제5차 ISSAT설계 신뢰성품질 학술회의가 지난 8월 11일부터 3일동안 미국 라스베가스에서 열렸다. 한국 대표로 참석한 부산대 산업공학과 윤영필교수는 작년에 열린 제4차 회의에도 논문을 발표했는데 그 당시 조직위원장의 요청에 따라 이번엔 그의 연구분야인 '제품의 수명시험 설계와 분석'을 독립 session으로 조직해 5편의 연구논문을 심사하고 좌장으로 참석하게 된 것이다.

레몬법은 미국에서 자동차를 포함한 공산품을 구매한 소비자보호를 위해 제정된 연방법, Magnuson-Moss Warranty Act(1975)에 기초하여 각 주가 제정한 소비자 보호법으로 자동차와 같은 운송수단을 구입 후 초기에 제조사가 수리할 수 없다고 판단되는 심각한 결함에 대해 중재에 의해 새 제품으로 교환하여 주거나 환불하는 것을 규정한 소비자 보호법이다. 우리나라도 2019년 1월 1일부터 한국형 레몬법을 시행하고 있다. 이 본문은 한국형 레몬법 시행 이후 법에 참여한 기업의 미래에 발생하게 될 보증비용을 어떻게 추정할 것인가에 대한 방법을 제시하고자 한다. 그리고 비용을 최소화하기 위한 대응방안들을 검토하여 제안하고자 한다.
Spare Parts Provisioning under Multi-Echelon and Multi-Level Systems

Purpose: In this paper, we consider a spare parts allocation problem for multi-level systems with two-echelon repair systems. The system consists of multi-units (components and modules) and has a multi-level structure. The (S-1, S) inventory policy is considered to order spare parts. Methods: We determine the line replaceable units (LRUs) and these maximum spare parts storage levels S in echelon sites that minimize the life cycle cost and satisfy the target system availability. The near-optimal solutions are obtained by a genetic algorithm and simulation. The genetic algorithm is used to generate alternative solutions and simulation is used to evaluate the alternative solutions. Results: We investigate the effect of parameters on the near-optimal solutions in numerical examples. The results show that as the target system availability increases, the level of LRU is increased because shorter replacement time leads to increase the system availability. Conclusion: This study shows that the variation of target system availability affects the results of the near optimal solutions. For further studies, we will consider inventory policy of depot (s, S) and the repair of failed LRU.
Metaheuristic-based inspection policy for a one-shot system with two types of units

In this paper, we address an inspection policy problem for a one-shot system with two types of units, namely, Type 1 units that fail atrandom times and Type 2 units that degrade with time. Interval availability and life cycle cost are used as optimization criteria and estimatedby simulation. We determine inspection intervals, preventive replacement ages of Type 1 units, and preventive maintenancethresholds of Type 2 units that have minimal life cycle cost and satisfy the target interval availability during inspection periods. A simulation-based optimization procedure using a hybrid genetic algorithm is proposed to find near-optimal solutions. Numerical examples arestudied to investigate the effects of model parameters on optimal solutions and compare the hybrid genetic algorithm with the generalgenetic algorithm.

The purpose of this study is to estimate the efficiency of container crane on port container terminal. The efficiency of container crane is the most effective factor on the efficiency of container terminal. Due to the failure in container crane, the efficiency is difficult to estimate. The efficiency of container crane is estimated by the proposed simulation model. The simulation model is developed considering the failure of container crane. The number of yard tractor per container crane is estimated by the alternative analysis. In this study, the simulated results are compared with the previous queueing model and the guideline to estimate the terminal efficiency. The result shows that the simulated results are more close to the historical data. And to determine the number of yard tractor per container crane, the performance measure such as the distance between berth and yard, the speed of yard tractor are simulated.

This paper describes the simulation study which evaluates operation plans of container terminal. The operation plans of container terminal consist of berth plan, load plan, unload plan, yard plan, and equipment plan. It is discussed how to apply the simulation method to evaluate those plans that are interrelated with each other. This paper also deals with the assignment and coordination problems of container-handing equipment such as container cranes, transfer cranes, yard tractors, and trailers used in the transportation of containers. Simulation analysis is bases on data about plans from the operation planning system through an interface program. It is discussed what we should got the statistics about container-handing equipment in the simulation.
