이 글은 고등학교 『시민윤리』교과서의 문제성 분석을 위해 제1장 시민사회의 특징을 검토하였다. 교과서 15쪽 분량의 1장에서, 부족한 기술, 정확하지 못한 설명, 불완전하고 부정확한 기술이 꽤 발견되는 데 필자는 실망하지 않을 수 없다. 첫째 그릇된 설명을 지적할 수 있다. 주제에 대한 이해와 지식을 바탕으로 정확히 써 독자에게 쉽게 이해되도록 해야 한다. 둘째, 일부 내용 기술에서는 저자의 느낌이나 주관이 들어간 것 같다. 객관적이지 못한 설명을 찾을 수 있다. 셋째, 짧고 쉬운 문장과 거리가 먼 불필요한 내용도 있다. 넷째, 중복된 표현을 계속 사용하여 산만하고 부자연스러운 느낌을 강하게 주고 있다는 점은 놀랍다. 다섯째, ‘들’이란 접미사를 안 붙여도 되는데 일관성이 없게 사용하고 있다. 마지막으로 몇몇 용어가 확실하지 않다. 장기적인 관점으로 보아 『시민윤리』교과서의 문제성을 극복하고 정확성을 기할 수 있는 노력이 정치학회의 차원에서 진행되어야만 할 것이다. 시민윤리분야의 충분한 연구축적과 다양한 시민교육 교과서의 공급과 그 내용에 대한 체계적이고 분석적인 비판이라고 하겠다. 이를 위해서는 시민교육교재 개발에 대한 한국정치학자의 큰 관심과 노력뿐만 아니라 우리 모두의 더 큰 용기(勇氣)와 창조성이 필요하다. 교과서가 완벽하다는 교과서 탐닉에서 벗어나 비판적 시각으로 교과서와 다른 학습 자료를 균형적으로 이용하고, 교과서 내용의 현명한 선택과 교과서 적응(text adaptation)을 위한 전략도 병행되어야 한다. This article suggests that writing the “Civics” textbook for high school students should include the following aspects: (1) avoidance of bias, misrepresentation, (2) accurate explanation, and (3) clear, easy and objective description. After reviewing the first chapter of the textbook “Civics,” we can find strengths and weaknesses of “Civics”. In order to improve the content of “Civics”, this paper focuses on its weaknesses and problems. The result is a little discouraging and contrary to our expectation. The “Civics” is sometimes poorly written and grammatically incorrect. And also using some subjective and ambiguous terms. To use “Civics” appropriately, we develop strategies: breaking up textbook addiction with primary sources, balanced diet of the textbook and other teaching materials, and wise selection of the text materials. It requires more courage and creativity.

이 글은 19세기이후 전개된 집단안전보장 레짐의 변천과정, 배경, 실패와 성공의 조건, 전망 등을 검토하고 있다. 최초의 집단안전보장 레짐인 유럽 협조체계, 국제연맹과 국제연합의 집단안전보체계라는 연속적인 집단안전보장의 역사적 변천과정에 대한 분석을 통하여 아래와 같은 사실을 끌어낼 수 있었다. 첫째, 집단안전보장체계는 모두 (강대국들 사이의) 전쟁의 산물이었다. 둘째, 집단안전보장체계 수정의 직접적 원인 역시 전쟁이었다. 전쟁은 기존 집단안보체제의 결함을 지적하고 수정할 수 있는 절대적 기여를 하였다. 셋째, 세 모델을 평가하면 유럽 협조는 대체로 약 100년 동안 집단안전보장 기능을 지속할 수 있었고, 국제연맹모델은 약 20년 동안 불완전하게 기능할 수 있었고, 국제연합모델은 약 50년 동안 마비되었다고 할 수 있다. 세 모델의 지속기간과 기능이 상이한 가장 큰 이유는 강대국들의 사이의 합의와 협동의 결여 혹은 그 성공 때문이었다. 자유주의자들의 낙관적인 전망에도 불구하고, 국제조직에서 주권국가들이 존속하는 한 힘의 정치(강대국의 합의)에 의한 집단안전보장체계 수정이 탈냉전시대에 가장 성공적일 것이란 결론을 내리고 있다. 비록 전쟁 없는 전쟁인 냉전이 그 배경을 이루고 있을지라도. This paper examines the background, transformation, conditions and prospect of collective security regimes since the 19th century. I analyze three historical models of collective security - the Concert of Europe, the League of Nations and the United Nations - in terms of realism and liberalism. All these historical models are outcomes of the Big War among great powers. Three Wars led to revision and adjustment of the established collective systems. The most successful was the Concert of Europe. Even though collective security is not the ultimate solution to preventing war, collective security by great powers (unanimous consent and accommodation) is essential to the revision and success of collective system in the post-cold war era. This analysis is undertaken as contribution toward a better understanding of future collective security regimes.

In the classical period, the Greek utopias were confined to a small island or city-state and could not escape from this limit. These utopias were narrow-minded, the polis in the classical period set limits to the cultural boundaries of Greek utopian thought. It was Alexander the Great who described the human brotherhood in which neither Greeks nor barbarians were. Zeno captured this idea and proposed us the first universal utopia. Zeno described One Great City . Zeno concentrated upon the World State. Thus we can find the vague origin of modern international relations and international law in Zeno’s utopia. Criticizing the Athenian bourgeois philosophy of Plato and Aristoteles, Evemerus, Ia mbulus and Theopompus make a vivid description of universal utopias. The Greek utopias in the Hellenistic period founded the modern utopias for the citizen of world state. These utopias have been playing a vital role in establishing world-scale utopias throughout the history. To conclude, we can use these utopias as a tool not only to trans form and destrroy the existing order but also to construct modern utopias.
