Background of Research Most of less developed countries(LDCs) consider agriculture as a main leverage to build their economies. Korea"s strategy for ODA has been supportive to help LDCs" goals and objectives as well as utilize it as a means of introducing Korea"s agricultural business into the countries. However, there is no single unified policy nor strategy that can be shared with all the agencies of ODA in Korea. Thus, this study aims to suggest implications and application ways by conducting various studies on the cases of selected ODA organizations. Method of Research This study utilizes previous research articles and reports, statistic references, on-site surveys, and an invitational seminar that was held in the Philippines with the participation of World Bank, ADB, JICA, KOICA, and the Department of Agriculture, and they presented their strategies and procedures, and shared their experiences with Korea. From the seminar, information and other necessary documents were collected and used for the study. Research Results and Implications Since there is no single nor unified strategic document on ODA, each relevant organization has implemented its own project with a different scheme. As a result, the partner country is prone to misunderstand the Korean agricultural and rural ODA. Based on the implications from other related international organizations, it is recommended that a unified policy/strategy be established for the sector. Also, individual projects need to be coordinated to be implemented in a partner country. In addition, it is recommended that a wholesome initiative be established for different agencies. Finally, the study makes recommendations concerning the official procedure of project demand survey and approval, implementation, monitoring and evaluation of project, and feedback to draw problems and future directions from the past.

N/A After URAA the global rice market has been liberalized significantly. Members of the WTO agreed to a process of tariffication, to bind those tariffs, and to subject them to reductions. Lowering tariffs and expanding tariff rate quotas (TRQs) will focus primarily on increasing Japanese and South Korean rice imports from the URAA agreements. These two markets are critical for expanding global trade in japonica rice. Recent tariffication by Japan has slowed the increase in minimum access imports and placed a high tariff on above-quota imports. In the meantime, U.S. rice experts to Japan and South Korea will likely increase due to their market expansion, especially japonica type of rice. However there s not been many research considering U.S. rice exports to Japan and South Korea even though the U.S. might be a major exporter to Japan and South Korea. Therefore, this research attempts to analyze U.S. exports to Japanese and South Korean import markets using econometric technique and simulate some possible scenarios related to WTO negotiations. The results show that U.S. export to Japan would have increased if Japanese tariffs decreased by more than 6% annually. In the case of South Korea, compared to the actual imports, U.S. export would have increased significantly in the scenarios from 4% to 8% decrease in tariffs. Based upon the WTO negotiations, South Korea will have to increase their rice imports, and Japan will likely be required to reduce its import tariffs. The U.S. and major export countries will seek to increase their market shares in both countries. Moreover, it is expected to focus on State Trading Enterprises (STEs), transfer to commodity-specific in domestic support category, and expansion in rice market access lowering tariffs in the ongoing and future rice trade negotiations.
