        정부제출 법률안에 대한 비용추계의 특징과 개선 방안에 관한 연구: 제21대국회를 중심으로

        This paper analyzed the current status and characteristics of the cost estimates for government bills by investigating the cost estimate accomplished by the government (502 cases) submitted by the government during the 21st National Assembly. The bill can be submitted by lawmakers and the government, and if it causes a financial burden, a cost estimate must be prepared by estimating the expected cost. The cost estimates to be attached by lawmakers shall be prepared by the National Assembly Budget Office, and the cost estimates to be attached by the government shall be prepared by the government. Since the cost estimates-related research and practical data have been accumulated on the National Assembly, but research on the government's cost estimation is insufficient. As a result of the investigation and analysis of this paper, it was found that the government's cost estimates were written centered on fiscal revenue (tax law), covered cases that did not actually cause financial burden, and the financing plan was prepared insufficiently. Therefore, from the perspective of providing reasonable cost information before reviewing the bill, it is necessary to clarify the range of cost estimation as well as fiscal impact, and to activate the preparation of cost estimates by lowering the standard for unattached reasons. In addition, it was found that the current practice of preparing cost estimates also needs to be partially improved. 법률안은 국회의원과 정부가 제출할 수 있는데, 법률안이 재정부담을 초래한다면 제출권자는 예상되는 비용을 추산하여 비용추계서를 함께 작성하여야 한다. 국회의원이 첨부하여야 하는 비용추계서는 국회예산정책처가, 정부가 첨부하여야 하는 비용추계서는 정부가 작성한다. 비용추계제도가 본격적으로 운영된 이후 국회예산정책처의 비용추계에 대해서는관련 연구와 실무자료가 축적되었으나, 정부의 비용추계에 대해서는 연구가 부족한 편이다. 본 논문은 제21대국회 기간에 정부가 제출한 법률안(502건)에 대해 정부가 작성한 비용추계서와 비용추계서 미첨부사유서를 전수(全數) 조사하여 정부의 비용추계가 지니는특징과 문제점을 분석하고 개선 방안을 도출하였다. 본 논문의 조사와 분석 결과, 정부의 비용추계서는 재정수입(세법) 중심으로 작성되고있고, 실질적으로 재정부담을 야기하지 않는 경우까지 포괄하고 있으며, 재원조달방안은형식적으로 작성되고 있는 것으로 나타났다. 이에 법률안 심사 전에 합리적인 비용 정보를제공한다는 관점에서 비용추계의 대상을 재정부담뿐 아니라 재정영향으로 명확화하고, 비용추계서를 작성하지 않아도 되는 미첨부사유의 금액 기준을 하향조정하여 비용추계서 작성을 활성화할 필요가 있다. 또한, 정부의 비용추계서 작성 관행도 일부 개선점이 있는 것으로 나타났다.

        This research was carried out to suggest ways to solve the problem with lack of skilled landscape architecture labor future for landscape architecture labor through on the vocational training. Survey Through a review of the literature and a preliminary survey to determine the awareness training for landscape architecture labor survey items were selected. 45 landscape architecture labor receive a response from the selected items were used for the statistical analysis. For vocational education and awareness of the landscape of skilled workers are First,the biggest causes of low participation in vocational training has been identified as the wage problems associated with the training and compensation issues. Second, any education is provided by any educational institution, has been identified as a cause for the absence of information about the educational training to avoid participation. Third, no vocational training in the field of the current does not help. The results of the study are as follows; First, vocational education and skilled workers with information about the provision of needs. Second, participation in vocational education and training during such period as compensation for the payment of wages and vocational education graduates who need vision. Third, the vocational education in the field to help landscape the skilled workers program should be mainly composed of. Landscape areas through which more skilled workers to participate in the vocational education and, in the field of landscape seems to have contributed to the development of technology.

        흙물의 입도변화에 따른 돌기형상 연구

        분청사기의 귀얄기법에서 파생 되어진 첨장(尖裝)기법은 흙물을 붓으로 바르는 것에서시작한다.분장기법에 속하는 첨장기법은 흙물(slurry)의 퇴적현상을 이용한 기법으로 흙물의 조건에 따라 돌기의 형상변화를 알 수 있다.즉 흙물의 점도(점성)와 입도(입자크기)변화에 따른 돌기군의 형상(갯수,두께,높이,모양)을 실험을 통한 과학적 접근방법으로정량화할 수 있다. 본 연구에서는 도자장식의 새로운 기법으로 가능성을 확인하였던 ‘흙물의 점도변화에따른 돌기형상 연구’1)에 이은 ‘흙물의 입도변화에 따른 돌기형상 연구’로 흙의 입자크기가 돌기의 형상에 미치는 영향을 분석하여 정리함으로 도자장식의 표현기법으로 정립 하고자한다. 연구에 대한 실험방법 및 결과분석으로 흙물의 화학적 분석,성형분석,형상분석을 정리함으로 입도변화에 따른 돌기형상(갯수,두께,높이,모양)의 안정적인 성형과 표현기법의재현성을 확보하고 도자장식의 활용 가능성을 확보하고자 한다. Cheomjang technique may be an experimental product which reinterpreted and redeveloped the Guiyaltechnique oftraditionalceramics in a contemporary sense.The protrusionformingofthetechniqueisadecorationtechniqueusingslurry,andthisshows a difference in sedimentation in accordance with the viscosity (watercontent)and grain size (particle size)ofslurry.This means thatthe forms (number,thickness,height,and shape)ofaprotrusionareexpresseddifferentlyinaccordancewiththeconditionsofslurry. Thisstudyisto ensurethereproducibilityofceramicsasadecorationtechniqueandto broadentheareaoftheexpressionofceramicsbyanalyzingandquantifyingthetrendsof protrusion forms in accordance with change in the grain size ofslurry based on the analyzed results of‘A Study on Protrusion Forms in accordance with Change in the ViscosityofSlurry’. In orderto achieve this research purpose,the researcherconducted a testusing 「a laserparticle size analyzer,an opticalmicroscope,and an inductively coupled plasma massspectrometer」whicharethedevicesoftheKoreaInstituteofCeramicEngineering andTechnology.

        조경공사 표준품셈 공종 개정에 관한 연구

        조경공사 표준품셈은 표준적이고 보편적인 공종과 공법들로 구성되어 있다. 그러나 최근 조경분야는 건설기술의 발전과 공사품질의 고급화가 요구되고 있는 실정이다. 그러나 현행 조경공사 표준품셈으로는 이러한 변화에 대응하기에는 한계가 있다. 이에 본 연구는 조경공사 표준품셈의 발전방안을 제시하는 것이 중요하다고 판단하여 우선 개정들이 필요한 품셈 공종을 파악하였다. 개정이 필요한 공종을 파악하기 위하여 문헌고찰과 예비설문조사를 통하여 설문 항목을 선정하였으며, 선정된 항목들은 조경 분야 전문가 60명으로부터 응답을 받아 통계처리 하였다. 연구의 결과는 다음과 같다. 첫째, 조경공사 표준품셈에 대한 활용도는 식재공종의 품셈이 가장 높았다. 둘째, 신규로 추가될 필요가 있는 공종으로는 정지공사, 조경 구조물공사, 포장공사, 수경시설공사, 옥외 시설물공사들로 파악되었다. 셋째, 조경공사 품셈공종 분야에서는 설문응답자들의 66.7%가 개정이 필요하다고 응답하였고, 개정이 필요한 품셈 공종으로는 식재 공종에서는 대형수목, 조형수목, 수목가식, 수목하자 등으로 파악되었다. 굴취공종에서는 대형수목, 조형수목 등으로 파악되었다. 유지관리공종에서는 전정폐기물 처리 품셈, 정원석 쌓기 및 놓기 공종에서는 돌틈 식재 품셈, 떼붙임 및 초류파종 공종에서는 현실적인 잔디규격의 품셈을 필요로 한다고 응답하였다. 연구의 결과들을 바탕으로 조경공사 표준품셈의 발전방안을 제시하면, 조경 식물의 규격과 조경공사 품질에 대한 공종별 세부 품셈과 조경공사 품질에 영향을 미치는 품셈분야의 개정이 필요하다. The standard unit manpower and material in landscape architectural construction was consist of a standard and universal work classification. However, these constructional methods have created a number of problems in utilizing and responding on a variety of recently-developed working methods such as new constructional skills and technologies. This research decided that presenting the amendments of work classification of a standard unit manpower and material in landscape architectural construction was very important, and investigated those work classifications which required these new amendments. First of all, assessment items were selected through the literature reviews and a preliminary survey. Then, these assessment items were surveyed to the total of 60 professional landscape architecture field. The results of this study were as follows; First, the utilization level of the a standard unit manpower and material in landscape architectural construction was highest in the area of work classification of planting unit manpower and material. Second, the work classifications that needed to be added were recognized as leveling the ground construction, landscape structure construction, paving construction, water facilities construction, and outdoor facilities construction. Third, in the field of the a standard unit manpower and material in landscape architectural construction, 66.7% of the respondents replied that some amendments were necessary, and those amendments needed work classifications were identified as work classification of planting unit manpower and material was gigantic plant, topiary tree, temporary planting, exchange dead tree, etc. In the area of digging out was gigantic plant and plastic tree were recognized. The survey respondents also answered that, in keeping and management work classifications some amendments in pruning waste were necessary, and in the fields of rubble masonry work classifications some improvements were required in rubble aperture planting unit manpower and material and sodding and herbaceous sowing was a realistic lawn size unit manpower and material was needed. Based on the results explained above, this study suggests that amendments for a standard unit manpower and material in landscape architectural construction are necessary, especially in the areas of planting size and quality of work classifications unit manpower and material and in the unit manpower and material that affects the quality of lands caping constructions.

        정부 조직개편의 유형과 결정요인에 관한 연구

        This study defines several types of administrative reorganization and examines the factors empirically to determine each type by multinomial logit model. In Korea, between 1984 and 2010, a total of 159 central government organizations were established, of which 118 agencies have been reorganized. This study classifies these processes of reorganization into five types; complete abolition, separation, replacement, merger, and absorption. The political-administrative environment and organizational characteristics lead to different types of restructuring in central government. The results of this study reveal that, when the entire number of administrative organization should by expected at the beginning of the presidential term. Following democratization (1988-), reorganization has been more merger-oriented. Meanwhile, in terms of organizational characteristics, organizations that have enjoyed longevity have not usually been separated, and larger organizations tend not to have been absorbed by other agencies. Above all, those organizations which have been reorganized are subsequently more like to be absorbed.

        네트워크 영향력이 법률안 가결에 미치는영향에 관한 연구: 대표발의자의 법률안 공동발의네트워크 중심성(network centrality)을 중심으로

        This study constructed a co-sponsorship network for the entire legislative proposal in the 20th National Assembly and analyzed whether network attributes affect a bill’s success. This analysis verified the influence of significant factors proposed by previous studies (personal attributes of sponsors, types of legislation) that affect the success of legislation and the additional explanatory power of network variables. The results of binomial logistic regression showed empirical evidence that network influence, such as the degree and closeness centrality of the sponsors in the bill co-sponsorship network, significantly affects a bill’s success. The research results are significant in that they identify not only the major factors studied in previous research as important factors influencing the success of the bill, but also the network influence of sponsors, as measured through network analysis.

        농촌마을 경관형성계획 수립에 관한 연구 - 영천 유상권역을 중심으로 -

        This research was establishment of landscape formation plan to Yusang village region Yeongcheon city. Literature research, field research, surveys carried out for this purpose. In addition, by utilizing design code that appears in the common characteristics of the rural scenic views of the region in improving the quality of life of the local population and preserve the indigenous landscape as well as improve the quality of rural landscapes, management, capital town of the region to form Yeongcheon the center was established in the landscape plan form. The natural environment of the capital region for the landscape formation plan, Humanities and Social Environment, Landscape Resources Status, Social Consciousness, landscape map, landscape design, code identification and basic design and planning through the basic steps to derive design guidelines were applied to the landscape formation plan. Formation landscape plan for the regional launch of the regional landscape improvements, region entrance space and yusang reservoirs place, rest zone in the sacred tree and nurse trees around the plan, and repair the town hall. residents living village road maintenance to improve the environment, and develop a detailed plan, such as the lungs maintenance. The plan is likely to be able to contribute to improving the quality of life of the people and landscapes to improve regional, creating a guide for future business landscape is formed to have a significant advantage as a basis.
