기본소득에 관한 사회적 합의 도출을 위한 담론구조 연구
본 연구는 기존 복지정책의 대안으로 거론되는 기본소득의 소개와 기본소득 도입에 대한 국민의식 향상에 큰 영향을 미치는 시민단체와 언론의 중요성에 대해 다루었다. 현대사회에서 빈부의 격차는 과학기술 발전과 생산성 향상에도 불구하고 해를 거듭할수록 심화되고 있다. 이에 따라 극심한 경제적 빈부 격차로 발생되는 심리적 피해도 점점 커져가고 있다. 경제적 빈곤으로 주변사람들로부터 모멸감을 경험하거나 관계단절로 인한 소외감이 자살로까지 이어지기도 한다. 풍요속의 빈곤이란 말처럼 우리사회에서 정말 필요한 것은 충분한 재화의 생산뿐만 아니라 이러한 잉여 생산물의 효율적 분배를 통해 빈부의 격차를 해소해 나갈 수 있는 능력이다. 하지만 우리사회가 느끼는 빈곤은 사회적인 문제가 아니라 개인적인 문제일 뿐이라고 생각하는 경향이 상당히 큰 편이다. 자동화와 경기침체로 인한 실업으로 빈곤이 증가하는 문제를 단순히 개인적인 문제라고 치부하기는 어렵다. 개인이 아무리 빈곤탈출을 위해 노력해도 사회여건이나 경제적 한계에 부딪쳐 좌절할 수밖에 없다. 빈곤을 더 이상 개인적인 문제로만 보는 것이 아니라 사회의 문제이며 책임이라는 근본적인 인식 전환이 필요하다. 빈곤을 단순히 개인의 문제로 보며 지금껏 시행해 왔던 선별적 복지의 상황에서도 알 수 있듯이 복지함정, 낙인효과 등으로 실질적 혜택을 받아야 하는 계층들이 받지 못하고 있다. 일자리 창출을 통한 완전고용, 경제성장을 통한 낙수효과 같은 정책을 추진해 왔지만 사실상 완전고용은 유토피아적 발상이며, 경제성장이 되더라도 부의 재분배가 제대로 이뤄지지 않기 때문에 실질적인 효과는 매우 제한적으로 나타날 것이다. 기존 복지제도에는 많은 한계가 있다. 이러한 현실 속에서 보편적 복지제도의 하나인 기본소득에 대한 관심이 사회적·정치적으로 증가하고 있다. 이미 많은 나라에서 기본소득에 대한 논의가 시작되었다. 몇몇 국가에서는 기본소득 도입에 관한 국민투표를 진행할 만큼 도입 찬반 논쟁, 재원마련, 기존복지제도의 재정립 등에 대한 논의가 활발하게 진행되어왔다. 물론 기본소득이 도입된다고 해서 모든 문제가 해결되는 것은 아닐 것이다. 하지만 기본소득을 도입함으로 기존 복지시스템이 해결하지 못한 복지함정, 행정비용, 낙인효과와 같은 여러 부작용이 감소될 것이라는 실험결과도 있다. 아울러 그것은 미래 기술발전을 통한 자동화로 인해 사회 전 분야에 걸쳐 발생되는 일자리 감소에 따른 복지적 대응방안으로 거론되고 있다. 본 연구는 기본소득 논의의 역사와 내용, 기본 사회복지체계와의 관계, 재원마련을 위한 논의된 방법, 4차 산업혁명으로 인해 변화되는 노동의 개념 속에서 기본소득과 어떤 관계를 형성하며 왜 필요한지에 대해 살펴볼 것이다. 또한 기본소득 도입을 위해 사회적·정치적 합의를 어떻게 이끌어 낼 수 있는지를 고찰할 것이다. 이를 위해 몇몇 국가의 도입과정에서 겪었던 정치적·사회적인 상황들과 그 과정에서 중요한 역할을 한 주체들에 대해 살펴보고 우리사회에 적용할 부분에 대한 논의와 도입을 위한 실행방안에 대해 제언하고자 한다. This study dealt with the importance of civic groups and the media, which have much influence on improving public awareness for consideration of basic income and introduction of basic income, which is cited as an alternative to existing welfare policies. Despite technological advances and productivity gains in modern society, the gap between the rich and the poor is widening over the years. This phenomenon is caused by the inability to properly address the affluence that has been achieved by technological advancements. As we say, poverty in affluence is what our society really needs not only the production of abundant goods, but also the ability to distribute these rich goods to close the gap in poverty. The extreme gap between the rich and the poor is also a problem in modern society, but the psychological damage caused by it is growing. It is not just economic poverty but economic poverty that makes people feel disenchanted and alienated from their neighbors that leads to a higher suicide rate. However, we tend to think that poverty in our society is not a social problem, but a personal one. As shown by the selective welfare situation, which has been implemented by the government by viewing poverty as simply a personal matter, the existing welfare system has its limitations, even if it sees the fact that those who have to actually benefit from welfare pitfalls and effects are not receiving it. In these circumstances, we will go back in time to look at the history and the discussion of basic income, to date from the time the basic income was discussed, to date certain debates have been made, the main content of the debate, the ethical social awareness of existing labor, the concept of labor changed by the Fourth Industrial Revolution, and the relationship to the existing welfare system as the labor market changes. In addition, we would like to discuss political and social situations experienced in the process of introducing and introducing basic income to Korea, as well as the process of creating public opinion through civic groups(NGO) and the media, which played an important role in the process of introducing the basic income, rather than staying at the level of debate over the basic income, and to suggest the policy direction for the subsequent introduction after discussing the introduction of the basic income.
