6,70년대 합동출판사의 만화 제작과 유통 독점체제의 문제점

Korean comics, who settled in the Japanese occupation was liberated from Japanese colonial rule in 1945, the Korean War despite the fact that modern comics industry was successful in a soft landing. At that time, it was seeing a new revival of the Korean comics industry, ranging from satirical cartoons, various professional comic magazines and high-end comics for bookstores. But extreme competitions led to the end of the book comics era in the early 1960s and the launch of ‘Hapdong’ of major publishers and printing houses in the cause of efficiency. And <Hapdong> soon became a huge monopoly under one-man rule. In the end, the comic book industry was controlled by an unipolarity polar system, which limited the freedom to produce, distribute, and create comics. Even <Sonyeon Hangook Doseo>,publishing company within the press, appeared in the early 1970s to check <Hapdong> ended up being an exclusive production and distribution system until the early '80s, only to be shared by compromise. The evils of the more than a decade-long <Hapdong> monopoly are that, first of all, cartoon culture has declined considerably unlike other popular cultures by twisting the healthiness of the comic book market with early comic book editions or comic room culture due to the market distortion. In other words, Korea's modern comic book boom has lost its opportunity due to its exclusive system. Second, the limitation of creation and the contraction of the writer's market. By absorbing writers into the large distribution system, the mass production system was put into operation under the subjugation of absolute capital. The overall quality of works has declined with crude printing because of the cost savings. Editing and topics were also regulated, and publishers make writer draw paintings about publisher's liking. Third, it has inevitably led to regime oppression. In 1968, the government announced measures for children's comics, and even the number of pages was suppressed by government guidelines, resulting in the production and processing of low-quality comics. Finally, it brought about a retreat of the enjoying comics culture. Comics were limited for teenagers and could not come up with creative themes and unconventional experimental comics. The monopolization of the <Hapdong> in the 60s and 70s, the dark ages of Korean modern comics, has caused many problems, such as the stagnation of pop culture and industry due to its monopoly. While the harmful effects of the past <Hapdong> are significant as compared to the distribution problem that is consistent with the growth of webtoons, such as the monopoly of free webtoons and portals. 일제강점기에 정착한 한국만화는 1945년 해방 이후 한국전쟁을 겪었음에도 불구하고 현대적인 만화산업이 연착륙에 성공했다. 당시 풍자만화와 각종 전문 만화잡지, 서점용 고급만화에 이르기까지 새로운 한국 만화산업의 부흥을 목도하고 있었다. 그러나 과당경쟁으로 60년대 초 서점만화 시대가 종언을 고하고 효율성을 명분으로 한 주요 출판사, 인쇄소들의 연합체 <합동>이 출범했다. 그리고 <합동>은 곧 1인 지배체제 하의 무소불위 거대 독점체제로 자리 잡았다. 결국 만화제작, 유통은 물론 창작의 자유까지 제한하는 등의 일극체제로 한국만화계를 통제하게 되었다. 1970년대 초 <합동>을 견제하기 위해 등장한 언론사 내 출판사인 <소년한국도서> 조차도 타협으로 지분 나누기에 불과해 결국 80년대 초까지 제작, 유통의 독점체제가 지속되었다. 무려 10여 년 이상의 <합동> 독과점의 폐해는 첫째, 시장의 왜곡으로 초기 만화문고판이나 만화방 문화가 가진 만화시장의 건전성을 왜곡함으로써 다른 대중문화와 달리 만화문화가 상당히 쇠퇴했다는 것이다. 한국 현대만화의 증흥기를 독과점 체제로 인해 기회를 잃은 셈이다. 둘째, 창작의 제한과 작가시장의 위축이다. 작가들이 거대 유통체계 안에 흡수됨으로써 절대적인 자본의 예속 하에 대량생산 시스템이 가동되었다. 경비절감의 이유로 조악한 인쇄와 함께 전체적으로 작품의 질이 하락했다. 편수와 주제도 규제 받았으며 작가들은 모두 출판사의 입맛대로 그리게 되었다. 셋째, 필연적으로 정권의 탄압을 불러왔다. 저질만화를 양산해 가공할 1968년 <아동만화정화대책>이 발표되고 페이지 숫자마저 정부 가이드라인에 의해 통제되었다. 마지막으로 만화 향유문화의 후퇴를 불러왔다. 만화는 청소년용으로 제한되었고 창의적 주제와 파격적인 실험만화도 나올 수 없었다. 한국 현대만화의 암흑기라 할 6,70년대 <합동>의 독점화는 바로 독점으로 인한 대중문화와 산업의 정체 등의 많은 문제점을 낳았다. 웹툰의 성장세에 맞추어 나타나는 유통의 문제 즉, 무료웹툰과 포털의 독과점과 같은 제 현상과 비교하여 과거 <합동>의 폐해는 반면교사로서도 의의가 있다 하겠다.
