This study reviewed the impact of assessing the causes of interindividual variation within a population when the research question of interest is about causes of differences between populations or time period. The discrepancy between the research focus and the research question is referred to as a error type, one that provide the right answer for the wrong question. Homeless, obesity, and infant mortality were used to illustrate different consequences of error types. These different consequences depend on the relationships between the causes of within- and between group variation The causes of interindividual variation and the causes of variation between populations and time periods may be distinct. The problem of examining invariant causes deserver attention.

The purpose of this study is to develop an integrated indicator and to measure the relative health resources distribution by health service region(HSR) in Korea. Health resources distribution by HSR is the important issue of the national health policy. This study has applied five separated indicators for measuring the ralative health resouces distribution by HSR. The indicators employed in this analysis are : 1) the number of physician per 10,000 persons, 2) the number of nurses per 10,000 persons, 3) the number of hospital beds per 10,000 persons, 4) the number of clinics per 10,000 persons, 5) the number of pharmacies per 10,000 persons. The unit of analysis is the HSR, of which there are 140. In spite of increase in the health resources, the disparity in the health resources distribution between health service regions exists. Relatively, HSRs of rural area are deficient in both sides, health man power and facilities. Based on the results of this study, national health policy on resource distribution should be developed to solve the problem of geographical maldistribution of health resource distribution between HSRs.

In this study an attempt has been made to report on current trends in the discussion of health, health promotion and the positive indicators. Positive health is seen in terms of a dynamic equilibrium rather than as a static situation. Health promotion acts on the health balance system as an outside force, both by encouraging more healthy behaviors and by imflueneing health-related living conditions. Elements needed for the construction of indicators as well as a few cxamples of their application have been presented, so as to demonstrate their usefulness in the process of health promotion and protection. No attempt has been made to present indicators in any detail or to discuss their quality in terms of their validity and reliability. Futhermore indicators could not be presented for all areas because futher developments are still needed.
