산업안전보건법에 의한 관리대상 유해물질 선정의 타당성 연구

According to the third study on the distribution of chemical substances carried out by the Department of Environment in 2006, there were a total of 900 chemical substances whose respective annual usage amount exceeded 1,000 tons and, among them, 90 substances belonged to the 168 hazardous substances requiring management(53.6%). The work-related illnesses caused by hazardous substances requiring management in Korea between 1992~2005 can be classified into four groups depending on the type of the chemical substances. These four groups are 23 organic substances including benzene, 12 metals including lead, 3 acids and bases including hydrogen chloride, and 6 gaseous substances including carbon monoxide. These hazardous substances requiring management were again classified depending on the threshold limit values. The chemicals whose TLV was lower than or equal to 0.005 ppm included 4 organic substances including methylene bisphenyl isocyanate and toluene-2,4-diisocyanate (TDI). The chemicals whose TLV was larger than 51 ppm included 22 organic substances including diethyl ether and 1,2-dichloroethylene. When we classified these hazardous substances requiring management according to the categories of GHS health hazards, we found that isobutyl acetate and magnesium oxide didn't belong to the 13 health hazard categories. Among the substances whose TLV is set and whose annual usage amount is more than 0.1 million ton, we recommended 12 chemical species including 4,4'-Methylenedianiline as new hazardous substances requiring management. All the recommended substances were found to be hazardous when we classified their health hazards.
방향족 탄화수소 화학물질 제조사업장의 MSDS 신뢰성 평가 연구

Reliable hazard and risk communication is needed to prevent the safety accident & occupational disease through right use of chemicals and MSDS(Material Safety Data Sheet) is mainly used as such a tool of communication. MSDS policy has been put into effect in order to prevent the safety accident & occupational disease through right use of chemicals and fulfill workers' right to know. If information on MSDS lacks reliability due to its inaccuracy, prevention of the various effects related with environmental safety & health in advance is not possible to achieve. The most essential thing regarding authoring MSDS is to exactly evaluate the composition and ingredients of the chemical and include reliability-guaranteed information. Therefore, in this study reliability was evaluated on MSDSs in 15 aromatic hydrocarbons(benzene, toluene, xylene, etc.) manufacturers and ways to secure reliability of MSDS were suggested. The results showed 93.5% of composition agreement rate and 89% of reliability on each section in MSDSs. In order to curb MSDSs with low reliability, examination on CBI(confidential business information) in MSDS, certification of MSDS, collection and verification of MSDS are suggested.
산업체 규모와 업종에 따른 MSDS 영업비밀 적용 실태조사 연구

Objective: This study analyzed the status of the application of trade secrets in MSDSs according to size and type of industry. The contents of the MSDS non-public approval policy are summarized. We suggest proactive improvement requirements related to the operation of the MSDS non-public approval policy. Methods: To review this subject, we selected 153 manufacturers and six importers in such fields as organic chemical production. The trade secrets application status and ratio (%) of MSDSs by industry size and industry classification were investigated. Improvements toward a proactive system related to the operation of the MSDS non-public approval policy under the Occupational Safety and Health Act(OSHA) were summarized. Results and Conclusions: According to the results, the trade secret ratio in MSDSs by industry size was 33% in workplaces with less than 50 employees, 23.1% in workplaces with more than 50 but less than 100 workers, 73% in workplaces with more than 100 workers, and 83.4% in workplaces with 300 or more workers. For the trade secret writing rate for MSDSs by industry, the highest was MOCCP (Manufacture of ink, paint, coating and similar products) at 80.9%. MOC (Manufacture of other chemicals) was the lowest at 16.2%. We propose four proactive efforts to minimize the administrative burden of implementation of the MSDS non-public approval policy. The results of this study can be used as basic data for policy improvements to make more effective use of MSDS.
