This study aims to propose a plan for community cooperation at universities located in provincial areas. Local universities in Korea are experiencing a double crisis due to the decline in university status due to local extinction and the stagnation of local cities, and the decline in admission rates due to a rapid decrease in the school-age population. The crisis of universities that began in the provinces is soon developing into a problem of universities in all Korean society. Since the early 2000s, universities have already been required to play a more expanded social role, breaking away from the traditional role norms of education and research. In this respect, this study focuses on how the role of universities within the community has changed and how recent universities cooperate with the community. Universities have traditionally focused on education and research functions, but since the 2000s, Korean society has attempted to transform into an entrepreneurial university centered on industry-academic cooperation by accepting the Western university innovation model. However, in the 2020s, local universities in Korea faced a new environment of a decrease in the school-age population and local extinction. Accordingly, universities are being asked for new changes that suit the Korean situation. In this direction, universities are developing into a structure that strengthens cooperation with local communities while shifting from the existing industry-academic cooperation model to a regional-based industry-academic cooperation model using university resources. Therefore, this study aims to find out the direction in which universities cooperate with local communities in accordance with recent policies, and to find out how local universities should cooperate with local communities in the future. First, the type of community cooperation as an industry-academic cooperation role of a university was investigated. This was analyzed through policies and regional linkage projects that can know the changes in the role of universities in the community. The role of universities was examined through balanced national development plans and industry-academic cooperation plans, and the types of cooperation were analyzed through 「Campus Innovation Park Projects」 and 「Local Government-University Innovation-based Regional Innovation Projects」. 「Campus Innovation Park Projects」 appeared as a model that shares the space and facility resources of universities. 「Local Government-University Innovation-based Regional Innovation Projects」 appeared as a model for sharing university knowledge and human resources. Second, in order to examine the university's community participation model, the case of regional cooperation between Wonkwang University and Jeonju University was analyzed. Wonkwang University appeared as a ‘university city-type' model that combines spatially and culturally with the local community. Jeonju University appeared as a 'regional problem-solving type' model that solves Jeonju's problems based on the university's expertise. Based on the above analysis, a form of combining Wonkwang University and Jeonju University models with local universities located in areas facing the crisis of local extinction was proposed as a community cooperation model. This is because the "university city type" model secures sustainability, and "regional problem-solving type" is a good methodology for community cooperation. This study has limitations in terms of data collection, such as substantially internal documents of universities or inability to access private data. In addition, as a study conducted from the perspective of universities located in areas facing regional extinction, it cannot be said to be a general plan for universities located in other areas other than these areas. However, it is judged that local universities can be provided as basic data in efforts to co-prosperity develop as subjects of the local community. 본 연구는 지방에 소재한 대학의 지역사회 협력 방안을 제시하고자 한다. 한국의 지방대학들은 지방소멸과 지방도시의 침체로 인한 대학 위상의 하락과 급속한 학령인구 감소로 인한 입학률의 저하로 이중의 위기를 겪고 있다. 지방에서 시작된 대학의 위기는 곧 한국사회 전체 대학의 문제로 발전하고 있다. 대학은 이미 2000년대 초반부터 교육과 연구라는 전통적인 역할규범에서 벗어나 보다 확장된 사회적 역할을 요구받아 왔다. 이런 점에서 본 연구는 지역사회 내에서 대학의 역할은 어떻게 변화하였고, 최근의 대학들은 지역사회와 어떠한 형태로 협력하는지에 관심을 둔다. 대학은 전통적으로 교육과 연구 기능을 주로 하였으나, 2000년대 이후 한국사회는 서구의 대학혁신 모델을 받아들이면서 산학협력 중심의 기업가적 대학으로 전환을 시도해왔다. 그러나 다시 2020년대 들어 한국의 지방대학은 학령인구 감소와 지방소멸이라는 새로운 환경에 부딪치면서 한국적 상황에 맞는 새로운 변화를 요구받고 있다. 이 같은 방향에서 대학은 기존의 산학협력 모델에서 대학의 자원을 활용한 지역기반 산학협력모델로 전환하면서 동시에 지역사회와 협력을 강화하는 구조로 발전하고 있다. 이에 본 연구는 대학들이 최근의 정책에 따라 어떠한 형태로 지역사회와 협력하는지 방향성을 살펴보고, 이들을 중심으로 앞으로 지방의 대학이 지역사회와 어떻게 협력해야 할지에 대해 분석하고자 한다. 먼저, 대학의 산학협력 역할로서 지역사회 협력 유형을 살펴보고자 지역사회내에서 대학의 역할 변화를 알 수 있는 정책과 지역연계사업을 분석하였다. 국가균형발전계획과 산학협력계획을 통해 대학의 역할이 어떻게 변화하였는지 살펴보고, 「캠퍼스혁신파크사업」과 「지자체-대학 혁렵기반 지역혁신사업」을 통해 협력 유형을 분석하였다. 「캠퍼스혁신파크사업」은 대학의 공간과 시설자원을 「지자체-대학 혁렵기반 지역혁신사업」은 대학의 지식과 인적자원을 협력하는 모델로 나타났다. 둘째, 대학의 지역사회참여 모델을 살펴보고자 원광대학교와 전주대학교의 지역협력 사례를 분석하였다. 원광대학교는 지역사회와 공간적, 문화적으로 결합하는 대학도시형 모델로 전주대학교는 대학의 전문성을 바탕으로 전주시의 문제를 해결하는 지역문제해결형 모델로 나타났다. 위 분석을 토대로 지방소멸의 위기에 직면한 지역에 소재한 지방대학에 원광대학교와 전주대학교 모델을 결합한 형태를 지역사회 협력모델로 제안하였다. 대학도시형 모델은 지속가능성이 확보되고, 지역문제해결형은 지역사회 협력 방법론으로 좋은 방법이기 때문이다. 본 연구의 한계는 실질적으로 대학의 내부문건이거나 비공개자료는 열람하지 못하는 등의 자료수집의 측면에서 한계점을 가진다. 또한, 지역소멸 위기에 처한 지역에 소재한 대학의 관점에서 진행한 연구로서 이들 지역외에 다른 지역에 소재한 대학들에는 일반적인 방안이라 할 수 없다. 그러나 지방의 대학들이 지역사회의 주체자로서 상생발전할 수 있는 노력에 있어서 기초자료로 제공될 수 있을 것으로 판단된다.
