Vol.14 No.2
Since the Asian financial crisis in 1997, unemployment in Korea has soaked. Comparing with average 9% of GDP growth of pre-crisis era, Korean economy faces low growth rate with high cost and high unemployment. Most of the European Union member states embrace economic difficulties as does Korea. In particular, Germany, the locomotive economy of the EU, contains the most serious Before the reunification in 1989, the German stable economy was the role model to neighboring countries. However, since 1990's, Germany has lost its competitiveness and stability in the global market and turned to be a low growing economy. Under such an undesirable circumstance, the German government forces a new economic reform, which is called Hartz Reform Plan. This radical plan mainly focuses on the flexibility of the labour market and reduction of welfare benefits. Such ground-breaking reform will contribute a sound and healthy environment to German economy. The effort of the German government to encourage the competitiveness and stability of its economy seems to be suggestive to us. In balancing between globalization and stabilization of the economy, we should not overlook the German case, which demonstrates the weaknesses of the traditional welfare system and the way-out to the future.
