      • 언어가 조직문제의 인식틀에 미치는 영향 : 텍스트 구성과정을 중심으로

        The objective of this paper is to verify the impact of language on organizational decision frame.Organization is an ongoing reality where multiple interactions among people occur and various meanings emerge.Organization scientists who are familiar with this perspective tend to define organization as language system or text.Text of an organization can have various versions which are interpreted diversify among actors.Text can not be understood or constructed by only an information increase; it can at best be tackled with the help of complex interpretations.Language is the most influential factor to make or interpret text. Empirical survey was made to substantiate the ipact of language on constructing organizational text.Results of the survey say that items of text are not only intermingled with each other, but also based on language patterns.Some suggestions could be made from this analysis; there may be many solutions or decisions about one problem, diverse versions or multiple interpretations about one organizational situation, and so on.The hidden purpose of this study is that organization scientists must pay more attention to the paradigm of 'enacted language world,' which means reality is being constructed by language.

      • 텍스트 분석과 조직이론의 새로운 가능성

        Traditional and fundamental methodology of organization is based on logical positivism which is the same as that of natural science. This approach can be summarized as one phrase, 'Ceteris Paribus(Other things being equal).' From this perspective organization is defined as a cooperative system that tries to attain a given goal. Many organization scientists, however, have an antipathy to that approach because it can not explain complex facets of organization. Organization is an ongoing reality where multiple interactions among people occur and various meanings emerge. Organization scientists who are familiar with this perspective tend to define organization as a language system. But there are much ambiguities about the term 'language system.' To overcome such ambiguities imbued with language system, this article uses the concept of text. By introducing text analysis into organization theory, traditional theory can be transformed into insightful field and organizational scientists can have better understanding about real organization .

      • 정보화 시대의 새로운 조직설계 모형

        With the coming of information society, network is proven to be a very effective form of organization that has replaced the hierarchical or bureaucratic structure in industrial society. Theoretical meanings and exactness of the structure, however, have not been fully clarified. The article explores the logical limits or constraints of a network organization comparing it with the traditional hierarchical structure and with the matrix form. An analysis shows that network does not always work well in comparison to the other two structures due to the information overload to the networkers, especially to the network coordinator. Overcoming this difficulty, the article proposes another form of organization structure named grape-bunch organization, which emphasizes the role of middle manager. Grape-bunch organization can be a viable alternative in the information age or be a transient form toward an information age.

      • 민선시대의 지방정부 조직개편 방향과 한계

        The idea that local government organization should reform its structures and processes like business organization gas considerable support among many scholars. Before re-ing(for example, rearranging, restructuring, reengineering, rebuilding, reorienting, and so on), however, we must find out the epistemological basis of reforming local government organization and clarify the limits or constraints of reforming it (The terms, epistemologicial basis of reforming, are illustrated as directions for reforming in the article). Five directions for innovating local government organization are presented. The first direction for reform is concerned with civil government where the citizen's participation is secured, and the benefits of the underprivileged people are ensured. The second bearings for reorganizing local governments have much to do with enterpreneurship government that runs after the principle of profit-making. The third image of local government organization is a thematic government through which shared visions or shared goals in local community are formed, The remaining two directions play an important role in building the preceeding three themes. They function as menas to an end or as tools for goal-seeking, This article call them intelligent governments, which are made up through both electronic government and learning government. The fourth reform set for electronic government is suited for the era of information society. It depicts local government organization as an electronic entity where information and knowledge demanded are easily acquired and efficiently processed. The last and the most important direction concerned with learning government presupposes organization as an ongoing reality, especially as a learning mechanism. Not repeating a mistake that have once made and not preserving conservative forces in local government organization, organization should unlearn past inadequacies, learn present remedies, and relearn future possibilities. People are said to fall into an dilemma when they face a difficult choice to be made between two courses of action, two sets of idea, two conflicting values, and so on. Situations often exist where two alternatives can not be chosen simulataneously. Five directions for reform may often colflict or collide with one another. For example, democratic values such as procedural justice, citizen participation, fair treatment, and so on may be weakend, if a local government organization makes an effort only to pursuit profits. Decision maker in those situations can not be an optimizer who picks up the best alternative. This paper will elaborate the importance of those dilemmas or constraints that have been frequently forgotten in the theory of organizational reform in local government.

        선택상황의 구성 방식과 의사결정자의 딜레마

        공공정책 결정 상황은 그 결정의 결과가 결정 당사자보다는 이해관련인들에게 더 큰 영향을 미치는 어려운 선택상황이며 딜레마의 성격을 띠고 있다. 선택상황이라는 것은 그 상황을 둘러싼 인식체계와 해석의 규칙에 의해 규정된다. 그리고 이러한 인식과 해석의 바탕이 되는 것은 언어와 상징이다. 이 논문의 연구목적은 이상과 같은 해석학적 인식을 토대로 설정되었다. 구체적인 연구질문은 2가지다. 첫째는 어떠한 상황적 조건 하에서 의사결정자들이 선택상황을 딜레마 구조로 받아들이는가 하는 점이다. 이 논문에서는 상황적 조건을 설명하기 위해 크게 2가지 차원을 도입하였다 하나는 긍정-부정 인식틀이고 다른 하나는 가치-행위자인식틀이다. 두가지 인식들을 결합하면 4가지 상황이 나오는데 이 논문에서는 그것들을 서로 다른 선택상황으로 규정하였다. 4가지 선택상황 가운데 딜레마 설정과 가장 관련이 높은 상황을 발견하는 것이 연구의 첫 번째 목적이다. 두 번째 연구질문은 이상과 같은 4가지 인식틀 가운데 의사결정자들은 어떤 상황에서 가장 큰 딜레마를 느끼는가 하는 점이다. 분석의 결과 선택상황이 부정-행위자 인식틀로 구성되었을 때 의사결정자들이 상황을 딜레마로 수용하는 확률이 가장 높았고, 또 그들이 느끼는 딜레마의 강도도 가장 크다는 것을 발견할 수 있었다. 공공정책을 결정하는 과정에서 문제인식의 틀이 왜 중요한지, 그리고 정책을 이해하는 과정에서 정책시나리오 등의 언어분석이 왜 중요한지, 그리고 의사결정 과정에서 행위자라는 변수가 어떤 의미를 가지고 있는지 등을 연구의 시사점으로 논의하였다.

        한국 행정학의 질적 연구방법에 대한 반성과 제안

        이 연구의 목적은 한국의 행정학계에서 수행되어 왔던 질적 연구들에 대한 성찰을 토대로 앞으로의 질적 연구에 대한 대안들을 사색해 보는 것이다. 질적인 연구는 연구자와 연구대상간의 상호작용, 연구자와 그가 사용하는 언어와의 상호작용을 토대로 풍부한 해석과 의미를 이끌어 내는 장점이 있다. 그런데 1999년부터 2004년까지 한국 행정학보에 소개된 질적 논문들을 분석한 결과, 많은 논문들이 가설을 검증하고 사전 범주를 정당화하는 양적 방법론의 연구 절차를 따르고 있었고, ‘질적인 것’이 갖는 장점을 충분히 살리지 못하고 있었다. 이 논문은 행정학 분야에서 질적인 연구가 제대로 수행되지 않았던 이유를 연구자인 행정학자들의 형식적이고 단편적인 교류와 소통, 연구과정에 해당하는 행정학 지식의 전달과 담론의 형성과정에서 나타나는 연역주의적 경향, 연구결과에 대한 도구적이고 처방적인 가치의 강조 등에서 찾았다. 질적인 연구가 제자리를 잡기 위해서는 학자 개인의 노력보다는 질적 연구를 수행하는 학자들 간의 공동의 노력이 필요하다. 연구와 토론의 결과를 정리된 형태로 남길 수 있는 소규모 학문공동체를 만들고, 그것을 기반으로 전문 학술지를 만들며, 질적 방법론에 대한 교재를 공동으로 집필하면서 질적 연구를 수행하는 학자들간의 교류와 소통을 늘려나갈 필요가 있다.

        Acculturation as a frustration-negotiation cycle: North Korean women defectors in South Korea

        Ever since the corrupt leadership of North Korea stopped distributing wages and food, men’s role as breadwinners was upended and the family structure has altered. Wives tended to take on both roles, as breadwinners and homemakers because their husbands became unable to provide financial security for their families. North Korea has had a male-dominated family structure, where a man’s authority over his wife far exceeds what is seen in South Korea, where women are quite independent; marriage begins with a romantic relationship, and divorce is not such a disgrace. It was seen that female defectors have tended to exceed male defectors with respect to financial independence. For the latter, one of the main obstacles in cultural adaption is change in political ideology, which did not bother the former to the same extent. While the men struggled with ideological changes, the women approached their circumstances realistically and were more down to earth. In this study, three female defectors, aged 31, 42, and 53 years, participated and shared their stories. Throughout the interviews, they frequently compared their lives in both North and South Korea. The substantial differences between the two locations resulted in major frustration for them. While the participants experienced frustration with regard to their negotiations—or what is referred to as frustration-negotiation in this study—they developed their own sense of judgment and perspectives and began to modify their identities.
