효율적인 시공간 보간을 통한 움직임 기반의 디인터레이싱 기법

본 논문에서는 EBMF(Edge Based Median Filter)와 3-Step AMPDF(Adaptive Minimum Pixel Difference Filter) 기반의 움직임 적응 디인터레이싱 알고리즘을 제안 한다. 움직임 적응 방법에서 중요한 요소인 motion missing에 의한 에러를 방지하기 위해 입력 영상을 4 가지 유형으로 구분하여 각 영상에 따라 다른 임계 값을 사용하여 정확한 화소 값을 보간 하는 AMPDF를 사용하며 움직이는 대각선 에지의 효과적인 보간을 위하여 에지에 따라 가변적인 후보 픽셀을 선택하는 EBMF를 사용하여 성능을 향상시켰다. 또한 성능을 높이기 위해 입력되는 영상을 움직임 영역, 정지 영역, 경계 영역으로 나누어 적응적으로 보간 하였으며 모의 실험을 통해 기존의 방법들에 비해 성능이 우수함을 보였다. This paper proposes a motion-adaptive de-interlacing algorithm based on EBMF(Edge Based Median Filter) and AMPDF(Adaptive Minimum Pixel Difference Fillet). To compensate 'motion missing'error, which is an important factor in motion-adaptive methods, we used AMPDF which estimates an accurate value using different thresholds after classifying the input image to 4 classes. To efficiently interpolate the moving diagonal edge, we also used EBMF which selects a candidate pixel according to the edge information. Finally, we, to increase the performance, adopted an adaptive interpolation after classifying the input image to moving region, stationary region, and boundary region. Simulation results showed that the proposed method provides better performance than the existing methods.

This study aims to analyse the situation of apartment management system and suggest improvement strategies. In Korea, rapid industrialization and economic growth had caused population concentration into urban area, which led to a housing shortage. In order to cope with this problem, government established and promoted housing supply policy like two million housing units plan in 1990's. Though mass supply of apartments could lessen the housing shortage problem, but this proliferation of apartments resulted in management problems. Considering these, this study tried to find several solutions and suggest policy directions for the effective apartment management. As research method, questionnaire survey was conducted in case study city, Jinju City, from Oct. 12th to Nov. 10th, 2009. In order to compare the opinions, the questionnaire was distributed separatedly to apartment managers and residents. According to analysis, apartment management system is not systemized yet and there are still frequent conflicts between apartment managers and residents. Thus many cases in questionnaire pointed out that management system must be flexible to meet the challenges ahead. However, the most important thing is to have good dialogue among residents, management and relevant authorities from local government. Moreover the establishment and amendment of Housing Law and introducing a mediation committee, education and fostering specialized personnels in college program were also suggested.

After venture capital firms introduced Korea at 1987, the number of firms and amount of fund increased very rapidly. Registered venture capital firms recorded 147 at the end of 2001 and the fund raised 2,940 Billion Won. Even though the investment amount and cases are increasing continuously, the ratio of IT is increasing rapidly, but non-IT is decreasing rapidly. Venture capitals are generally invested on the Early-stage by cases and amount. And on the IT industry, here again, we found venture capitals were invested on the Early-stage by cases and amount. Most of venture capital firms prefer equity acquisition and CB. But the new technology finance companies prefer stable invest, they invested relatively mature companies, which were already running business good. Even though government invested to corporate investment for venture capital activation, venture capital did not invested to venture firms, which invested like other financial institutions. The more government involves and the higher scale of investment, the higher the uninvested ratio.
