블록체인이 통신업계의 가치사슬에 미치는 영향

2016년도의 일본경제산업성 시산에 따르면 블록체인이 영향을 미칠 가능성이 있는 시장규모가 67조엔이나 된다. 그러나 유력한 차세대 기술 중 하나인 블록체인에 대해서는 그 개요를 들은 적은 있어도, 자사의 사업에 어떠한 영향을 초래할지를 상상하고 있는 사람은 많지 않다. 비트코인에서 사용되는 기술을 바탕으로 거대한 시스템에서 데이터를 집중 관리하지 않고도 가치 기록이 요구되는 다양한 활용 사례에 대응 가능한 시스템으로 추출된 것이 블록체인이며, 현 시점에서는 금융계 Fintech의 활용사례가 앞서 검증되고 있다. 블록체인은 데이터 변조가 어렵다. 데이터 변경 이력을 시계열로 기록정보를 공개검증 가능성이 다운되지 않는 시스템 구성, 비교적 저비용으로 구축 가능이라는 특성을 가지면서도 현 시점에서는 개발 중인 기술로 보안 향상 외에 처리성능, 운용비용, 편리성, 확장성 등 해결해야 할 과제는 복합적으로 존재한다. 한편, 블록체인 기술은 향후 발전 가능성을 감안할 때, 아직은 여명기라고 할 수 있다. 인터넷이 정보를 혁신했듯이 블록체인은 가치에 대해 비슷한 혁신을 일으킬 가능성을 내포하고 있다. 이전의 PC통신과 같이 중앙집권적인 틀에서 공유되던 정보는 메일이나 www로 공유되는 시대로 넘어가 블로그, SNS 등 인터랙티브성을 가진 Web2.0 시대를 거쳐 IoT 시대로 진화하는 흐름 속에서 사회에 큰 영향과 혁신적인 발전을 가져왔다. 이와 마찬가지로 블록체인이 만들어 낼 혁신이 향후 사회를 크게 발전시키리라고 기대할 수 있다. 본 논문은 금융업계와 함께 블록체인과의 관계가 깊은 사회 인프라인 통신업계에서 블록체인의 의의, 영향을 살펴보고 있다. 블록체인이 가지는 성질상, 어느 통신 사업자가든 한 회사에서 맞붙는 테마가 아니기 때문에 해외 통신 사업자와의 공동 검증 활동 등 서서히 컨소시엄형의 대응이 나타나고 있다. 몇 가지 유스 케이스에서의 실제 비즈니스화가 진전되어 감과 동시에, 21세기의 가장 중요한 인프라 중 하나인 통신업계에는 블록체인 기술을 중장기적인 시점에서 파악해 계속적으로 이노베이션을 창출하는 기점이 되기를 기대한다. 본고의 내용이 그에 도움이 된다면, 더할 나위 없는 기쁨이다. 난치성 소아 간질에서 levetiracetam의 효과

목 적: 간질 환자의 20-30%는 난치성 간질로 알려졌는데, 기존의 항경련제나 새로운 항경련제에 반응하지 않는 난치성 간질환자에게 LEV를 부가요법으로 투여 후 효과와 부작용을 알아보고자 본 연구를 시행하였다. 방 법: 1989년 3월부터 2009년 3월까지 충남대학교병원 소아청소년과를 방문하여 난치성 간질로 진단받은 환자 중 6개월 이상 추적 관찰한 86명을 대상으로, LEV 투여 전 6개월간의 평균 경련 횟수를 기준으로 LEV외에 다른 항경련제를 추가하기 전까지의 평균 경련 감소 정도를 백분율로 분석하였다. 결 과: 86명의 환자 중 남자는 47명, 여자는 39명이었고, 발작 소실은 86명 중 44명(51.1%), 50% 이상 발작 감소는 86명 중 62명(72.1%)이었고, 19.8%는 변화가 없었으며, 5.8%는 발작이 증가했다. 나이, 동반질환, 발작형 및 치료 전 6개월간 발작 횟수는 발작 소실이나 50% 이상 발작 감소율과 관계가 없었다. 통계적으로 의미 있는 발작 소실과 50% 이상 발작 감소를 보인 경우는, 질병기간, LEV 투여 전 치료기간, LEV의 용량과 치료 전 사용한 항경련제의 숫자였으며, LEV 치료 기간과 뇌파는 발작 소실에만 의의가 있었고, 원인은 50% 이상 감소율에만 의의가 있었다. 부작용은 86명 중 40명(46%)에서 나타났고, 부작용은 기면, 과잉 행동, 과민성, 공격성, 피로 등이었으며, 대부분 일시적이거나 경미하여 치료 도중 소실되었다. 결 론: 난치성 소아 간질의 치료에 LEV의 부가 요법은 부분 발작뿐만 아니라 전신발작에도 효과와 반응이 좋고, 심각한 부작용도 없었다. Purpose : To evaluate the efficacy and safety of levetiracetam adjunctive therapy for reducing the rate of seizure frequency in children with intractable pediatric epilepsy. Methods : We reviewed the medical records of 86 patients with intractable pediatric epilepsy who visited our hospital between March 1989 and February 2009. Levetiracetam was included in the previous anticonvulsant regimen for at least 6 months and the reduction in the rate of seizure frequency was determined in follow-up examinations. We analyzed demographic data, seizure types, antiepileptic drug history, levetiracetam dose, adverse effects of levetiracetam therapy, treatment outcome, electroencephalogram findings, etc. Results : More than 50% reduction in the seizure frequency was observed in 62 of the 86 (72.1%) patients; 44 patients (51.1%) became seizure free, while the seizure frequency increased in 5.8% patients. The associations between seizure reduction rate and age, associated diseases, seizure types, and seizure frequency before treatment were not significant. However, the duration of disease, dose of levetiracetam, duration and frequency of anticonvulsant administration before levetiracetam therapy were significantly correlated. Electroencephalogram findings and the cause of epilepsy showed partial correlation. Forty (46%) patients showed adverse symptoms; the symptoms in the order of their frequency were somnolence, hyperactivity, irritability, aggressiveness, tiredness, etc. Conclusion : The findings of our study provide the evidence that levetiracetam adjunctive therapy is efficacious and well tolerated in various refractory childhood epilepsy cases.

민간조사제도 도입 및 관리에 관한 법률 연구

OECD국가 중에서 한국을 제외한 대부분의 국가에서는 민간조사 제도를 허용하고 있으며, 기업과 개인 등의 사건을 해결하는데 긍정적 역할로 많은 기여를 하고 있다. 민간조사(Private Investigation)는 타인으로부터 의뢰를 받고 적법한 범위 내에서 필요한 자료 및 정보를 수집하여 의뢰인에게 제공하는 서비스 활동이다. 민간조사업무는 국민 개인의 권리보호에 필요하며, 국가차원에서는 치안서비스의 확대와 국가경제 큰 도움이 될 수 있는 것이다. 외국은 우수한 인적자원이 확보되고 컴퓨터 보안, 범죄예방조사, 경비분야 등 각 분야의 전문가가 많이 나오고 있다. 또한 민간조사원들은 변호사의 조력자, 동반자로서 중요한 역할을 감당하기도 한다. 그러나 우리나라는 민간조사제도 자체가 금지되어 있어서 많은 수요자들은 음성적으로 심부름센터, 흥신소 등에 사건을 의뢰하고 있어서 오히려 국민들에게 피해가 고스란히 전달되는 부작용이 나타나고 있는 실정이다. 불법적인 심부름센터나 흥신소 등을 제도적으로 정비․규제하고 국가 차원의 자격인증 및 관리·감독을 통해 민간조사업을 건전하게 육성함으로써 국민에 대한 사생활침해 및 불법행위를 예방하여야 한다. 민간조사원의 역할은 법적테두리 내에서 사생활침해 등 문제를 최소화하면서 국민의 권익을 위해 공익침해 사실조사, 실종자 소재조사, 기업의 보안관리 및 지적재산권 침해조사, 보험금 부당 청구 등 보험관련 사항 조사, 소송사건 등 변호사의 위임 사항에 대한 사실조사, 온라인상 자료수집, 불법행위 감시, 각종피해 예방과 회복을 위한 사실조사 등 다양한 업무를 자격요건을 갖춘 민간인에게 사실조사를 할 수 있도록 권한을 부여하는 것이다. 따라서 미국, 영국, 일본 등의 탐정제도에 대하여 살펴보고, 우리나라 민간조사제도 도입과 관리방안 법률을 연구 해 보고자 한다. 내전형 및 외전형 소형 발전기 설계 및 해석

본 논문은 동일 용량의 영구자석 형 원주방향 자속 발전기를 내전형 및 외전형으로 설계 하여, 정상상태에서 발전기에 유기되는 역기전력와 코깅 토크 및 정류 회로 구성으로 발전시 발생하는 직류 전압을 2차원 유한요소 해법을 통해 특성 해석을 수행하였다. 또한, 3차원 모델링을 통한 체적당 증량을 산출하여 실제작시 사용되는 재질의 사용량을 비교 하였다.

현재 아몰퍼스 합금(Amorphous Alloys)을 적용한 고정자가 있는 축방향 자속 영구자석 전동기(AFPM 전동기)의 경우, Rolling 고정자 코어의 형태에 따른 제작 상 어려움이 있다. 또한, 구조적인 특성으로 인해, 설계 및 해석에 필수인 정확한 파라미터를 얻기 위해서는 3차원 전자기 특성 해석 기법을 필요로 한다. [1] 본 논문에서는 아몰퍼스 코어을 적용한 200W급 축방향 자속 영구자석 전동기를 설계 및 제작하였다. 또한, 전자기 특성 비교를 위해 재질에 따라 3가지 타입의 고정자를 제작 하였으며, 다이나모 평가 장비를 활용하여 시작품의 부하 시험을 수행하였다. 이를 통해 시작품 설계 및 해석 결과의 타당성을 검증 할 수 있었다.

외국인 실종자 찾기 프로세스에 관한 연구

현재 우리나라에는 출입국관리소 통계에 따르면 2020년 8월 31일 기준 외국인 2,110,610명 시대에 우리는 살고 있다. 우리사회의 모습은 과거와 달리 외국인과 함께 거주하고 활동함에 따라 사회문화 등 크게 달라지고 있다. 지하철을 타면 어느 칸에서나 외국인을 만날 수 있으며, 농촌에서도 외국인 새댁이 호미를 들고 밭을 매는 모습을 간혹 볼 수 있다. 법무부 통계에도 확인이 안 되는 외국인으로 등록되지 않은 불법체류자가 약 394,879명 정도 된다. 이러한 불법체류자 외국인의 경우에는 범죄안전에 사각지대에 놓여 있으며, 실종사건, 변사사건 발생 시에 신원파악의 어려움으로 장기미제 사건으로 전환되고 있다. 우리사회에 외국인이 함께 살고 있으나 현재 외국인에 대한 각종 범죄사건, 실종사건에 대한 정확한 범죄통계, 범죄예방대책, 부서 및 기관 간 자료공유부족으로 심각한 문제점 등이 발생하고 있다. 따라서 외국인 실종자 발견에 범국가적 네트워크 구축, 신속한 신고 및 발견 체계를 갖추기 위한 실종법, 시스템 구축·운영이 필요하다. 인공지능 검색기능을 활용한 프로파일링 시스템 개선방안

경찰은 실종관련 실시간 신고를 받고 있으며, 상황에 따른 실종관련어 검색시스템에 대해 정보검색 시스템 사용의 편리, 신속한 검색과 신뢰성 있는 결과를 필요로 하고 있다. 이에 따른 실종관련 단순 정보의 나열이 아닌 실종관련 요구 정보에 대한 정확한 공급과 함께 정보의 연관성, 문서별 정리까지 필요로 한다. 현재 경찰은 프로파일링 시스템에서 단순검색 기능을 활용한 실종관련 자료를 확인하는 한계점에 와 있다. 통신 모바일 장비가 확대되어 있는 상황에서 모바일에 대한 전용 검색엔진은 없는 실정이다. 따라서 모바일 하드웨어의 시스템 호환성 강화 및 프로파일링 시스템 DB의 활용성을 높여야 한다. 인터넷의 발달과 데이터베이스 구축정보시스템 발달을 통해 경찰은 엄청난 양의 사건관련 정보를 축척 하게 되었고 실시간 사건접수에 따른 현시점에도 관련 정보가 생성되고 있다. 그러나 이러한 환경에도 불구하고 경찰이 필요한 정보를 정확히 전체 데이터에서 빠르게 모두 찾지를 못하고 있다. 프로파일링 시스템에서 실종자 관련 정보검색은 이러한 대량의 정보로부터 실종담당 경찰관이 원하는 정보를 효율적으로 실시간 검색할 수 있도록 하는 필요성이 크게 증가하였다. 프로파일링 시스템내에서 현재 자연어 단어검색 기능을 통해 관련 자료를 확인하고 파악하는 한정된 내용으로 검색이 이루어지고 있다. 프로파일링 시스템 내에서 실종담당 경찰관이 필요시에 따라 실종관련 다양한 정보검색시스템이 개발되어야 한다. 실종관련 문서에 대한 검색, 실종관련 사건 문서검색, 웹 문서 검색, 질의와 문서의 언어가 서로 다른 경우의 검색을 수행하는 교차언어검색시스템, 질의 응답, 실종사건 형태별 문서분류, 실종정보 요구자들로 하여금 정보서비스를 보다 편리하고 효율적으로 사용하도록 도와주는 사용자 인터페이스 기술, 실종 문서요약 시스템 등은 경찰의 정보 기술의 발달에 따른 정보검색 기술의 컨텐츠가 급속히 증가하고 있는 추세이다. 이러한 상황에서 경찰은 인공지능 분류 검색 시스템을 구축하여 일반적 키워드 검색, 분류형 검색 등을 통한 실종수사 활성화 방안을 제안하고자 한다. Under these circumstances, the police would like to propose ways to activate missing investigations by establishing an artificial intelligence classification search system through general keyword search and classification search.
