비한다. 첫째 복개, 둘째, 청계천 고가철도, 셋째, 한강을 이용한 운하건설이었다. 일제는 청계천 개수안 가운데 복개를 선택했지만, 근대화의 상징으로 이용하였다. 박정희 정부에서는 청개천 복개공사를 마무리하면서 자신의 정치적 리더십을 보여주었다. 이명박 정부에서는 청계천 복원공사를 추진하면서 고려해야 할 많은 환경윤리와 문화윤리가 있었지만 대권을 위한 치적 사업으로 전락하였다. 일제강점기 이후 이명박 정부에 이르기까지 청계천 관리는 정권의 치적 사업이 되었다.

한국의 관내 분만율 현황

Purpose: This study aimed to analyze the rate of delivery within the jurisdiction of local governments in Korea. Methods: Information regarding the population, number of women of childbearing age, and number of births was extracted from the Korean Statistics Information Service, National Health Insurance Service, and health map of the National Medical Center. We defined the rate of delivery within the jurisdiction of the local government as the ratio of the number of deliveries delivered by maternity facilities in the region to the total number of deliveries of pregnant women living in the region. Results: The average nationwide delivery rate in the jurisdiction of local governments was 48.0%. The Si area was the highest at 54.9%, and the Gun area was the lowest at 22.1%. Compared to 2014, the national average delivery rate in the jurisdiction decreased by 4.3%; however, the gun area increased by 4.9%. The geographic maternity service area was 122 in 2014; however, this number decreased to 104 in 2020. Conclusion: The national average rate of delivery in the jurisdiction of local governments was 48.0%, and the rate decreased between 2014 and 2020.
